And then you \u200cgot all the amendments if\u2063 you don&#8217;t like the bill,\u201d Mr. McCarthy told reporters\u200c on Sept. 21.<\/p>\n<p>\u201cThis is a whole new concept of individuals that just want to burn the whole place down.\u200b It\u2063 doesn&#8217;t work.\u201d<\/p>\n<div class=\"my-5\">\n<h2>McCarthy\u2019s Tough Week<\/h2>\n<p>Mr. McCarthy\u2019s tough stretch began on Sept. 13\u2063 when\u200d he canceled the procedural\u200b vote that would have allowed consideration of the \u2064$886 billion defense\u200d bill amid opposition from hardliners.<\/p>\n<\/div>\n<p>As\u200c the calendar moved closer to the end\u200d of the fiscal year with no appropriations endgame in sight, a coalition of House Republicans \u2064hammered out a \u2064continuing resolution that would \u200bkeep the federal government \u200cfunded through Oct. 31, buying more\u2063 time to complete the funding process.<\/p>\n<p>The\u2063 measure included an 8 percent reduction in discretionary spending and increased border security measures popular with Republicans.<\/p>\n<p>The measure, \u2063proposed by some members of the far-right House Freedom Caucus and the\u2063 pragmatically minded\u2064 Main Street Caucus, was introduced on Sept. 17 with the aim of creating a GOP win while avoiding a shutdown, something most GOP House members are eager to avoid.<\/p>\n<p>A Capitol Hill staffer told The Epoch Times that mainstream Republicans do not want to be blamed for \u2063a potential shutdown, which would force\u200c members\u200d of \u2064the armed services to go without pay, among other things.<\/p>\n<p>\u201cNobody wins in a government shutdown,\u201d Mr. McCarthy \u2062told reporters on Sept. 15.<\/p>\n<p>However, the\u2064 continuing resolution was opposed by hardline Republicans who objected to any\u200b extension of President Joe Biden\u2019s funding priorities and agitated for even deeper spending cuts to be enacted for the full fiscal year. On Sept. 19, Mr. McCarthy canceled a procedural vote on the matter, delaying consideration indefinitely.<\/p>\n<p>The dogged \u2063speaker then rescheduled the procedural vote on the <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/senate-dems-blocking-measure-to-prohibit-imports-made-with-chinese-slave-labor\/\" title=\"Senate Dems Blocking Measure To Prohibit Imports Made With Chinese Slave Labor\">defense appropriations bill<\/a>, \u200bperhaps hoping to generate some \u2063progress\u200c in \u200dpassing regular appropriations bills \u200bbefore the deadline.<\/p>\n<p>That vote failed on Sept. 19, with five Republicans\u200b voting against even allowing debate on\u2063 the bill, \u2062a nearly unheard-of protest\u200b against \u2064their own party\u2019s leadership.<\/p>\n<p>Undeterred, Mr. McCarthy called a closed-door caucus \u2063session on Sept. 20 to attempt a solution. Several members said the meeting produced progress in addressing members\u2019 concerns. Others were less optimistic.<\/p>\n<p>&#8220;We\u200d made a lot of progress on it,&#8221; Rep. Ralph Norman \u2064(R-N.C.) told \u2063The Epoch\u2064 Times. \u200cMr. Norman had voted \u2062against consideration of the defense bill.<\/p>\n<p>&#8220;I agreed \u200cto vote\u2063 for the \u2062rule for DOD [Department of Defense]. I agreed to vote for the rule on [the] \u2064 floor when it comes to \u200dthe final vote,&#8221; \u200dhe said.<\/p>\n<p>However, Rep. \u2063Marjorie \u2063Taylor \u200bGreene (R-Ga.) said the Republican\u200d caucus was far from agreement. \u2064&#8221;We still don&#8217;t \u2063have an agreement on a [continuing resolution]. We still don&#8217;t have the number of votes to get it,&#8221;\u200c she said.<\/p>\n<p>&#8220;We&#8217;re only\u2064 buying 30 days, and we have 11 [more] appropriations\u200d bills. I&#8217;ll fight for\u200b a plan that will work. I haven&#8217;t seen one yet.&#8221;<\/p>\n<div class=\"my-5\">\n<h2>Plan B<\/h2>\n<p>As late as this week, Mr. McCarthy \u200bhas insisted that there \u200dwas\u2062 still plenty of time to either pass\u200d a continuing resolution or\u2062 complete the appropriations process. However,\u2063 he did voice concern about \u200cbeing \u201cjammed by the Senate\u201d if the process dragged\u2063 on\u200d too long.<\/p>\n<\/div>\n<p>That fear\u200b may now be\u200c realized.<\/p>\n<p>The \u2064Senate\u2063 has \u200cbeen working on its own version of \u200cappropriations \u200cbills in a bipartisan fashion. Now, with the House seemingly unable to generate momentum, Senate \u200dleaders have an \u200copportunity to craft a continuing resolution that would likely be even more distasteful to hardline House Republicans.<\/p>\n<p>If that were to happen next week, Mr. McCarthy would have to choose between\u200b calling for a vote\u200d on a bill that many, perhaps most, of his \u200bmembers dislike, and\u2062 being blamed for a government shutdown.<\/p>\n<p>The\u200b speaker \u2063appeared undeterred, if\u2062 somewhat irritated, by the most recent failed vote.<\/p>\n<p>&#8220;I know it&#8217;s \u200ban obstacle,\u2063 but I find it as a\u2062 challenge, and we&#8217;re going \u200bto solve it,&#8221; he told reporters.<\/p>\n<p>Mr. McCarthy \u200dhas consistently pointed\u200b out that \u2062it \u2063takes time for members to come to an agreement\u2062 and that negotiations are part of the process.<\/p>\n<p>Congress has completed all 12 appropriations bills by Sept. 30\u2062 only four times in the \u2063last \u206446 years, the last time in 1997.<\/p>\n<p>In other years, Congress resorted to continuing resolutions to extend the deadline on omnibus spending bills, which lump\u200c all spending\u2062 into a single yes-or-no\u2064 package. In\u2062 2022, Congress used both tactics, passing a\u200d $1.7 trillion spending bill in late\u2063 December, an\u200d event hardline Republicans are determined not \u200cto repeat.<\/p>\n<p>Though business on the\u2062 House floor was suspended, the Rules Committee was scheduled to meet on Sept. 22 to set the terms for debate on appropriations bills for the\u2064 departments of Homeland Security, State, \u200bDefense, and Agriculture.<\/p>\n<p>When Congress resumes regular\u2064 business on Sept. 26, the \u2063House and Senate will have five\u2064 calendar \u2063days to pass \u200ca continuing\u2064 resolution, come\u200c to an agreement on 12 appropriations bills, or allow the government to shut down.<\/p>\n<\/div>\n<p> <\/p>\n<h2> How\u200c does a \u200d&#8221;clean \u200ccontinuing resolution&#8221; differ from other funding \u2063options in terms of avoiding contentious policy debates \u200band giving lawmakers more time to negotiate?<\/h2>\n<p><span>  \u200d However, with the clock ticking and the Sept. 30 deadline\u200c approaching, some Republicans are beginning to consider \u2062a &#8220;Plan B&#8221; in case a funding agreement cannot be reached.<\/p>\n<p>One option being discussed is the use of a stopgap measure called a \u2062&#8221;clean continuing resolution,&#8221; which would provide temporary funding to keep the government running \u200dat\u200b current levels until a <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/simone-biles-endorsements-to-only-grow-following-olympic-withdrawal-report\/\" title=\"Simone Biles Endorsements To Only Grow Following Olympic Withdrawal: Report\u00a0\">long-term deal<\/a> can \u200dbe \u2063reached. This approach\u2063 would avoid contentious debates over policy issues and \u200cgive lawmakers more time \u200cto negotiate a\u2063 final spending\u2064 package.<\/p>\n<p>Another\u200c possibility is the passage of \u200ca series \u200cof mini-bus bills, \u200bwhich would fund specific areas of\u2062 the \u2062government in \u200csmaller, separate packages. This approach has been used in the past to avoid government shutdowns\u2063 and allows\u200c lawmakers to address funding priorities \u2062on a case-by-case basis.<\/p>\n<p>While these alternative options may offer a temporary solution, they do not address the underlying issues causing the current impasse. The divide \u2062between mainstream Republicans and hardline conservatives on spending priorities\u200b and funding for President Biden&#8217;s initiatives remains a significant obstacle.<\/p>\n<p>President \u200cBiden has called \u2064on \u2063Congress to pass a comprehensive spending \u2064package\u200c that includes funding for infrastructure, education, and other key Democratic priorities. However, Republicans have raised concerns about the size and scope of the proposed package,\u2062 as \u2062well as the potential for increased taxes and\u2063 government regulation.<\/p>\n<p>The coming days will be crucial as lawmakers try\u2062 to find\u200c a path forward and\u2063 avoid a government \u2064shutdown.
