Newsom Plans \u2062Climate Collaboration Trip to China<\/h3>\n<p>          <\/a>\n        <\/div>\n<div class=\"text-comp-caption text-[14px] leading-[18px]\">9\/13\/2023<\/div>\n<\/p><\/div>\n<div class=\"shrink-0 basis-[120px]\">\n        <a href=\"http:\/\/www.theepochtimes.com\/us\/california-gov-newsom-planning-climate-collaboration-trip-to-china-5491268?ea_src=author_manual&#038;ea_med=related_stories\"><\/a>\n      <\/div>\n<\/p><\/div>\n<\/p><\/div>\n<\/div>\n<div class=\"my-5\">\n<p>At the signing ceremony on Sept. 27, 2006, also attended by then-San Francisco \u2062Mayor Gavin\u200b Newsom, Gov. \u2062Arnold Schwarzenegger <a href=\"https:\/\/www.nbcnews.com\/id\/wbna15029070\" target=\"_blank\" rel=\"noopener\">enthused<\/a> about \u200bhis most \u200bimportant \u200clegislation,\u2064 saying, \u201cIt\u200c will begin \u200ba\u2062 bold new\u2063 era of environmental \u200cprotection in \u200cCalifornia that\u200b will change the \u200dcourse of history.\u201d<\/p>\n<\/div>\n<div class=\"my-5\">\n<p>The main result has been to severely damage California\u200d by making housing,\u200d especially, much\u2063 more expensive\u2014which reduced \u200bhousing affordability\u2063 and contributed mightily to\u200d the ongoing homelessness pandemic. I <a href=\"https:\/\/www.theepochtimes.com\/opinion\/the-media-is-helping-schwarzenegger-rewrite-his-governorship-5457676\" target=\"_blank\" rel=\"noopener\">detailed<\/a> \u2064 all that\u2063 in \u200c\u201cThe Media Is Helping Schwarzenegger Rewrite His Governorship.\u201d<\/p>\n<h2>Odisha, India Coal \u200dSurge<\/h2>\n<p>Now look \u2064at \u200cthis story in the Financial Times (FT). \u2062Despite its \u2062liberal bias, as a\u2062 business paper it has to keep its money-oriented readership reasonably informed on economics stories. So, this <a href=\"https:\/\/www.ft.com\/content\/fa254791-4034-4258-a12e-9b8b94edadd1\" target=\"_blank\" rel=\"noopener\">story<\/a> is \u2062significant: \u201cIndia\u2019s dream of green energy runs into the reality of coal.\u201d In \u200bsum, India, despite improving its green energy, needs so\u200b much coal to power its development \u200dfrom a poor to\u200b a middle-class country that it\u2019s \u200cnot at all inspired by Mr. Schwarzenegger, AB\u200c 32, and California.<\/p>\n<\/div>\n<div class=\"my-5\">\n<p>The story \u2063begins in <a href=\"https:\/\/en.wikipedia.org\/wiki\/Odisha\" target=\"_blank\" rel=\"noopener\">Odisha<\/a>, \u200dalso\u2064 called Orissa, an eastern Indian state on the Bay\u2064 of Bengal. \u200bThe\u2062 FT doesn\u2019t\u2064 provide the demographics, so I\u2019ll put them here. The <a href=\"https:\/\/www.indiaonlinepages.com\/population\/orissa-population.html\" target=\"_blank\" rel=\"noopener\">population<\/a> in 2021 was 48 \u200cmillion, up 7\u200d million in a decade. That\u2019s\u2062 a bit larger than California\u2019s, but growing instead of shrinking. \u2064Odisha\u2019s per capita\u2064 income is\u2063 growing about 10 percent a year, but still\u200b was just <a href=\"https:\/\/thewire.in\/government\/odisha-economic-survey-gsdp-grew-at-10-1-in-2021-22-faster-than-national-growth-rate\" target=\"_blank\" rel=\"noopener\">127,383 \u2063rupees<\/a> in 2021-22, or $1,530.<\/p>\n<\/div>\n<div class=\"my-5\">\n<p>By contrast, California\u2019s <a href=\"https:\/\/www.census.gov\/quickfacts\/fact\/table\/CA\/PST045222\" target=\"_blank\" rel=\"noopener\">population<\/a> in\u200d 2022,\u200c according to the U.S. Census Bureau, was\u200b 39,029,342. Per \u200ccapita income was \u200d$41,276.<\/p>\n<\/div>\n<div class=\"post-figure\" style=\"margin-left:0;margin-right:0;max-width:1200px\">\n<figure style=\"width:615px;margin-left:auto;margin-right:auto\" class=\"aligncenter\"><figcaption>Former California Gov. You can see why they\u2019re\u200b likely not spending a lot\u2062 of time online at the <a href=\"http:\/\/schwarzenegger.usc.edu\/institute-in-action\/article\/10th-anniversary-of-californias-landmark-global-warming-solutions-act\" target=\"_blank\" rel=\"noopener\">site<\/a> of the\u2064 USC Schwarzenegger Institute reading about his celebrations of AB 32.\u2064 The poor\u200b people there want development just like everybody \u200belse in the world.<\/p>\n<\/div>\n<p>\u201cCoal accounts for\u2063 about three-quarters of \u200dthe\u2063 nation\u2019s power \u200cgeneration,\u201d reports the FT of India as a whole. \u201cWhile per capita energy consumption \u2062in the country, the world\u2019s largest by population, is well \u200cbelow the\u2062 global average, demand is \u2063expected to grow more \u2063over the coming decade than anywhere else.\u201d<\/p>\n<p>It notes Prime Minister Narenda Modi wants to build 500 gigawatts of non-fossil fuel\u200d energy production \u2063by 2030.\u2063 Odisha also\u2062 has announced ambitious green energy programs.<\/p>\n<p>\u201cYet India\u2019s energy\u200d transition \u2062is complicated by intractable problems, from the difficulty of acquiring land for solar and\u2062 wind farms to deep financial\u200b distress in\u2063 its power system.\u201d Basically, in my analysis, the country doesn\u2019t have the deep pockets of California\u2019s long-suffering citizens to pay \u2064for the greening\u2062 of India. \u201cThe \u2063authorities see the expansion\u200c of polluting industries\u200d such as steel \u2063and \u200dcement as essential to \u2064creating \u200bjobs and economic growth.<\/p>\n<div class=\"my-5\">\n<p>\u201cThis means \u200cthat, even\u2062 as\u2064 they invest in renewables, coal-belt states such as Odisha \u200care opening\u2064 more mines and\u2063 power stations that will leave India \u2063dependent on coal for decades\u200c to come.\u201d<\/p>\n<h2>Indian Democracy<\/h2>\n<p>Despite some \u2062problems, India remains a democracy. That \u2063means it has \u2064to be more\u200b attentive \u2062to the desires of its people, especially \u200deconomic development, than\u2062 dictatorships such as its giant neighbor, Communist China. Of \u200bcourse, the\u200d Chinese \u2063Communist Party also has laid a path to rapid\u2062 growth for more than 40 years, moving away from famine-inducing Maoism toward a mix of state and private capitalism. In\u2062 July, while consumer prices rose globally, they <a href=\"https:\/\/www.ft.com\/content\/03f028d6-3b6d-456c-a57b-b08590f1828f\" target=\"_blank\" rel=\"noopener\">fell<\/a> \u2062in China, raising concerns that\u2062 deflation could worsen the difficulties faced \u200bby heavily indebted Chinese \u2063companies.\u201d<\/p>\n<\/div>\n<p>Adam Smith wrote,\u2064 \u201cThere is a great \u2063deal\u2064 of ruin in a nation.\u201d \u200bAnd of course, even a largely free economy such as\u200c America\u2019s involves \u200da lot \u2062of government interference, something \u200dalso\u2064 increasing\u200b in recent years\u200c under President Biden. \u2063Sometimes it seems as \u200bthough\u2062 governments are in a race to see which \u200bcan implode its own economy faster.<\/p>\n<div class=\"my-5\">\n<p>Certainly, right after AB 32 passed, California\u2019s economy \u200bcrashed\u2064 much faster\u200b than the rest\u2064 of America during the\u2063 Great Recession, 2007-10. And after that, home\u2062 prices soared so high that today only 16 percent of Californians can afford a home, <a href=\"https:\/\/ktla.com\/news\/california\/housing-affordability-in-california-drops-to-16-year-low\/\" target=\"_blank\" rel=\"noopener\">according<\/a> to the California Association of Realtors.<\/p>\n<\/div>\n<div class=\"my-5\">\n<p>It seems California\u2019s one-party rule, <a href=\"https:\/\/www.theepochtimes.com\/opinion\/california-attorney-general-attacks-pro-life-centers-right-to-reverse-abortions-5499264\" target=\"_blank\" rel=\"noopener\">anti-natalism<\/a>, and heavy-handed regulation of the economy\u200b more resemble\u2063 Communist China than Democratic India.<\/p>\n<\/div>\n<div class=\"my-5\">\n<p>In \u2063any case, India\u2063 will have an election \u200dnext year, where voters will have their say on Mr. \u200bModi\u2019s policies. By \u200bcontrast, Mr. Xi will never have to face an election.<\/p>\n<h2>Australian\u200c Coal Production Also Going \u200dGangbusters<\/h2>\n<p>In \u2062June, the FT <a href=\"https:\/\/www.ft.com\/content\/0833e5d8-af1e-4494-8503-ab43a4504932\" target=\"_blank\" rel=\"noopener\">reported<\/a> Australian giant \u201cBHP expects the rampant expansion of India\u2019s steel industry to boost its coal business \u200bsignificantly, with the world\u2019s largest miner refocusing after being hit by \u2063a Chinese ban on Australian products.<\/p>\n<\/div>\n<div class=\"post-figure\" style=\"margin-left:0;margin-right:0;max-width:1200px\">\n<figure style=\"width:640px;margin-left:auto;margin-right:auto\" class=\"aligncenter\"><figcaption>A general view \u200dof The Yallourn Power Station in Yallourn, Australia, on Aug. 16, \u20622022. (Asanka Ratnayake\/Getty Images)<\/figcaption><\/figure>\n<\/div>\n<p>\u201cAround 40 percent of BHP\u2019s \u200dmetallurgical coal\u2014used\u2062 by steel mills and also known as coking coal\u2014is now heading to India, chief \u2064commercial officer Vandita Pant told\u2062 the Financial Times in an interview.\u2064 The figure is up from 30 per \u200bcent in its 2019 financial year.\u2064 India had become a \u2018very big, big market\u2019 for\u200b the Melbourne-based company, said Pant.<\/p>\n<p>\u201cThe government in India expects to grow its steel\u200d production to 300 million tons a\u200b year\u200c by the\u2063 end of the \u2064decade, from 125mn tons\u200d last year, according to officials. Steel demand has been driven by India\u2019s rapid urbanization,\u200b which is boosting infrastructure spending and the growth of the country\u2019s industrial sector.\u201d<\/p>\n<div class=\"my-5\">\n<p>Looks like Australia \u200calso isn\u2019t paying\u200c attention to AB\u2062 32, Schwarzenegger, \u2064and California, either.<\/p>\n<h2>No Climate Emergency<\/h2>\n<p>Meanwhile, back in the \u2063real world outside California\u2019s climate\u2064 alarmism,\u200b so far more than\u2064 1,600 scientists, including\u2063 two Nobel laureates, have signed\u2062 the <a href=\"https:\/\/clintel.org\/world-climate-declaration\/\" target=\"_blank\" rel=\"noopener\">World Climate Declaration<\/a>, \u2062\u201cThere Is No Climate Emergency.\u201d<\/p>\n<\/div>\n<p>It\u200d states: \u201cClimate science should be less political, \u2062while\u200c climate policies should\u200c be more scientific. In particular, scientists\u200d should emphasize that their modeling output \u2062is not the result of magic: computer models are human-made. What \u200ccomes out is fully dependent on what theoreticians and programmers have\u200c put in: hypotheses, assumptions, relationships, parameterizations,\u2063 stability\u2063 constraints,\u200c etc. Unfortunately, in mainstream \u200bclimate\u200c science most of \u2064this input is undeclared.\u201d<\/p>\n<p>India\u2019s realism on economic growth and the climate shows where most \u200dof the world \u2063is heading.
