This bill proposes a\u200c reduction in discretionary\u200c spending, giving Congress \u200cmore\u200d time to determine \u200bspending \u2064levels for 2024.<\/p>\n<p>The measure, proposed by members of\u200c the far-right House \u200bFreedom Caucus and the pragmatically minded Main Street Caucus, was\u2064 introduced \u2064on\u200b Sept. 17, just two weeks\u2063 before \u2063the end\u2063 of the \u200dfederal\u2063 fiscal year.<\/p>\n<div class=\"my-5\">\n<p>The 165-page bill would continue\u200d all government operations, but with\u200b an 8 percent reduction in\u200c spending for most discretionary \u2064programs, excluding the military and \u200dVeterans Affairs. <\/p>\n<h2 class=\"engaging-heading\">Finding Common Ground<\/h2>\n<p>House Republicans have expressed their opposition to a &#8220;clean&#8221; continuing resolution (CR) that does not \u200dinclude\u2063 spending cuts or extend through \u2064most of\u200c the\u2063 calendar year. Hogan urges Biden, lawmakers to work together on COVID-19 relief legislation\">find common ground<\/a> in the appropriations\u200d process.<\/p>\n<h2 class=\"engaging-heading\">Opposition from Hardliners<\/h2>\n<p>However, some House \u200cRepublicans remain opposed to continuing current spending levels, even if it leads to a government shutdown.<\/p>\n<\/div>\n<p>Representative Eli Crane \u200c(R-Ariz.) expressed his disagreement \u2064shortly after the\u2064 legislation was introduced, simply stating, &#8220;NO.&#8221;<\/p>\n<p>Representative Matt \u200cGaetz (R-Fla.) provided a more detailed objection, criticizing the bill for funding Ukraine and what he perceives as election interference by Jack Smith. He\u200d emphasized the need for improvement and better decision-making.<\/p>\n<p>Representative Anna Paulina Luna (R-Fla.) echoed\u2062 these sentiments, stating, &#8220;This is EXACTLY why I \u200cam a NO on the CR. Don\u2019t \u2063listen\u200c to the propaganda media machine that will kick\u2063 on this\u200b week. They don\u2019t \u2062want\u2063 what\u2063 [is] best\u200c for \u200dthe little guy. The Senate is basing appropriations levels on\u200d the Fiscal Responsibility Act.<\/p>\n<p>A compromise between Mr. McCarthy and President Biden has resulted in a bill that suspends the\u200c nation&#8217;s debt ceiling through\u200c Jan. 1, \u200c2025. It includes a slight reduction in\u2063 non-defense discretionary spending in 2024 and\u2064 a 1 percent\u2062 increase \u2062in 2025.<\/p>\n<p>House appropriators are \u2064proposing \u200clarger spending \u2063committees than those \u200bset by the\u2062 Senate, setting the stage\u2064 for a conflict between the two bodies to \u2063reconcile the amounts.
