Of the five \u2064states that wield a veto\u2063 at the United\u200b Nations Security Council \u2014 the United \u200cStates, France, Germany, Russia, and China \u2014 only the United States\u200d will send \u2063its head of state to New York.<\/p>\n<p>\u201cI think\u200c countries\u2063 are in governments and world leaders are realizing that perhaps the U.N. is not the\u200d place to answer the call on tough\u2062 questions,\u201d Heritage Foundation senior research fellow Brett Schaefer told the Washington Examiner.<\/p>\n<h3>Absence of Key World Leaders<\/h3>\n<p>Neither Chinese General Secretary Xi Jinping\u200c nor Russian President Vladimir Putin will attend. The Kremlin chief, of course,\u2064 remains\u2062 preoccupied with an invasion of Ukraine that has earned him an indictment on war \u200ccrimes, charges that prevented him from attending\u200d the BRICS summit in South Africa. \u2063And \u200dXi\u200c has proven averse to foreign \u200dtravel since\u2063 the pandemic, and in recent months, his schedule seems governed by the tandem ambitions to manage internal \u2063problems and offer an alternative to \u2063the \u200dU.S.-led international order.<\/p>\n<p>\u201cThe week is\u200b an opportunity for smaller countries for the world to lay out their\u200d priorities in front of us,\u201d Ambassador Linda Thomas-Greenfield, who leads the U.S.\u200d mission to the U.N., told CNN last\u200c week. \u201cI don\u2019t see the week as being a\u2064 competition between big \u2062powers.<\/p>\n<p>Even\u2063 the leaders of the closest U.S. allies, such as French \u200cPresident Emmanuel Macron and British Prime Minister Rishi Sunak, are making themselves scarce. Macron is hosting British King Charles III\u2064 in Paris. The wartime leader is \u200bmaking\u200b a rare trip abroad to attend \u200bthe general assembly, in\u200b a diplomatic \u200dswing\u200c through \u2062the United States to shore up international (and\u2062 especially conservative Republican) support for continued aid to Ukraine. Zelensky, who \u200bwas \u200celected in 2019 \u200con a\u2064 platform of ending \u200bthe war\u200b and fighting Ukrainian corruption, \u200dcan\u2063 protect international aid from dishonest officials and\u200b use \u200bit to defeat Russia \u2014 without inducing\u2063 Putin to \u200duse nuclear weapons or expand the war.<\/p>\n<p>\u201c[Putin] is waiting for the United States\u200d to become less stable. He thinks that&#8217;s going to happen during\u2062 the \u200cU.S. election,&#8221; Zelensky said. &#8220;He will be looking for instability in Europe and the United\u2064 States of America.\u200b He will use the risk of using nuclear weapons to fuel that [instability].
