Calls &#8211; Report<\/h2>\n<p>Oregon\u2019s biggest city still has not recovered from the destructive rioting in the wake of the death of George Floyd in 2020, and the resulting \u201cdefund\u200b the police\u201d has \u2064seriously undermined \u2062the Portland Police Bureau as crime skyrockets and <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/portlands-liberal-hellhole-crime-skyrocketing-along-with-police-response-times-following-defund-the-police-calls-report\/\" title=\"Report: Crime Soaring in Portland Amidst 'Defund the Police' Movement\">dwindling police resources slow response times<\/a>.<\/p>\n<blockquote>\n<p>A <a href=\"https:\/\/manhattan.institute\/article\/portlands-police-staffing-crisis\" target=\"_blank\" rel=\"noopener\">new report<\/a> released Thursday from the Manhattan Institute, titled \u201cPortland\u2019s Police Staffing Crisis: What It\u2063 Is, Why It Is, and How to Fix It,\u201d reveals a police force that \u2064has been\u200c disastrously\u2063 weakened by its political masters, \u200dleaving the safety of the city\u2019s residents in serious jeopardy.<\/p>\n<\/blockquote>\n<p>\u201cPortland, Oregon, is in the middle of\u2064 a public safety crisis,\u201d wrote Charles Fain Lehman,\u2063 a \u200cManhattan Institute fellow \u2062who specializes in policing and public safety. \u201cWhat\u2064 sets Portland apart are \u2062the limits on\u2064 its capacity\u200b to respond to these issues with \u2064the\u200b traditional\u200b tools of the\u200c <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/president-trump-please-pardon-jon-woods-a-victim-of-process-crimes-like-michael-flynn\/\" title=\"President Trump, Please Pardon Jon Woods, a Victim of Process Crimes Like Michael Flynn\">criminal justice system<\/a>\u2063 and, in particular, its capacity\u2062 to use the police.\u201d<\/p>\n<p>The department is\u2064 seeing response times rise \u2064as manpower shrinks. \u2064Response times \u200cto high-priority incidents clock in at more than 20 minutes,\u200d while medium-priority response times have risen \u2064to more than 50 minutes, and non-emergency\u200b calls are well past one-and-a-half hours.<\/p>\n<p>\u201cLike other major cities, Portland, Oregon, has \u2064experienced\u200b a \u2064surge \u200cin crime\u2063 and disorder over the past three years,\u201d Fain Lehman wrote. \u201cUnlike other major\u2063 cities, Portland is uniquely\u2062 ill-equipped to deal with\u2064 this problem,\u2062 because \u200dits police department\u200c is uniquely understaffed.\u201d<\/p>\n<p>With\u2062 the <a href=\"https:\/\/www.westernjournal.com\/portland-rioters-attack-police-building-numerous-arrests-made\/\" target=\"_blank\" rel=\"noopener\">riots<\/a> having cooled, and despite the fact that Portland \u200dis still in the midst of a crime wave \u2014 shootings reached a 26-year high \u200bin\u2062 2020 \u2063and homicide has\u200d climbed in every year since \u2014 the city slashed \u200dits \u200cpolice \u2062budget by $15 million between fiscal years 201-20 and 2020-21, and cut the number\u2063 of officers by 8\u200b percent, Fain Lehman\u200b wrote.<\/p>\n<p>Property crime is\u200b way up, homelessness has increased, and public disorder is rampant in the\u200d form of open drug\u200b use and camping in \u2062the streets, Fain \u2062Lehman wrote.<\/p>\n<p>The <a href=\"https:\/\/www.westernjournal.com\/major-dem-run-citys-police-chief-begging-violence-stop\/\" target=\"_blank\" rel=\"noopener\">crime rate<\/a> \u2064is also disproportionately affecting the city\u2019s black population, which had a murder rate of one per 1,000 residents in 2021, Fain Lehman wrote. And it \u2062should be remembered\u2063 that black residents were the very constituency that the \u201cdefund the police\u201d movement claimed was the \u2062chief beneficiary\u2063 of the move to kneecap the police.<\/p>\n<p>\u201cThe effects of this crime \u2063wave fell disproportionately on \u200dthose whom \u2062protesters claimed\u2063 to help,\u201d Fain Lehman\u200c wrote. \u201cThe\u200c city\u2062 set homicide records in \u2064the past two years and is facing a wave of shootings that has not\u200b yet\u2064 receded.\u201d<\/p>\n<p>Police officers have also fled\u200d the city in huge numbers as more than \u2064115\u2064 officers retired or resigned in the \u2062face\u2064 of the anti-cop \u2062movement seizing city hall. It has been the largest \u2063loss of police officers in the city\u2019s history. And it isn\u2019t getting better as <a href=\"https:\/\/www.westernjournal.com\/portland-cant-find-recruits-revive-gun-violence-dept-dissolved-last-year\/\" target=\"_blank\" rel=\"noopener\">low morale<\/a> and a \u2064newly installed, and\u200d lengthy, hiring and training process is making restaffing extremely difficult.<\/p>\n<p>The report \u2063adds that the PPB was already 120 officers below its authorized\u2063 size the year before the riots and the \u201cdefund the police\u201d \u200dmania spread through\u200d the\u200c city government. Now \u2062it \u200dis far worse.<\/p>\n<p>With only 294 officers left, the PPB \u200dnow has the 48th lowest staffing-to-population ratio among America\u2019s 50 largest\u2062 cities, with just 1.26\u2063 officers \u200dper 1,000 residents, Fain Lehman wrote.<\/p>\n<p>The study suggests that\u200b the city can \u200dmake several policy changes to alleviate the problem. And \u200cwhile some moves have been\u2063 made to <a href=\"https:\/\/www.westernjournal.com\/portland-face-now-looking-refund-police\/\" target=\"_blank\" rel=\"noopener\">reverse<\/a> its \u2063defunding \u200bpolicies, they haven\u2019t been enough.<\/p>\n<p>One is to increase pay so new officers can \u2063actually afford to live in a city\u2064 where rents are 12 percent higher\u2062 than the statewide average, Fain Lehman wrote. (They\u2019re 12 \u2063percent higher than in Oregon\u2019s second-largest\u200d city,\u200d Eugene, he noted.)<\/p>\n<p>Another is to\u2064 reassess the 1,120 hours of\u200b basic\u200c training the city imposes on recruits and to move it more in line\u2064 with the \u200daverage \u2062of 971 hours seen elsewhere.<\/p>\n<p>The\u2063 city \u2062could also \u201ccivilianize\u201d some of the jobs now handled by sworn officers, relieving officers of some of the pressure they are\u200d now under as duties spread\u2064 a depleted force even thinner.<\/p>\n<p>It would also help if left-wing, <a href=\"https:\/\/www.koin.com\/news\/politics\/soros-backed-group-donates-20k-to-candidate-in-washington-county-da-race\/\" target=\"_blank\" rel=\"noopener\">George Soros-backed<\/a> Multnomah County District Attorney Mike Schmidt would stop his <a href=\"https:\/\/www.westernjournal.com\/ap-district-attorney-announces-hundreds-arrested-portland-unrest-will-get-off-scot-free\/\" target=\"_blank\" rel=\"noopener\">soft-on-crime<\/a> campaign and actually started prosecuting the suspects that the PPB \u2064send his way.<\/p>\n<p>Fain Lehman\u200d warned, though, that things \u200bcan only <a href=\"https:\/\/www.westernjournal.com\/ap-people-will-die-anti-police-push-sees-deadly-consequences-portland\/\" target=\"_blank\" rel=\"noopener\">get worse<\/a> unless action is taken.<\/p>\n<p>\u201cWithout intervention, a once-vibrant city could fall victim to\u2063 this vicious cycle, hollowed out by its own \u200binaction,\u201d he concluded. \u201cThe\u2064 time to reverse course \u200dand to arrest the problem is now.\u201d<\/p>\n<p>Portland, with its <a href=\"https:\/\/worldpopulationreview.com\/us-cities\/portland-or-population\" target=\"_blank\" rel=\"noopener\">population<\/a> of\u200c about\u2064 619,000, lags \u2062far behind the rest of America\u2019s big cities in addressing public\u2063 safety issues thanks \u2064to the ill-considered \u201cdefund the police\u201d\u200b mania.
