(Photo by Win McNamee\/Getty Images)<\/figcaption><\/figure>\n<h2>OAN\u2019s <a href=\"https:\/\/www.oann.com\/tag\/brooke-mallory\">Brooke Mallory<\/a><br \/>12:25 PM \u2013 Wednesday, September 27, 2023<\/h2>\n<p>A \u201cclean\u201d\u200b Continuing\u2064 Resolution (CR) that would finance the government through November 17<sup>th<\/sup> was \u200cissued on Tuesday by senators in the Democrat-controlled Senate in an\u2062 effort \u2063to avoid a government shutdown by \u200cSaturday.<\/p>\n<div id=\"div-gpt-ad-1663871513696-art-1\" style=\"min-width: 320px; min-height: 50px;  text-align: center;\">  \t<script>  \t\tgoogletag.cmd.push(function() { googletag.display('div-gpt-ad-1663871513696-art-1'); });  \t<\/script>  <\/div>\n<div class=\"ad-slot__ad-label\">Advertisement<\/div>\n<\/p>\n<p>On Tuesday\u200d afternoon, the CR passed a crucial procedural test in\u2064 the upper chamber by a vote of\u2064 77\u200d to 19, closing the discussion of the \u2064proposal and\u200b paving the way for a final vote.<\/p>\n<blockquote class=\"wp-block-quote\">\n<p>\u201cAll through the weekend \u2013\u00a0night\u2062 and day \u2064\u2013 Senate \u2063Democrats and Republicans worked in good faith\u200d to \u200dreach \u2062an\u2063 agreement on a\u200d continuing resolution that will keep the\u200c government funded and avert a shutdown,\u201d Majority Leader Chuck Schumer, (D-N.Y.), \u200bsaid in a statement\u2062 Tuesday.<\/p>\n<\/blockquote>\n<p>$6.2 billion of the short-term CR will be allotted\u2062 to Ukraine and\u200b President Joe Biden had initially proposed an extra $18 \u200cbillion on\u200c top of the $6.2 billion.\u2064 Additionally, <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/some-conservative-groups-splinter-over-u-s-aid-to-ukraine\/\" title=\"Some Conservative Groups Splinter Over U.S. Aid to Ukraine\">natural disaster funding<\/a> received\u200c an extra $6 billion.<\/p>\n<p>Similar \u2064to the House\u200c version, the CR does not include any new funds for border security.<\/p>\n<p>By the end of the fiscal year, on\u2062 September 30<sup>th<\/sup>, the House\u200b and Senate must reach some sort of agreement on how to fund the government, or face a partial shutdown.<\/p>\n<p>It is uncertain how \u200cfar \u2062the \u200dSenate\u2019s CR will go without\u2064 the unanimous support of the \u200bupper house.<\/p>\n<p>Senator Rand Paul (R-Ky.) has already stated\u2062 that he will oppose any budget fix that includes assistance for Ukraine, potentially \u200ddelaying the approval\u2062 of the CR.<\/p>\n<blockquote class=\"wp-block-quote\">\n<p>\u201cI will oppose any effort to hold the federal government hostage \u200bfor Ukraine funding, I will not consent to expedited passage \u2062of any spending measure that provides any more US aid to\u200b Ukraine,\u201d Rand posted \u200bon X, formerly known as Twitter.<\/p>\n<\/blockquote>\n<p>However, the proposed CR from the Senate is far different from the\u200c one from\u2064 the GOP-led House, where House Speaker Kevin McCarthy\u2062 (R-Calif.) suggested\u2063 that aid to Ukraine \u2064should be a standalone package and that the House might not vote on the Senate-authored CR.<\/p>\n<p>McCarthy \u200cmade his remarks following a crucial vote on Tuesday\u200b night to\u200d move forward with four appropriations\u200d measures for\u2064 the next year.\u200c The chamber will shortly vote on a <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/neil-patel-normal-people-are-crying-out-for-a-leader\/\" title=\"Neil Patel: Normal People Are Crying Out for a Leader\">short-term spending package<\/a>.<\/p>\n<blockquote class=\"wp-block-quote\">\n<p>\u201cThe Republicans will put on the floor a move to \u200bsecure our border. I think that\u2019s the\u200c appropriate way to be able\u2062 to keep\u200d government funded, secure border while we continue \u200dto keep \u2063government open to work\u200b on the rest of the appropriations process,\u201d McCarthy told reporters.<\/p>\n<\/blockquote>\n<p>On\u2064 Tuesday,\u2063 Schumer said, \u201cWe\u200d are\u200d now right at the precipice\u201d on the Senate\u200c floor. \u201cThis bipartisan CR is a temporary \u2064solution, a bridge\u2064 towards cooperation and away from extremism,\u201d he continued. \u201cAnd \u2063it will allow us to keep working to fully fund the federal government\u2064 and spare American families the pain of\u2064 a shutdown.\u201d<\/p>\n<blockquote class=\"wp-block-quote\">\n<p>\u201cWe are eager to provide relief to \u200dcommunities\u200b recovering from \u200cnatural disasters from Hawaii, \u2064to Florida,\u2063 and bipartisan majorities\u2062 recognize the ongoing need to counter\u200b Russia and China \u2064and continue to provide lethal aid to \u2064Ukraine,\u201d Schumer concluded.<\/p>\n<\/blockquote>\n<p>The House is slated to discuss \u200cfour different spending measures. Whether McCarthy had obtained\u2063 enough \u2062votes to advance them is still unclear.
