Ms. Vargas said that while the county has \u200dwelcomed\u2062 those requesting asylum based \u200bon a\u2063 legal right to do so, it \u200cfaces the challenge of a broken immigration\u200c system<\/p>\n<p>&#8220;Every day, all over the world, people make the most difficult decision to leave their\u2063 lives\u200c in search\u2064 of\u200d a safer and better life,&#8221; Ms. Vargas said, adding the county &#8220;always steps up \u2062to meet\u2063 the\u200b challenges when \u200cpeople needed \u2062it \u200bthe most.&#8221;<\/p>\n<p>Ms. Vargas said that while she and Mr. Desmond &#8220;may have fundamentally different views on immigration policy, we can\u2064 both agree on one thing: \u200bThis county urgently needs federal resources\u200c as we face a humanitarian crisis.&#8221;<\/p>\n<p>Mr. Desmond \u200csaid the migrant crisis is neither\u2063 a Democrat nor a Republican issue, but &#8220;a federal responsibility \u200bissue.&#8221;<\/p>\n<p>Mr. Desmond mentioned \u2064having\u200b visited\u2064 a transit center on Sept. 24 in Oceanside and heard people who were dropped off asking, &#8220;Where\u2064 am I?&#8221;<\/p>\n<p>The immigration system is \u2062broken, and people are capitalizing on the federal government&#8217;s ineptness in \u2064terms of handling \u2064it, Mr. Desmond\u200c said.<\/p>\n<p>&#8220;We \u2062can&#8217;t just continue down this \u200cpath,&#8221; Mr. \u2062Desmond said. &#8220;We\u2062 have empathy and we must acknowledge the practical limits of our own capacity to meet the needs of \u200cthose who arrive\u2064 in our region.&#8221;<\/p>\n<p>Both\u2064 Mr. Desmond and Ms. Vargas praised the efforts of various nonprofits which have helped migrants with food, shelter, or other resources. Representatives from some of those organizations, while \u2064supporting the declaration,\u2062 also asked the \u200ccounty to do more. A woman who said she was a member of Pilgrim United Church\u2063 of Christ\u2064 in Carlsbad, suggested that \u2063the county needed to apply for badly needed Federal \u2062Emergency Management Agency \u200dmoney, as one example.<\/p>\n<p>&#8220;We&#8217;d like to make \u200dit clear that we cannot wait \u2062another day for the county to respond as \u2063well,&#8221;\u2062 she said, adding that \u200dmigrants are at risk of being trafficked or illness.<\/p>\n<p>Over the weekend, Mr. Desmond complained about federal agents&#8217; continuing practice\u2062 of dropping off migrants from the Mexico border in \u200bSan Diego County.<\/p>\n<p>&#8220;This morning, I visited \u2064the \u2064Oceanside transit station and witnessed Border Patrol officials drop off over\u2062 20 migrants.
