However, their efforts have\u2064 been largely unsuccessful.<\/p>\n<p>The\u2064 House Republican Conference is deeply divided,\u2062 with\u2062 strong opposition to a continuing resolution. At least nine members \u200dhave stated that they will \u200cnot \u2062vote for it, increasing the likelihood of a government shutdown.<\/p>\n<blockquote>\n<h3>\u201cThat\u2019s not right.\u201d<\/h3>\n<p>\u201cI don&#8217;t understand the few \u2063people here who want to hold it out. Why do the border agents \u200chave to hurt? Why do the Coast Guard have to hurt? Why do they have \u200dto not be paid because somebody wants to throw some fit here,\u201d McCarthy said.<\/p>\n<\/blockquote>\n<p>House leadership has <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/poll-joe-bidens-job-approval-underwater-in-45-states\/\" title=\"Poll: Joe Biden's Job Approval Underwater in 45 States\">faced numerous challenges<\/a> this year, with some members\u200c causing problems \u2064due to their &#8220;perverted intentions,&#8221; according to Rep. Garret Graves (R-LA), \u2063a \u200ctop lieutenant of McCarthy.<\/p>\n<p>Despite including conservative policies in the \u2063continuing resolution,\u200b such as <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/house-republicans-accuse-biden-of-playing-political-game-over-border-crisis\/\" title=\"House Republicans Accuse Biden of Playing \u2018Political Game\u2019 Over Border Crisis\">border security measures<\/a> and a spending \u200dlevel of $1.471 trillion, \u200dopposition within\u200c the party remains.<\/p>\n<p>Time is running out for Congress\u2064 to\u200d take action, as the government is set to run out of money on Oct. 1. While conservative Republicans continue to prioritize their own agenda, they\u2062 must also find a way to \u200dwork with the Democratic Senate to pass a bill that can be signed into law.<\/p>\n<blockquote>\n<h3>\u201cThat was\u2064 always going to be the case.\u201d<\/h3>\n<p>\u201cWe were always going to have a fight\u200d about federal government funding,\u201d said Rep. Patrick McHenry (R-NC). \u201cBefore the speaker vote, I \u200ccould have told you this was the breakpoint.\u201d<\/p>\n<\/blockquote>\n<p>Some members, like Rep. Bob Good (R-VA), believe that\u2063 a government \u200cshutdown is preferable to a continuing\u2064 resolution that doesn&#8217;t \u200dalign with conservative priorities. However, others, like Rep. Tim Burchett (R-TN), \u200c<a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/as-shutdown-looms-house-gop-leadership-struggling-to-tamp-down-conservative-opposition-to-a-continuing-resolution\/\" title=\"House GOP leadership faces challenges in quelling conservative opposition to a continuing resolution as shutdown nears.\">oppose continuing resolutions altogether<\/a> and advocate for passing all 12 appropriations bills.<\/p>\n<p>While this belief is \u2064shared by many,\u200d it is \u2063simply not feasible to pass all 12 \u2063spending bills before\u200c the Oct. \u20641 deadline. \u200cTherefore, the\u2063 options\u200c are limited to either a \u2064shutdown or a continuing \u200dresolution.<\/p>\n<blockquote>\n<h3>\u201cAbsolutely hallucinating\u201d<\/h3>\n<p>\u201cAnyone who says that we&#8217;re going to finish all 12 \u2064appropriations bills between now and next Saturday is absolutely hallucinating,\u201d Graves told reporters.<\/p>\n<\/blockquote>\n<p>In an attempt to win over holdouts, House leadership has \u2064included four appropriations\u200c bills in a rules package to be voted on. Two of these bills significantly cut \u2063spending, offering hope that they may sway some\u200d opponents.<\/p>\n<p>However, this could have been done earlier\u200d if not for hard-line\u2063 conservatives blocking or threatening to block spending\u2064 bills in the past.\u2064 For instance, \u2062some holdouts prevented the House from voting\u200c on the <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/as-shutdown-looms-house-gop-leadership-struggling-to-tamp-down-conservative-opposition\/\" title=\"House GOP leadership faces challenges in quelling conservative opposition as shutdown approaches.\">defense \u200cappropriations bill multiple times<\/a> and threatened to block\u2062 the agriculture appropriation\u2062 bill \u2064in July.<\/p>\n<blockquote>\n<h3>\u201cThe arsonists are out \u200cthere\u201d<\/h3>\n<p>\u201cWe&#8217;re in a situation right now where the arsonists are\u2063 out there, number one whining that their house is on fire; number two are going to \u2062want credit that they put the fire out; and then\u2064 number three are going to set up a GoFundMe site to get \u200cpaid for it,\u201d Graves said about those blocking bills.<\/p>\n<\/blockquote>\n<p>If \u2062a shutdown occurs or a clean continuing resolution is not passed, McCarthy and Graves are clear that it will be due to a few members choosing the &#8220;liberal \u200boption&#8221; by blocking spending bills and opposing a conservative continuing resolution.<\/p>\n<blockquote>\n<h3>\u201cAbsolutely manipulated or distorted\u201d<\/h3>\n<p>\u201cI think that if\u200b we get into a shutdown, it&#8217;s because there was a \u2062failure in strategy that was absolutely manipulated or distorted\u2062 by disingenuous behavior, intentions, and probably ignorance,\u201d Graves said of\u200c the holdouts.<\/p>\n<\/blockquote>\n<p><strong><a href=\"https:\/\/www.washingtonexaminer.com\/\">CLICK HERE TO READ MORE FROM THE WASHINGTON EXAMINER<\/a><\/strong><\/p>\n<p> <\/p>\n<h2> How \u200bhas the reliance on continuing resolutions affected Congress&#8217; ability to negotiate the\u200b budget before the deadline?<\/h2>\n<p><span>  Individually before the deadline.
