I think we\u2019ve got a plan to move forward going to DOD [appropriations] and\u200d then going \u200bto a number of other \u200cappropriations bills,\u201d McCarthy said.<\/p>\n<p>The House shot down a vote to begin\u2064 debate on\u2064 the annual defense appropriations bill on Tuesday after \u200bfive Republicans \u2064joined all Democrats \u2064in sinking the measure, falling\u200c short of the majority\u200d threshold \u200bneeded to advance the legislation. \u200bHowever, at least two of those holdouts, Reps. Bob Good (R-VA) and Ralph\u200d Norman (R-SC), \u2063confirmed they \u200bwill back \u2062the bill when it returns to the floor on Thursday.<\/p>\n<p>McCarthy \u200calso indicated progress toward a temporary spending agreement to keep the government\u2062 funded ahead\u2063 of the Sept.\u200d 30 deadline, after which federal funding will lapse if a \u2064deal is not passed. Republicans \u2063announced a deal Sunday night that would\u2063 keep the \u200bgovernment funded throughout October\u200b and bring spending to\u2062 $1.59 trillion, the spending \u200blevel set in\u200b the <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/house-gop-leaders-signal-possible-funding-breakthrough-with-conservative-holdouts\/\" title=\"House GOP leaders hint at potential funding breakthrough with conservative holdouts.\">bipartisan \u200ddebt ceiling \u2062deal signed<\/a> \u2062into\u200b law\u2062 in \u2064June.<\/p>\n<p>However, more than a \u2064dozen\u2062 conservatives came out\u2063 against the deal, prompting an emergency meeting with \u200dthe\u2063 House majority whip\u2019s office\u2062 on Wednesday morning to discuss\u2063 a path forward. McCarthy \u200bunveiled a proposal \u200cduring\u200d the meeting, which several members, such as Norman, said had swayed\u2063 their opinion on supporting a continuing resolution.<\/p>\n<p>The deal includes an agreed-upon <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/manchin-confirms-1-5-trillion-is-his-top-line-spending-number-for-reconciliation-package-says-biden-wants-more\/\" title=\"Manchin Confirms .5 Trillion Is His Top-Line Spending Number For Reconciliation Package, Says Biden Wants More\">top-line spending number<\/a> from House leadership of $1.526 trillion for\u2062 the \u2064House\u2019s appropriations bill; the continuing resolution \u200bwould be at the \u200d$1.471 trillion level.<\/p>\n<p>The biggest \u200cpiece is the agreed-upon top-line number from leadership, something that \u2063hard-line \u2063conservatives have been calling for in order to \u200bsupport the \u200bcontinuing resolution or the rule on spending bills.<\/p>\n<p>They had \u200bpreviously blocked \u2062the rule on the \u2064defense appropriations\u2062 bill on Tuesday because McCarthy \u2062had not agreed to a \u2063top-line. But, this would allow them to\u2064 support the rule, and some \u2064of the\u200d holdouts are expressing they now plan to \u200dvote for it.<\/p>\n<p>The continuing resolution would also include H.R. 2,\u2063 the House\u2019s border security\u2064 bill, and a \u2063fiscal commission to look at\u2064 how to reduce the government\u2019s debt.<\/p>\n<p>\u201cThis is a culmination of a lot\u200b of us working\u2063 behind the scenes with members that had concerns with spending \u200dlevels, policy levels,\u201d said Rep. Kevin Hern (R-OK). \u201cAnd so I\u2064 think that, you\u200b know, leadership\u200d brought the people\u2062 together. I \u2063also think that the whip \u2062team\u2062 has done a great job of having these meetings put together.\u201d<\/p>\n<p>While some\u2064 holdouts, such \u2063as\u2063 Norman and Good, came out of the conference meeting in support of the proposed measure,\u200c others \u2064were still against it.<\/p>\n<p>Reps. Tim Burchett (R-TN) and Dan Bishop (R-NC) expressed they were still a &#8220;no&#8221; vote. Burchett \u2064said he does not\u200d think a stopgap measure is a proper way to fund government and wants to\u2062 do individual \u200dappropriations bills.<\/p>\n<p>\u201cWe\u2019re \u200cvery close there,\u201d McCarthy\u200c said \u200cwhen asked if he had enough GOP support to succeed.\u2064 \u201cI \u200bfeel like [we] \u200djust got a little more movement to go there.\u201d<\/p>\n<p>It\u2019s\u2063 unclear\u200c how much support \u2062the new \u2062proposal has among House Republicans or whether it can pass with their slim\u200c four-vote majority. \u200cSome members emerged from the conference meeting angry with the latest proposition, with Rep.
