Tom Cole (R-Okla.) said, altering the 13-member panel led by nine Republicans that they\u2019d be later notified when their Saturday hearing will convene.<\/p>\n<h2>Rare\u2062 Rule Vote Failure<\/h2>\n<p>Much of the hearing focused on the House\u2019s\u2062 proposed $1.5 trillion \u200b <a href=\"https:\/\/rules.house.gov\/bill\/118\/hr-4368\" target=\"_blank\" rel=\"noopener\">Farm \u200bBill<\/a>, $91.5 billion <a href=\"https:\/\/rules.house.gov\/bill\/118\/hr-4367\" target=\"_blank\" rel=\"noopener\">Homeland Security<\/a> budget, and $52.5 billion <a href=\"https:\/\/rules.house.gov\/bill\/118\/hr-4665\" target=\"_blank\" rel=\"noopener\">State Department<\/a> spending plan.<\/p>\n<\/div>\n<div class=\"my-5\">\n<p>The $886.3 \u2062billion <a href=\"https:\/\/rules.house.gov\/bill\/118\/hr-4365\" target=\"_blank\" rel=\"noopener\">National Defense Authorization Act<\/a> (NDAA), or <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/chinese-media-predicts-beijing-will-boost-2022-defense-budget-by-7\/\" title=\"Chinese Media Predicts Beijing Will Boost 2022 Defense Budget by 7%\">annual defense budget<\/a>, was also on the agenda, although discussion about the must-pass appropriations bill was not related to\u200b its content but to process House conservatives want implemented to review spending bills.<\/p>\n<\/div>\n<p>The NDAA had been \u200dset for a Sept. 20 \u200bfloor vote but \u200dwas kicked\u200b back to \u2064the House Rules committee\u2064 when a vote to deliberate the spending measure under \u201csuspended rule\u201d failed.<\/p>\n<p>The House has two ways to pass legislation, \u2064including appropriations bills: Putting bills directly \u2064onto the floor for an up-or-down vote or vetting it first in the \u200cHouse \u2064Rules\u2063 Committee.<\/p>\n<p>Bills put directly onto the floor are passed \u201cunder\u2064 suspension of\u200d the\u200d rule\u201d and require a two-thirds majority\u2014291 of 435 votes\u2014to pass. Bills that go through the Rules Committee can be adopted with a simple majority\u200d vote.<\/p>\n<p>Because it is easier to pass bills with 218 votes \u200cthan 291,\u200b especially when they \u200bare controversial and the\u2063 majority party has a narrow \u200badvantage, running\u2062 them first through the House Rules Committee is how conservatives want the bills placed on the floor under\u2064 the procedural rule.<\/p>\n<p>After the Rules Committee debates and passes \u201cthe rule,\u201d bills adopted \u201cunder the rule\u201d advance to the House floor, where all 12 measures are individually debated and\u2064 voted on with only a simple majority necessary for adoption.<\/p>\n<p>On Sept. 20, five Republicans joined Democrats in\u2062 voting against the rule, blocking the\u2064 floor introduction \u200dof the NDAA, sustaining objections to the level of discretionary spending in the \u200doverall budget. They are \u200bdemanding a \u2064further $1.471 trillion in cuts.<\/p>\n<p>It marked\u2064 the third time the House shot down deliberating a proposed bill under \u201csuspended rule\u201d since Mr. McCarthy became Speaker in January.<\/p>\n<p>Since 1995, the House has failed to pass a rule eight \u2062times, all \u200dunder GOP leaders. Speaker Rep. Newt Gingrich (R-Ga.) lost six rule votes during his four-year tenure. \u200cRepublican Speakers John Boehner and Paul Ryan, and\u2063 Democrat Speaker Nancy Pelosi, never lost a rule vote during their tenures.<\/p>\n<div class=\"post-figure\" style=\"margin-left:0;margin-right:0;max-width:1200px\">\n<figure style=\"width:1200px;margin-left:auto;margin-right:auto\" class=\"alignnone\"><figcaption>Rep. Matt Gaetz \u200c(R-Fla.) appeared before the panel: \u201cprincipally to\u200c testify in favor of this rule. I think \u200dit is a good thing for the House of Representatives and a good thing for the country to consider these appropriations measures\u2062 separately and to do so with robust amendments.\u201d<\/p>\n<p>Mr. Gaetz said in January, the rule was a chief contention in the deal that allowed Mr. McCarthy to serve as speaker.<\/p>\n<p>\u201cIt was \u200da major issue whether or not the House of\u200d Representatives would\u200b continue to \u200cgovern by\u200d omnibus and continuing resolution and there were several of us who demanded from Speaker McCarthy concessions that we \u2064would not \u200cdo that anymore,\u201d he said. \u201cWe would\u200d not take one up-or-down vote on all these disparate agencies of government to fund them or not fund them.\u201d<\/p>\n<p>Democrats\u2062 make \u201cvery valid points\u201d in criticizing Republicans for the contentiously slow pace of\u200b budget negotiations, Mr. Gaetz said.<\/p>\n<p>\u201cWe own that failure.\u2062 And now we \u200dhave to break the fever. We have to kick the habit \u200bof governing by omnibus \u2062and continuing resolution,\u201d he \u2063said. \u201cThis government is about to <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/house-panel-set-to-advance-2024-budget-bills-to-floor\/\" title=\"House panel to move 2024 budget bills to floor.\">run \u200d trillion annual deficits<\/a>. We are $33 trillion \u200cin debt. Both \u200bparties have contributed to that substantially\u2064 and I believe the reason that, regardless of which party is\u2063 controlling \u2064the place, we seem \u200bto always gravitate to these omnibus bills and continuing \u2064resolutions is because we don&#8217;t have the \u200bcourage to actually cut\u2062 spending.\u201d<\/p>\n<\/div>\n<p>With little progress made on the budget, Mr. McCarthy sent Republicans home the night before to return next week.<\/p>\n<p>Mr. Gaetz joined Democrats and other Republicans in questioning Mr. McCarthy\u2019s decision \u200cwith \u2062time running out to adopt a budget before \u2063the new fiscal year.<\/p>\n<p>\u201cIt\u2019s\u2063 a bad sign that Speaker McCarthy at 3 o&#8217;clock on a Thursday functionally sent people home,\u201d he said, thanking the Rules Committee for staying in Washington and doing \u2064what it can to get appropriations measures onto the floor.<\/p>\n<p>\u201cI am heartened that you are\u200c here. I am heartened that my colleagues from across the Republican conference are here to work through these measures,\u201d Mr. Gaetz said. \u201cI believe the rule that you are about to\u200d vote on,\u2063 and hopefully pass, provides \u2063us the greatest platform \u200bto do deliberative governing and to reduce spending \u2062in a way that is consistent with our values and the \u2064reality of divided government that we currently live in.\u201d<\/p>\n<p> <\/p>\n<h2> What is House resolution 634,\u200c as amended, and how does it relate \u200cto putting conservatives on the House\u2063 floor?<\/h2>\n<p><span>  E conservatives would get put on to\u200b \u2062the House floor. \u200bThe\u200b rule is House resolution 634, as amended.\u200d \u201d<\/p>\n<\/div>\n<div class=\"my-5\">\n<h2>Continuing Resolution<\/h2>\n<p>A CR\u2063 can be used to temporarily fund the government when a formal budget has not been passed\u200c by the deadline. \u200bIt is a <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/manchin-pushes-further-cuts-transparency-to-build-back-better-bill-citing-inflation-cbo-score\/\" title=\"Manchin Pushes Further Cuts, Transparency To \u2018Build Back Better\u2019 Bill, Citing Inflation, CBO Score\">short-term measure<\/a> that allows for \u200cthe\u200d continuation of government operations while budget negotiations continue. However, a CR is not a <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/biden-admin-to-allow-hundreds-of-thousands-of-illegal-immigrants-to-stay-and-work-in-u-s\/\" title=\"Biden Admin permits 'hundreds of thousands' of undocumented immigrants to remain and work in the U.S.\">long-term \u200bsolution<\/a>\u200d and can lead to \u2062uncertainty\u2064 and inefficiencies\u200c in government funding. It is in\u2064 the best interest of the House and Senate to reach a \u200dconsensus on \u2062the budget and pass all\u2063 necessary appropriations \u200dbills in a \u200dtimely manner to avoid \u200dthe need for\u2063 a CR.<\/p>\n<\/div>\n<p>As the House Rules Committee\u200c convenes to approve the \u2062four appropriations bills, the \u200bprocess of passing the federal budget \u2063for\u2063 the next fiscal year is in full \u200cswing. \u2062With the deadline of October 1 rapidly\u200b approaching, there is a sense of urgency to finalize the budget\u2063 and avoid any potential government shutdown.<\/p>\n<p>The House Rules Committee,\u200b led by \u200dchair Rep. Tom \u200bCole, has reached a consensus on how the spending\u2064 measures will\u200b be\u200c debated next week. This marks a <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/democrat-controlled-house-passes-1-9-trillion-stimulus-bill-two-dems-vote-against-it\/\" title=\"Democrat-Controlled House Passes .9 Trillion Stimulus Bill; Two Dems Vote Against It\">significant step forward<\/a> in\u200d the budget process, as it sets \u200cthe stage for\u200d the Republican-led House to pass the\u200d remaining appropriations bills and negotiate with\u2063 the Democrat-majority Senate to arrive\u2062 at a final \u2063spending plan.<\/p>\n<p>Failure to \u2063adopt the budget by September 30 would \u2063have severe consequences, as much of the federal government would essentially be defunded and forced to shut down.
