Washington\u200b isn\u2019t reducing the national \u2062debt \u2014 not by a long shot, sadly \u2014 but having a Republican majority means conservatives can succeed at \u2064some modest measures of damage limitation.<\/p>\n<p>Two weeks ago, I \u200canalyzed in these pages why Republicans \u2062wanted to \u2063pass legislation extending a <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/this-health-care-fight-shows-how-conservatives-can-thwart-dc-spending-sprees\/\" title=\"Conservatives can hinder excessive spending in DC through the ongoing health care battle.\">mandatory spending program originally created<\/a> by Vermont Sen. Bernie Sanders as part of Obamacare. Last week, House leaders tried to \u2063bring that\u2064 bill to the floor \u2014 but abandoned their efforts before it \u200deven came up for a vote. <\/p>\n<div class=\"fdrlst__b89e9-paragraph-2-long d-flex justify-content-center\" style=\"margin-left: auto; margin-right: auto; text-align: center; \" id=\"fdrlst__b89e9-1930753012\">\n<div id=\"div-gpt-ad-1379703300879-0\" class=\"mb-30\"><\/div>\n<\/div>\n<div class=\"fdrlst__b89e9-bb1b52325ba7023193a0f34a9a3bcd18 fdrlst__b89e9-paragraph-2\" id=\"fdrlst__b89e9-bb1b52325ba7023193a0f34a9a3bcd18\"><\/div>\n<p>The story of this policy U-turn demonstrates conservatives\u2019 influence\u200b in \u2062preventing new \u200dspending and the \u200cpressure \u200bpoints in the ongoing debate over next\u200b year\u2019s budget.<\/p>\n<h2 class=\"wp-block-heading\">Rules Violation<\/h2>\n<p>In \u200bmy piece, I noted\u200c that the \u2064measure contained 10 years of\u2063 budgetary \u2062savings to \u2062fund two years of\u2062 spending. I\u200d didn\u2019t realize it\u2064 at the time (although I \u200dshould have), but that\u200c rubric violates the rules\u200d instituted \u200dby\u2064 the new Republican majority in January. Specifically, the\u200c CUTGO rule \u2014\u2064 Clause 10(a) of Rule \u2063XXI \u200cof the House (page 41 here) \u2014 states \u200cthat legislation cannot increase mandatory spending \u2063over\u2064 its first five or 10 years.<\/p>\n<p>Page two of the \u200dCongressional Budget Office (CBO) score\u200d of the updated legislation tells \u200bthe tale. The bill would increase mandatory (i.e., direct) spending by \u2063$11.9 \u2064billion in its \u2062first five years, and\u2064 $3.8 billion in its first \u200c10\u200c (the \u2063outlay numbers listed \u2064below):<\/p>\n<figure class=\"wp-block-image size-large\"><figcaption>\n<div class=\"row no-gutters body-xs m-0 text-start\">\n<div class=\"col-12 col-md-4\"><\/div>\n<div class=\"col-12 col-md-8\">\n<div class=\"article-thumbnail-caption d-flex align-items-center justify-content-md-end label-xs mt-15\">         <i class=\"mdi mdi-camera me-10\" aria-hidden=\"true\"><\/i>         <span class=\"visually-hidden\">Image Credit<\/span><a href=\"https:\/\/www.cbo.gov\/system\/files\/2023-09\/hr5378table.pdf\">Congressional Budget Office<\/a>       <\/div>\n<\/div>\n<\/div>\n<\/figcaption><\/figure>\n<p>While CBO \u200bstated the bill would reduce the deficit over 10 years, \u2063because some provisions in the measure\u200d (not explicit tax \u200bincreases) would generate additional revenue,\u200d the House\u2019s CUTGO rules \u2062don\u2019t allow these types\u200c of \u201ctax-and-spend\u201d gambits. Nor does CUTGO allow for a \u201cspend now, \u2063save later\u201d\u2063 approach. \u2064The\u200c bill clearly violated House rules \u2064\u2014 \u2063and conservatives knew it.<\/p>\n<div class=\"fdrlst__b89e9-34444ec58e079454b02592966de9c4a0 fdrlst__b89e9-paragraph-6\" id=\"fdrlst__b89e9-34444ec58e079454b02592966de9c4a0\"><\/div>\n<h2 class=\"wp-block-heading\">\u2018House \u200cof Cards\u2019 Collapses<\/h2>\n<p>House leaders wanted\u2064 to \u200cbring the bill \u200cto the floor under suspension of the rules, which theoretically would mean they could\u200c circumvent\u200b the \u200dCUTGO violation explained above. But suspending the\u2062 rules requires a two-thirds\u200d majority, and some \u200dDemocrats \u2014\u200c who wanted even more spending \u200dand regulations added to the bill \u2014 already seemed \u2063ambivalent about \u2063the measure.<\/p>\n<p>Last\u200c Monday, as congressional members and staff examined\u200c the schedule \u200cfor the week ahead, several conservative offices questioned why Republican leaders were bringing a\u2064 bill to the floor \u2062that:<\/p>\n<ol>\n<li>Spent more than $15 billion, \u2064and contained myriad new regulations \u200dand programs, under suspension of the rules \u2014 \u2062a procedure normally reserved\u200d for \u2063noncontroversial \u2063items like naming post offices;<\/li>\n<li>Violated the\u200d House\u2019s CUTGO rules for fiscal discipline, as outlined above;<\/li>\n<li>Served to\u200d circumvent caps on discretionary spending at the same time conservatives are fighting to lower those\u2064 caps;\u200d and<\/li>\n<li>Raided Medicare by \u2062billions of\u2064 dollars to fund spending elsewhere within the health care\u200d system, just like Democrats did in Obamacare.<\/li>\n<\/ol>\n<p>Based on the chatter I heard from congressional offices, many seemed\u2062 to be asking the question posed by the great Vince Lombardi: \u201cWhat the h-ll\u2019s going on out \u2064here?\u201d<\/p>\n<p>Early reports claimed\u200c congressional leaders\u200c pulled the \u2062bill from consideration \u200dbecause Democrats\u200d (who, again, wanted \u200bmore spending, not\u2062 less) would\u200d not support the legislation. \u2063But I have seen numerous occasions during \u200cmy time on Capitol\u200c Hill where the majority (in\u2064 this case Republicans) plays a game of \u201cchicken\u201d with the minority, \u2064and \u200bdares the \u200dminority to vote down a bill on the suspension calendar. \u200dRepublican leaders didn\u2019t even try to go \u200ddown that route.<\/p>\n<div class=\"fdrlst__b89e9-5246c624be1fe0e271332cfc87c4f6c4 fdrlst__b89e9-paragraph-10\" id=\"fdrlst__b89e9-5246c624be1fe0e271332cfc87c4f6c4\"><\/div>\n<p>In short: Republican leadership\u200b pulled the bill because their own \u2062side \u2014\u2062 rightly \u2014 wouldn\u2019t \u2064vote for\u200b it. \u200bIt was \u2062also \u200danother distraction for \u200cRepublican leaders, at a time they should be focused on the main spending fight, such that even talking about bringing the bill \u200cto the floor was an unforced error.<\/p>\n<h2 class=\"wp-block-heading\">Ominous\u2063 Omnibus?<\/h2>\n<p>The fight over \u200dthe\u2064 health care bill in many ways presages \u2062what could happen \u2064at the end of \u2063the year. Even if the \u2063health \u2063care measure had passed the House,\u200d it seemed unlikely to pass the Senate as a stand-alone measure.<\/p>\n<p>Instead, House leaders will likely try and attach the \u2063231-page health care\u200c legislation to an omnibus spending \u200bbill right \u2064before Christmas. That\u2019s\u2063 how omnibus bills become gargantuan pieces of legislation totaling 4,000 or 5,000 pages: Congressional leaders slap together \u200ball manner of bills that can\u2019t pass on \u2063their\u200c own, turning the omnibus into a giant \u201cChristmas\u200b tree\u201d \u200bof \u200bspending that no\u200b one has time to read or understand, not even the \u200bstaffers who \u2063write\u200d the bills.<\/p>\n<p>But the omnibus will face some of the same\u2063 problems last week\u2019s health care bill did. It will almost certainly violate CUTGO for\u200d increasing mandatory spending, not to mention other provisions of House rules. As such, the\u2064 omnibus will require the \u200bHouse Rules Committee \u2064to pass a special rule for the \u200cbill waiving\u2064 CUTGO and other procedural violations.<\/p>\n<p>But the three\u2064 conservatives \u2064on the House Rules Committee \u2014 Republican Reps. Ralph Norman of South Carolina, \u2062Thomas \u200cMassie of Kentucky, and my friend and former colleague Chip Roy of Texas\u2063 \u2014 seem unlikely\u200d to approve floor action on\u2063 a bill that \u200bviolates House rules designed to control \u200bspending. House leadership didn\u2019t \u200deven bother asking\u200b them to do so \u200dfor last week\u2019s health care bill. They instead \u200btried to get the\u200c full House to suspend the rules, which turned into the box \u200dcanyon that forced leadership to\u200b pull the bill off the \u2062floor.<\/p>\n<p>If Norman, Massie, and Roy refuse \u2064to support floor action on an \u2064omnibus \u2062that violates \u200bHouse rules, the omnibus would not get\u200b out of the House \u200cRules Committee \u2014 unless\u200d Republican \u2062leaders\u2064 rely on Democrat votes to do \u200dso. Will the conservatives, on the Rules Committee and elsewhere, stand firm?\u200d And\u200c if they do, will House Speaker Kevin McCarthy, R-Calif., \u200crely on Democrat votes to ram through \u200cyet another swampy omnibus measure?<\/p>\n<p>Those are the\u200d key questions\u200d over the coming weeks and\u2062 months. Conservatives won a\u200c battle\u200b to stop Washington \u200dspending \u200clast week. The question will be \u2064whether, and how, they \u200bcan win the larger war.<\/p>\n<div class=\"fdrlst__b89e9-cd113c9d50eace8e8f402ba530a8440d fdrlst__b89e9-after-post-content\" id=\"fdrlst__b89e9-cd113c9d50eace8e8f402ba530a8440d\"><\/div>\n<hr class=\"wp-block-separator\">    \t\t\t\t\t   \t\t\t\t\t\t\t\t\t<\/div>\n<p> rnrn  <\/p>\n<h2> What impact have conservative lawmakers had\u200d on limiting \u200cmandatory spending and maintaining fiscal \u2062responsibility?<\/h2>\n<p><span>  \u200bE additional revenue, these provisions were not directly related to mandatory spending. Therefore, the bill violated\u2062 the CUTGO rule and could not be brought to\u200b the floor for\u200b a vote.<\/p>\n<p>This incident highlights the impact of\u2062 conservative lawmakers in preventing excessive spending and upholding fiscal responsibility. By imposing rules\u2062 such as\u200d CUTGO, Republicans have created a \u200dframework that limits the growth of mandatory spending and ensures that legislation does not excessively burden \u200cthe national debt.<\/p>\n<p>The ongoing debate over\u2063 next year&#8217;s budget also reveals the \u2063pressure points where conservatives\u200b can exert their influence. By \u2062identifying \u2063rules and \u2063guidelines\u200d that restrict spending, \u200dconservatives can effectively advocate for fiscal restraint and prevent\u2063 irresponsible budgetary policies.<\/p>\n<p>In\u200b analyzing the\u200b failed legislation, it was discovered that \u200bthe measure contained \u206310 \u2063years of budgetary\u200b savings meant to fund two years of \u2064spending. This violation of the CUTGO rule, \u200dwhich \u2062prohibits increasing\u200b mandatory spending over the first five or ten years, clearly demonstrates the need\u2064 for adherence to these principles.<\/p>\n<p>The Congressional Budget Office score of the updated legislation confirms the violation. It showed that \u2063the bill would increase mandatory \u200cspending \u200bby $11.9 billion in\u2062 the first five years and $3.8 billion in\u200c the first ten years. These numbers clearly contradicted the CUTGO rule and undermined the objective of reducing the national deficit.<\/p>\n<p>While the CBO predicted \u200cthat the bill would still reduce the deficit \u2062over ten \u200byears due\u2064 to revenue-generating provisions, \u200dit\u2062 is important to note that these provisions were not directly linked to mandatory spending. Therefore, they did not justify the violation of the CUTGO rule.<\/p>\n<p>Conservatives understand the importance of fiscal responsibility and the need to <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/kevin-mccarthy-unveils-plan-to-responsibly-raise-debt-limit\/\" title=\"Kevin McCarthy Unveils Plan To \u2018Responsibly\u2019 Raise Debt Limit\">limit government spending<\/a>. By advocating for \u200brules and guidelines like CUTGO, they can \u200densure that legislation aligns with these principles and prevents the further escalation of the national debt.<\/p>\n<p>Although the national debt continues to rise, conservatives can take solace in the fact that they are\u2062 making\u2063 some progress in reducing spending through modest measures of damage limitation. The \u2064<a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/eu-leaders-agree-to-impose-sanctions-on-belarus-after-forced-flight-diversion\/\" title=\"EU Leaders Agree To Impose Sanctions On Belarus After Forced Flight Diversion\">recent incident involving<\/a> the failed legislation\u200c highlights the influence of conservatives in preventing new spending and upholding fiscal \u2064responsibility.<\/p>\n<p>As the debate over next year&#8217;s\u200b budget continues, conservatives must remain diligent in\u200c identifying and addressing potential violations of\u2063 spending restrictions.
