Convention on Cluster Munitions, which\u200c prohibits the use, transfer, production, \u2063and \u200dstockpiling of these weapons. However, the United States is among the 16 countries that produce cluster munitions and have chosen not\u2062 to join the U.N. treaty.<\/p>\n<p>President Joe Biden&#8217;s administration\u200b approved the transfer\u2064 of U.S. cluster munitions to Ukraine in July, \u2064under the condition that they would\u2062 only be\u200c used within Ukraine&#8217;s borders and that the \u200dUkrainian government would\u2062 commit to <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/house-rejects-amendment-to-stop-sending-cluster-bombs-to-ukraine\/\" title=\"House refuses to halt cluster bomb shipments to Ukraine.\">post-conflict de-mining efforts<\/a>.\u200c The \u2063administration argued that\u2062 Russian \u2063forces had already been using cluster munitions in Ukraine, and the U.S. \u200cmunitions \u200chad a lower\u2063 failure rate compared to those \u2063used \u2064by Russia.<\/p>\n<p>This\u200d is \u200dnot the first time Rep.
