Matt Gaetz (R-Fla.), Bob Good (R-Va.), \u2062Ralph Norman (R-S.C.), and \u2064Marjorie Taylor Greene (R-Ga.), and moderate lawmakers like Rep. Mike Lawler (R-N.Y.), one of a handful of Republicans representing districts that President Biden won in 2020.<\/p>\n<div class=\"post-figure\">\n<figure style=\"width:600px\" class=\"alignnone\"><figcaption>Rep. (Kevin Dietsch\/Getty Images)<\/figcaption><\/figure>\n<\/div>\n<p>Many HFC members hope for \u2062steeper \u2064spending\u2062 cuts and other concessions that Mr. Lawler and other moderates find unpalatable\u200d as representatives of highly\u200c purple districts.<\/p>\n<div class=\"shortcode post-related-videos\">\n<div class=\"lazyload-wrapper\">\n<div class=\"lazyload-placeholder\"><\/div>\n<\/div>\n<\/div>\n<div class=\"my-5\">Divisions over\u200b funding \u200cfor Ukraine, the proper process for bringing appropriations bills, top-line figures for non-defense spending, and \u2062the advisability\u2064 of \u200cpassing a CR are\u200c all hurdles as\u200d the \u2064government nears a shutdown.  <\/p>\n<h2>Passing a CR Is Controversial<\/h2>\n<p>  Several HFC members have demanded that <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/house-republicans-remain-divided-with-only-days-to-avert-shutdown\/\" title=\"House Republicans still divided, running out of time to avoid shutdown.\">leadership present top-line figures<\/a> for all\u2063 the \u206412 appropriations bills before they vote on the remaining 11 bills.<\/div>\n<p>However, in \u200bthe time that\u2063 remains for the\u2063 House to \u200davert a shutdown, producing \u200cthese figures poses an insurmountable challenge.<\/p>\n<p>To remedy this, Mr. McCarthy and others in the Republican caucus have pushed for the passage of a month-long CR to keep the government running and give Republicans more time to work out a\u200d deal.<\/p>\n<div class=\"post-figure\">\n<figure style=\"width:600px\" class=\"alignnone\"><figcaption>Rep. Byron Donalds (R-Fla.), acting\u200b as an intermediary for the HFC and \u200bthe more moderate Main Street Caucus, last week put forward a proposal for a CR that would do just that, while also including provisions to pass \u2064a <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/title-42-ends-texas-moves-to-create-own-solution-to-biden-border-policies\/\" title=\"Texas creates own solution to Biden border policies as Title 42 ends.\">sweeping border security bill<\/a> that \u2064excludes mandating E-Verify\u2014a proposed federal system for employers to check the\u2064 immigration status of employees.<\/p>\n<p>Supported by members like Rep. Chip Roy (R-Texas), the CR measure was opposed by Mr. Gaetz and others in the HFC,\u200b who have expressed opposition to\u2063 any CR. These members say this short-term \u200dsolution is just \u200danother example of Congress kicking an issue down the road and have instead demanded that leadership produce quantifiable figures for all \u200b12 must-pass spending \u2064bills.<\/p>\n<div class=\"my-5\">After\u2064 a Sept.\u2062 20 meeting of the House Republican conference, which \u200cyielded otherwise positive results, according to\u2064 initial lawmaker reports, Mr. \u200dGaetz said that &#8220;more \u200bthan seven&#8221; members opposed the passage of any CR\u2014a number more than enough to make \u2063any CR dead on arrival.  <\/p>\n<h2>Optimistic Signs Short-Lived<\/h2>\n<p>  \u200cEarlier \u2064in the week, there were suggestions that the caucus was moving toward a resolution of\u200b its key differences, including support for passing a proposed defense appropriations bill, a tentative top-line figure for non-defense discretionary spending, \u200band for a CR.<\/p><\/div>\n<p>On Sept. 20 evening, Mr. McCarthy called an evening conference meeting that, on the surface, seemed to produce tangible results.<\/p>\n<p>In a \u200bcomment indicative of the tone of the\u200b evening, \u2062Rep. Greg Murphy\u2062 (R-N.C.) told The Epoch Times\u200b that the meeting \u200cwas \u201ctremendously productive.\u201d<\/p>\n<p>Several\u2064 came out of the meeting reporting good progress on clarifying and resolving the key differences dividing the \u200dcaucus.<\/p>\n<p>Earlier in the week, HFC members tanked a Republican defense appropriation bill in a 212\u2013214 vote on grounds that it should be passed only when other spending bills were ready.<\/p>\n<p>After the \u2063meeting, \u2064Mr. Norman, one of the opponents of\u2063 the defense bill, told The Epoch Times he would change his vote. He reported that the defense appropriations bill, which had failed to pass the\u2064 House\u2064 earlier in the week, seemed set to\u2063 glide to passage the next\u2062 morning.<\/p>\n<p>Meanwhile, other Republicans reported \u200cthat they had reached a tentative non-defense discretionary spending figure that could satisfy \u200dright-wing\u2062 and moderate Republicans alike, constituting a roughly $200 billion cut.<\/p>\n<p>\u201cThis is a start,\u201d \u2064Mr. Donalds said \u200dcheerfully after the meeting. \u201cWe have to do a lot of belt-tightening because the future of our country demands\u2064 it.\u201d<\/p>\n<p>All in all, the tone was hopeful as Republicans streamed out\u2063 of the <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/house-to-vote-on-debt-ceiling-spending-cut-bill\/\" title=\"House to Vote on Debt Ceiling, Spending Cut Bill\">closed-door conference meeting<\/a>, with reports that the worst was over and a compromise had\u200d been struck.<\/p>\n<p>But hopes of a \u2064resolution were dashed the next morning when, in a striking \u200bblow against\u2063 Republican \u2062leadership, the defense bill again failed in a 212\u2013216\u2063 vote, including a single no vote\u2062 from a supporter of the bill, Rep. Tom Cole \u2062(R-Okla.), for procedural reasons.<\/p>\n<p>Afterwards, Republicans put forward a motion to reconsider, but tabled a \u2064vote on this motion due to \u200da lack of support. Mr. McCarthy \u2062ordered Congress into recess for the remainder of the week.<\/p>\n<div class=\"my-5\">On Sept. 26, Congress will\u200c return with \u2064only four days left to \u200cavert \u2064a shutdown, \u200dand little hope that it can garner the support for any such measure to do so.  <\/p>\n<h2>Ukraine Funding<\/h2>\n<p>  A key\u200d area of contention in the spending negotiations involves funding for Ukraine, where \u2064many Republicans say too much money\u200d has\u200d been sent without enough oversight.<\/p><\/div>\n<p>Several Republicans, including Mr. Gaetz, Ms. Greene, and others, have demanded that Ukraine funding be left out \u2063of the proposed defense appropriations bill, calling for a separate vote on the issue.<\/p>\n<div class=\"post-figure\">\n<figure style=\"width:600px\" class=\"alignnone\"><figcaption>U.S. Rep. (Alex \u2062Wong\/Getty Images)<\/figcaption><\/figure>\n<\/div>\n<p>In\u2063 the normal order of Washington, a few Republican defectors for a defense appropriations bill wouldn&#8217;t be much of a concern: these bills usually \u2062pass in broadly bipartisan votes, with\u2062 only a handful of dissenters.<\/p>\n<p>However this year, Democrats have voted\u2062 unilaterally against Republicans&#8217; defense appropriations bill.<\/p>\n<p>House Minority Leader Hakeem Jeffries \u200b(D-N.Y.) explained Democrats&#8217; opposition to the bill to The \u2062Epoch Times, citing the inclusion of culture war issues, and steep cuts to non-defense spending.<\/p>\n<p>&#8220;The defense appropriations bill is a non-starter for\u200d a variety of reasons,&#8221; Mr. Jeffries said. &#8220;I\u2064 focus primarily on the fact that the legislation is not designed \u200bto ensure that our military is in a state \u200bof readiness. The Republicans are using the defense appropriations \u200cbill to jam their extreme right-wing ideology down \u2062the throats of military women, men and families.&#8221;<\/p>\n<p>Meanwhile, Republicans have been critical of\u2062 Democrats for what they see as jamming \u2063extreme left-wing ideology down the throats of military service \u200cmembers.<\/p>\n<p>Mr. Jeffries&#8217; response came despite there\u2062 being a loophole in the House National Defense Appropriations bill that prohibits \u200dfunding for a Pentagon office dealing with\u2063 Diversity, Equity \u2062and \u2063Inclusion (DEI). It will not stop military personnel from implementing \u200band teaching DEI,\u2063 as proposed by a GOP amendment \u200dthat sought to prohibit funding from going\u2063 toward the latter which\u200c failed months ago.<\/p>\n<p>Thus, Mr. McCarthy has few votes to spare in order to pass the defense bill.<\/p>\n<p>In \u200cview\u2064 of this, he\u2063 initially planned to \u2064remove Ukraine funding to the tune of $300 million from the bill, \u200dbut on Sept. 23 reversed that decision, citing \u200cprocedural difficulties.<\/p>\n<div class=\"my-5\">This decision means that leadership&#8217;s struggle to pass\u200b the\u2064 bill is set to continue into the coming legislative days.  <\/p>\n<h2>Threats to McCarthy&#8217;s Speakership<\/h2>\n<p>  \u2064 \u200dUndergirding the spending debate is the omnipresent \u2062threat that one of Mr. McCarthy&#8217;s rivals could put forward a motion to vacate \u200dthe\u200d speaker&#8217;s seat.<\/p><\/div>\n<p>At the beginning of the 118th Congress, after more than a dozen rounds of voting for House speaker, Mr. \u2064McCarthy \u2063took the gavel.<\/p>\n<p>However, this\u2062 position came at a cost to the \u200cCalifornia Republican: in order to win enough support from the right-wing of his caucus to take the speakership, Mr. \u2064McCarthy was forced to substantially weaken his own power.<\/p>\n<div class=\"post-figure\">\n<figure style=\"width:600px\" class=\"alignnone\"><figcaption>U.S. House Speaker Kevin McCarthy (R-Calif.) speaks with reporters on Capitol Hill\u200c in Washington on Sept. 19, 2023. (Madalina\u2063 Vasiliu\/The Epoch Times)<\/figcaption><\/figure>\n<\/div>\n<p>As part of that deal, Mr. McCarthy allowed a \u200drule change whereby a single member of the House could bring a motion to vacate the speaker&#8217;s seat, which would \u200bprompt a full vote \u2064of the House to determine whether \u200dhe keeps the gavel. Previously, five members were needed to bring such a motion.<\/p>\n<p>Now, that deal means Mr. McCarthy must \u2062tread lightly\u200b with the right flank \u200cof his \u2063conference, who could \u200dhave him removed from power if he fails to satisfy\u2062 their core\u2063 demands.<\/p>\n<p>Mr. Gaetz, the most vocal Republican critic \u2064of Mr. McCarthy in the House, has indeed threatened on various occasions\u200c to bring such a\u2064 motion if Mr. McCarthy did not &#8220;return to compliance&#8221; with the deal made\u2064 at the beginning \u2063of the 118th Congress.<\/p>\n<p>If not for \u200cthe deal, \u200dMr. McCarthy would be positioned to potentially look across the aisle to make a deal to fund\u2062 the government. Reps. Jim McGovern (D-Mass.) and Steve Cohen (D-Tenn.) told The Epoch \u2062Times \u200bthat Mr. McCarthy \u2062should do just \u200cthat,\u200b but said\u200d that he would not due to the threat of a motion to vacate.<\/p>\n<p>In light of the rule change,\u200d such\u200c a deal with Democrats would almost certainly end in a political fiasco\u200b for the speaker, meaning that he\u2063 finds \u200chimself forced to work solely within his party.<\/p>\n<div class=\"my-5\">Adding to the challenge,\u2063 Mr. McCarthy can only \u2064lose three Republican votes on any measure for the measure \u2063to pass. \u2064  <\/p>\n<h2>Challenges From the Senate<\/h2>\n<p>  Even if\u200c Mr. McCarthy can find a deal that will satisfy both the moderates and the HFC, he&#8217;ll then face the challenge of a hostile Senate.<\/p><\/div>\n<p>Any spending bill\u200d that passes the House would\u200b then need to win the \u200csupport of the Senate, where\u200d Democrats hold a one-vote majority.<\/p>\n<p>Democrats in the Senate say that the fault for any prospective shutdown will lie with Mr. McCarthy.<\/p>\n<p>Asked whether the government will shut down, Sen. Gary Peters (D-Mich.) said, &#8220;That&#8217;s up to McCarthy.&#8221;<\/p>\n<p>When Sen.\u2062 Peter Welch \u2064(D-Vt.) was asked whether Republicans would be to \u200cblame for a shutdown, Mr. Welch said, &#8220;They&#8217;re the only ones who \u2062have a significant element \u2062in their caucus advocating for it.&#8221;<\/p>\n<p>Sen. Richard Blumenthal (D-Conn.) agreed, saying it&#8217;s &#8220;pretty obvious&#8221; who would be to blame for a shutdown.<\/p>\n<p>&#8220;I think the blame should go &#8230; where it\u2063 obviously belongs,&#8221;\u200c Mr. Blumenthal said. &#8220;And that \u200dwould be the\u200d House and the \u2062House GOP right now is seemingly totally dysfunctional.&#8221;<\/p>\n<p>Republicans, meanwhile, say \u2063that a shutdown will be the fault \u200cof Senate Majority Leader Chuck Schumer (D-N.Y.) and\u200c President Biden if they fail to\u2063 meaningfully negotiate with the House on cost-cutting measures.<\/p>\n<p>Sen. Ted Cruz (R-Texas) said a shutdown would be\u200c &#8220;really, really\u200b beneficial&#8221; for President Biden and Mr. Schumer.<\/p>\n<div class=\"post-figure\">\n<figure style=\"width:600px\" class=\"alignnone\"><figcaption>Sen. Ted Cruz (R-Texas) asks questions \u2062at a Senate \u2063hearing on \u2062Sept. 13, 2023.\u2064 (Senate Judiciary Committee\/Screenshot via NTD)<\/figcaption><\/figure>\n<\/div>\n<p>&#8220;The media will happily play the Republicans and \u200bthey think \u2063they&#8217;ll get \u200ba political benefit from\u2062 it,&#8221; Mr. Cruz said,\u2062 suggesting they had\u200d failed to make enough of an effort to \u2064avert such a shutdown. &#8220;So it is\u200b extremely likely that \u2063we see a Biden and Schumer forced shutdown.&#8221;<\/p>\n<p>Sen. Josh Hawley (R-Mo.) said, &#8220;My \u2064view\u2062 is this, that there is\u2063 no reason for a shutdown.&#8221;<\/p>\n<p>Asked whether he agreed with Mr. \u2062Cruz&#8217;s assessment, Mr Hawley said, &#8220;My guess is [Biden and Schumer are] secretly cheering\u2014or \u200cnot so secretly cheering\u2014for it.&#8221;<\/p>\n<p>As lawmakers return to Capitol Hill this week, \u200dthey face the near certainty\u200d of a shutdown with no clear path out of the stalemate.  <\/p>\n<h2>They can support advancing any of them. This\u200d has caused delays in the budget process\u200c and frustration among other lawmakers.<\/p>\n<\/h2>\n<p><span>  S, &#8220;We are much closer to an agreement than we were a week\u200d ago.&#8221;<\/p>\n<p>However, the optimism was short-lived as disagreements quickly resurfaced.<\/p>\n<p>One major sticking point has\u2063 been funding for\u200c Ukraine. Some HFC members have expressed skepticism about providing aid to Ukraine, particularly in light of\u2064 recent events involving Russia. They argue that\u200c the \u200bU.S. should prioritize domestic issues rather than sending money\u200c overseas.<\/p>\n<p>Another issue is the process for bringing appropriations bills to the\u200d floor.
