Speaking with NTD News&#8217; &#8220;Capitol \u2063Report&#8221; on Thursday, Rep. Bob Good (R-Va.) said his fellow Republicans were closing in on a discretionary spending number that could win enough votes to pass\u200b in\u2062 the House\u2063 after a &#8220;healthy, constructive,\u2062 intense, exhaustive conference meeting.&#8221;<\/p>\n<p>According to Mr. Good, \u200bwho is a member of the House \u200cFreedom Caucus, House \u2064Republicans are zeroing in on a discretionary spending target of $1.526 trillion this year.<\/p>\n<div class=\"my-5\">\n<h2>Funding Border Security, Countering Biden Agenda<\/h2>\n<p>In \u200baddition to cutting discretionary \u2063spending, House Republicans have been\u200c debating a range of additional conservative policy\u2062 riders to \u200battach\u2062 to\u2064 this year&#8217;s budget.<\/p>\n<\/div>\n<p>The House version of the 2024 National Defense Authorization Act (NDAA), for example,\u200b included provisions \u2064to bar the\u200c military from\u2064 spending on abortion-related travel and on transgender surgeries. The\u2062 ongoing budget discussions among House Republicans have focused on\u200c tacking conservative objectives onto other areas of the national budget.<\/p>\n<p>Mr. Good said \u200chis\u200c Republican House\u200d colleagues are &#8220;implementing good Republican policy and, bill by \u200bbill, they are eliminating the <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/freedom-caucus-republicans-signal-optimism-on-budget-deal-but-challenges-still-ahead\/\" title=\"Freedom Caucus Republicans remain cautiously optimistic about the budget deal, despite acknowledging the challenges that lie ahead.\">climate-environmental energy extremism<\/a> that&#8217;s permeated every policy to\u200c the Biden-Pelosi-Schumer regime perpetrated on the American people for the last two years.&#8221;<\/p>\n<p>The\u200d Virginia lawmaker\u200d said his fellow Republicans have also added provisions &#8220;eliminating a lot of diversity, equity, inclusion, [critical race theory], LGBTQ transgender funding, transgender surgery funding, abortion funding, those sorts of things.&#8221;<\/p>\n<p>If lawmakers can&#8217;t reach a \u2062full agreement on the 2024 budget, they may go for a <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/senate-considers-moving-spending-bills-forward-setting-up-fight-with-house-gop\/\" title=\"Senate mulls advancing spending bills, sparking clash with House GOP.\">short-term \u2063continuing resolution<\/a> (CR) that funds\u200d the government for a shorter period of time while Congress\u200b can resolve any \u200cdisagreements over the budget for the rest of the year.<\/p>\n<p>House Freedom Caucus members have signaled opposition to a so-called &#8220;clean CR,&#8221; preferring\u200d a CR that forces through additional conservative policy preferences.<\/p>\n<p>Mr. Good \u2064said one of \u200bthe items of discussion during a Thursday House Republican Conference meeting was a set of terms for a CR. He said any potential stopgap spending bill could include a provision that would cut \u2063$10 billion in government spending over 30\u2064 days and would force the implementation of provisions of a\u2064 Republican bill called \u2064the &#8220;Secure the Border&#8221; Act.<\/p>\n<div class=\"my-5\">\n<h2>Republicans Disagreement\u2063 Part of &#8216;Healthy Debate&#8217;: \u200dFreedom Caucus Member<\/h2>\n<p>The House\u2063 Republicans have faced growing criticism over intraparty debates that have delayed the passage of this year&#8217;s budget bills. On Thursday, for example, White House Press Secretary Karine Jean Pierre said &#8220;extreme House Republicans showed yet again that\u200d their \u200dchaos is marching us toward a reckless \u2064and damaging government shutdown.&#8221;<\/p>\n<\/div>\n<p>&#8220;Extreme House\u200c Republicans can\u2019t even get an agreement among themselves to keep the government\u2064 running or to fund the \u2063military,&#8221; \u200cMs. Jean Pierre added. &#8220;They keep demanding more \u2064extreme policies as a condition to do their job and keep the government open.&#8221;<\/p>\n<p>Mr. \u200bNorman, in defense\u200b of his House Republican colleagues, said that the House Republican conference is \u200b&#8221;having a healthy debate&#8221; about the budget.<\/p>\n<p>&#8220;We have honest disagreements,&#8221;\u2062 Mr. Norman added. &#8220;But the good news is spending is now top and center. Along with immigration, \u2063we \u2062were insistent on getting our spending under control.&#8221;<\/p>\n<div class=\"my-5\">\n<h2>House GOP Still Faces Messaging Challenge: Former Member<\/h2>\n<p>While the House \u200bRepublicans may yet find an agreement on the 2024 budget, they will still need to defend those policy demands against\u2064 a Democrat-controlled\u200b Senate \u200cand White House with very different priorities.\u200d House Republicans will also have to defend against criticism\u200d that they took too long to bring their budget\u200d proposals \u200ctogether.<\/p>\n<\/div>\n<p>Doug Collins, a former Republican representative from Georgia, said \u200chis former Republican colleagues\u2063 can expect little outside\u200d help arguing their case if the budget battle comes down to a \u2062potential shutdown.<\/p>\n<p>Mr. Collins recalled the 2013 government shutdown, \u200cin which a\u200b Republican-controlled House challenged the implementation of the Affordable Care Act, commonly referred to as Obamacare.<\/p>\n<p>&#8220;Even with an issue such as Obamacare, it\u200b was very\u200d difficult to win public opinion over because the media, mass media and others, kick in and say, &#8216;Oh, you can&#8217;t stop, you can&#8217;t shut down the government,'&#8221; Mr. Collins told &#8220;Capitol Report&#8221;\u2064 on Thursday.<\/p>\n<p>While\u200c he insisted only about 15 percent of the government&#8217;s activities actually do cease\u200b during a government shutdown, and &#8220;everybody gets paid&#8221; back after\u200b the shutdown ends, the prospect of \u2063a failure to pass a budget on \u200dtime is always met with emotionally charged rhetoric.<\/p>\n<p>&#8220;Everybody clouds with the\u200b emotional\u2063 instead \u200bof the reality that we&#8217;ve got a country that is \u200bdrowning in debt right now and we&#8217;re not doing anything about \u2064it,&#8221; Mr.\u2063 Collins said.<\/p>\n<p>In\u2062 this current budget debate, the Biden White \u2064House\u2062 has claimed delays caused by House Republicans risk \u200bstopping programs designed to combat the flow\u2062 of fentanyl into\u200b the country.<\/p>\n<div class=\"my-5\">\n<h2>House Republicans Have a Stark Choice\u2062 to Make<\/h2>\n<p>&#8220;House Republicans have \u2063a stark choice to make: will they honor\u200d their word, meet their responsibility to avoid a shutdown, and \u200cact on life and death priorities like fighting the fentanyl crisis?&#8221;\u2062 White House deputy press secretary \u200bAndrew Bates said in a Sept. 5 statement.<\/p>\n<\/div>\n<p>Mr. Collins pushed \u2062back on the White House&#8217;s comments about the fentanyl crisis, calling \u200bthem &#8220;hypocritical.&#8221;<\/p>\n<p>&#8220;Joe Biden has done enough to exacerbate the Fentanyl crisis himself by not closing our border,&#8221;
