(Pedro Pardo\/AFP\u2063 via Getty Images)<\/figcaption><\/figure>\n<\/div>\n<p>\u201cAlthough I\u200d can&#8217;t talk about any investigations specifically, I promise you this: every \u2062time we \u2062find credible evidence that \u200bany company has gone around our export controls, we do \u2062investigate,\u201d Ms. Raimondo said.<\/p>\n<p>Tech Insights, \u2064a semiconductor-focused research firm that did a teardown analysis \u2064of \u2062the flagship Huawei phone, also found two components \u200dfrom SK Hynix, the \u200cworld\u2019s second-largest memory chip producer \u2062based in South Korea, prompting SK Hynix to open an investigation.<\/p>\n<p>Being put \u200bon a\u2064 U.S. \u200dtrade blacklist in 2019, a curb that got \u2062expanded\u2063 the following year, has bruised the business\u200b prospects of the Chinese tech\u2064 giant, which \u2063in 2020 briefly surpassed Samsung as the world\u2019s largest smartphone player. Amid sanctions and pandemic challenges, Huawei \u200bin March \u200creported a\u2062 nearly 70 percent decline\u2063 in profit in \u200d2022.<\/p>\n<p>Ms. Raimondo\u2019s remarks \u200con Huawei chips met with \u200can angry response from Beijing.<\/p>\n<p>Mao \u2064Ning, the Chinese foreign\u200c ministry spokesperson, on Sept. 20 characterized the U.S. tech curbs as an \u201cabuse of the concept of national security to hobble Chinese companies\u201d and said it will steer\u200d China toward more self-reliance.<\/p>\n<p>Ms. \u2062Raimondo \u200bgave her \u2062testimony at a House hearing to review the\u2063 implementation of the CHIPS\u2062 and Science Act a\u200b year after its passage. (PSTR\/AFP via Getty Images)<\/figcaption><\/figure>\n<\/div>\n<p>Ramping up\u2062 domestic\u200d chip manufacturing is key to keeping\u200b the United States\u2019 leading spot in the \u2064technological\u200c race, \u2062Ms.\u2062 Raimondo said.<\/p>\n<p>\u201cI know that \u2062we are vulnerable; we buy all \u2063of those chips \u2064you&#8217;re talking about,\u200d the AI\u2062 chips, the \u200cleading edge chips, all of that. None \u200dof them are made in America right now,\u201d she said at one \u200dpoint,\u200b adding that she aims to \u201cbring that manufacturing home &#8230; as \u200dfast as we can.\u201d<\/p>\n<div class=\"my-5\">\n<p>\u201cThere&#8217;s no shortcut around that because we need them\u200c at scale. AI consumes massive\u200c numbers \u200cof\u2062 chips,\u201d she said.<\/p>\n<h2>&#8216;Out-Innovate&#8217; China<\/h2>\n<p>Compared to China, U.S. \u200cinvestment in the \u2063field is\u200c \u201cmuch lower,\u201d Ms. \u200bRaimondo said, pointing to reports\u200d of Beijing setting as much as $145 billion state subsidy for the semiconductor industry last year, with another package of\u200b around\u2062 $40 billion to come.<\/p>\n<\/div>\n<p>\u201cWe&#8217;re not a state-run economy, nor do we want to\u200d be one,\u201d she said. \u201cWe&#8217;re not going \u2064to\u2063 go toe-to-toe with them for public money; we&#8217;re going to out-innovate them and draw in private \u2062sector capital.\u201d<\/p>\n<div class=\"my-5\">\n<p>While in China, Ms. Raimondo has rejected Beijing\u2019s request to\u2062 ease export controls\u200c on technology that has military potential, <a href=\"https:\/\/www.theepochtimes.com\/china\/us-trying-to-choke-chinas-military-by-restricting-superconductor-sales-commerce-secretary-5485706\" target=\"_blank\" rel=\"noopener\">stating<\/a> that \u201cwe don\u2019t \u2062negotiate on matters of national security.\u201d<\/p>\n<\/div>\n<p>\u201cWe&#8217;re going\u2063 to\u2063 continue \u2063to vigorously control U.S technology so they cannot get this technology for their\u2064 military,\u201d she said at the hearing.<\/p>\n<p>On Sept. 22, \u200cthe Commerce Department released the final\u2063 national security guardrails of the CHIPS and Science Act. \u2064The rules classify semiconductors\u2063 as \u2063\u201ccritical to national security\u201d\u200b and \u2063restrict expansion of\u200c advanced chip foundries in \u201cforeign countries of concern\u201d for \u206410 years after\u2063 receiving CHIPS money.<\/p>\n<p>Ms. Raimondo on Tuesday noted that her \u200cdepartment has added over\u2062 700 Chinese entities to\u2062 the sanction \u2062list.<\/p>\n<p>\u201cIncreasingly,\u201d \u200bthe commerce secretary said, \u201cnational\u200c security is about \u2064technology and keeping\u200c our edge over China, staying \u2063ahead of\u2063 them.\u201d<\/p>\n<p>As\u200d long as the regime\u200d continues\u2064 with its\u200d <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/no-evidence-china-can-make-advanced-chips-at-scale-us-says\/\" title=\"US says there is no proof that China can produce advanced chips on a large scale.\">military-civil fusion strategy\u2014leveraging\u2063 civilian innovation<\/a> for defense use, \u201cwe&#8217;re \u2063going to have\u2062 to be tougher\u2063 than ever to control that technology from getting into \u2063the hands\u2062 of their military,\u201d Ms. Raimondo said.<\/p>\n<p>\u201cIt&#8217;s not that we want to hold back their economy \u200dper se, but we \u200cdo want to \u2064hold back their military.\u201d<\/p>\n<\/div>\n<p> <\/p>\n<h2>Majority\u2063 of its \u200dsemiconductor chips, posing a \u200dnational security risk. This statement came\u2062 after \u200cHuawei launched its \u200dMate 60 Pro phone, which featured a domestically-built 7-nanometer chip by China&#8217;s top chipmaker, Semiconductor Manufacturing International Corp.<\/p>\n<p>Raimondo expressed her frustration upon hearing about China&#8217;s technological breakthrough during her recent trip\u2064 to the country.
