Azerbaijani troops have surged\u2062 across the region in\u2064 recent days, despite Russia&#8217;s nominal presence as\u2063 a peacekeeping force, spurring thousands of\u200c ethnic Armenians to flee. The autonomous district was prevented in 1988 by Soviet \u200crulers from \u2063being incorporated into\u200c Armenia, the border of which is \u2063separated from Nagorno-Karabakh by about 6 miles of\u200b the\u2064 wider Azerbaijani territory. It declared independence in 1991 and then was convulsed by a war that saw Karabakh Armenian forces perpetrate a \u2062massacre\u2062 of Azerbaijani civilians in Khojaly, according \u2064to Human Rights Watch.<\/p>\n<\/blockquote>\n<p>&#8220;The Armenians of Nagorno-Karabakh are still facing the threat of\u2064 ethnic cleansing,&#8221; Pashinyan\u2062 said Sunday. &#8220;And if real conditions for Nagorno-Karabakh Armenians to live in their homes \u2063and effective mechanisms of protection from ethnic cleansing \u200care not created, \u200cthe chances that the Nagorno-Karabakh Armenians\u2063 will\u200d see\u2064 leaving their homeland as the only way to save \u2062their \u2063lives and\u200d identity is greatly increased.&#8221;<\/p>\n<p>The dispute is \u200bfraught with geopolitical cross-pressures shaped by the ethnic and \u2062religious communities involved. Greece, which joined NATO in\u2062 1952, boasts &#8220;very strong [relations with Armenia] both emotionally and historically,&#8221; as \u200dthe Greek\u2064 Foreign Ministry puts it, due in part to \u2063their\u200d shared Christian religion and \u200ctheir\u2064 common experience under Ottoman Turkish rule. \u200dAzerbaijan, \u200ba Turkic \u200cMuslim state, has close ties with \u200cTurkey, a \u200dhistoric anchor of NATO&#8217;s southeastern\u200b flank.<\/p>\n<p>&#8220;I wholeheartedly congratulate the victorious Azerbaijani army for both its historic\u2064 success\u2063 and its \u2063humanitarian attitude towards civilians,&#8221;\u2062 Turkish President Recep Tayyip Erdogan said Monday. &#8220;With the latest \u2063victory, new \u200cwindows\u200b of opportunity have opened for a comprehensive normalization in the region.&#8221;<\/p>\n<p>That salute has an ominous ring for Armenia.
