The five sided with Democrats\u2062 to oppose a vote to proceed with\u2064 a vote to fund the Pentagon, which they largely support. But before \u2062supporting that vote, the hard-liners\u2064 demand that Speaker\u200c McCarthy commit\u2062 to bringing discretionary spending down\u2064 to pre-pandemic levels of $1.47 trillion without &#8220;gimmicks.&#8221;<\/p>\n<\/blockquote>\n<div class=\"my-5\">\n<p>McCarthy was forced to set aside a\u2063 scheduled vote \u2063for a stopgap, 30-day, measure\u2064 to continue spending, but \u2063with an 8 \u200cpercent cut\u2063 over that period, that would have allowed Capitol Hill another\u200b 30\u200c days \u200cto sort out appropriations\u200b before the \u2063scheduled government shut-down Oct. 1. But now, at the\u200b Eleventh Hour in the \u200cappropriations\u2064 process, the Republican\u2063 leadership has yet to pass\u2014or even debate\u2014any of \u200cthe twelve appropriations bills.\u200d Two attempts this week to bring\u2064 the\u200b Defense appropriations \u200dbill to the House\u2063 floor \u200chave now failed. And on Friday, McCarthy said the GOP must pass a continuing resolution to\u2062 keep funding the government because he can \u2062only \u2064pass \u2063four of the appropriations bills in the House before October 1st.<\/p>\n<div class=\"my-5\">\n<p>The hard-liners \u200chave said, &#8220;No!&#8221;<\/p>\n<h3><strong>Hard-Liners Have No Choice<\/strong><\/h3>\n<p>I\u2063 tend to agree.\u2062 Just as you don&#8217;t give an alcoholic a bottle\u2063 of whiskey on the promise he won&#8217;t drink it, you shouldn&#8217;t give\u2063 a continuing resolution to keep spending \u2062to \u200cthis Congress\u2064 on the promise they \u2062will reform\u200c their spending. It takes a hard reckoning of the type a government \u200bshutdown creates.<\/p>\n<\/div>\n<p>The central issue dividing \u2063the GOP hard-liners from the GOP establishment\u200d and \u200cthe Democrats is simple: the United States spends $7 \u200dtrillion a year, but we only\u200c take in $5 trillion a year in revenue; we have a $2 trillion a \u2062year structural deficit. If we continue doing that in \u200cthe coming year, the interest on the now $33 trillion debt\u2014will hit $1 \u2062trillion a year, breaching a troubling psychological threshold.<\/p>\n<p>Threatening a government shutdown\u2014or even bringing one about\u2014is about the only \u2062leverage the GOP hardliners have to compel \u2063Mr. McCarthy to abide by\u2063 his promise to the floor a vote on each of the 12 \u200dappropriations bills so that they can\u200c become\u200d an opening gambit in budget negotiations with the Democrat Senate\u200d and the White House. Right now, GOP budget hard-liners fear that the speaker and moderate Republicans, particularly those from \u2064New York whose victories in &#8220;swing&#8221; and Democrat districts in 2022 created the House majority, will\u200d move to join Democrats to force a vote on\u2064 an omnibus \u2063spending bill. This would \u200ceffectively hand control of the House to \u2064the Democrats \u2063and Minority\u2064 Leader Hakeem Jeffries (D-N.Y.). It would assuredly \u2064trigger a &#8220;motion \u200bto\u2062 vacate&#8221; from the hard-liners; effectively, a\u200b vote \u2062to remove Speaker McCarthy from his\u2062 position.&#8217;<\/p>\n<div class=\"my-5\">\n<p>An\u2064 omnibus bill, which amounts to an up-or-down bill on \u2063the entire slate of \u200dappropriations bills, is \u200danathema to the budget hawks who want to consider each appropriations measure separately under what\u200c is called &#8220;regular\u200c order,&#8221; the process \u2063by which appropriation bills are\u2063 offered, debated, amended,\u2064 and voted upon. That \u2063puts House members\u2064 on record as\u200c to\u2064 how they voted. An omnibus bill\u2014effectively the House leadership calling all\u2062 the shots\u2014would allow rank-and-file members to\u2063 obfuscate their votes by saying, &#8220;Well, I had to vote for the omnibus to\u200d get funding for (<em>insert the member&#8217;s <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/a-government-shutdown-over-spending-bring-it-on\/\" title=\"Government Shutdown Over Spending? Let's do it!\">local pork barrel project<\/a> here.<\/em>)&#8221;<\/p>\n<h3><strong>How The Shutdown Will Play Out<\/strong><\/h3>\n<p>Establishment \u200bmedia will play up the \u2063looming government \u2064shutdown the same way they fearmonger a low-level \u2064Category One hurricane striking coastal New Jersey\u200c after \u2064Labor Day. They&#8217;ll take cues on their \u200creportage from the \u200cDemocratic National Committee, the House Democratic Conference, and the \u200cWhite House in order to amplify Biden administration fear-mongering as leverage \u200bagainst the GOP budget\u2063 hawks.\u200d It will appear to consumers of the big legacy news organizations that\u200d the shutdown is \u2063a veritable catastrophe with Republicans to blame. (In the\u2063 2013 shutdown,\u200d former President Barack\u200b Obama fear mongered \u200bthe \u2063shutdown \u2062so \u2064aggressively he ordered barriers installed around the World War II Memorial, which is \u2062outdoors.\u2064 Veterans of that \u200cconflict, many in wheelchairs, promptly knocked\u200b down the\u200d barriers and commemorated their fallen \u2063brothers \u2063anyway.\u2063 There&#8217;s a \u200breason \u200bthey&#8217;re called &#8220;The \u2063Greatest \u2063Generation.&#8221;<\/p>\n<\/div>\n<p>The reality is the shutdown will not\u2063 likely\u200c affect average citizens, including Social Security recipients and veterans. Mail will still \u200bbe delivered. Our armed forces will still\u200c stand on guard. America&#8217;s \u2062spy \u200dagencies will operate. But business in \u200dnon-essential agencies will seize up. Your\u2063 passport application or\u200d renewal (including the\u200b one I submitted a few weeks ago),\u200b will\u200b likely be delayed unless you\u200b have urgent travel plans.
