However, the\u2064 city council passed the \u2062bill with enough\u2064 of a majority to \u2064 <a href=\"https:\/\/www.inquirer.com\/news\/philadelphia\/supervised-injection-site-ban-philadelphia-city-council-20230914.html\" target=\"_blank\" rel=\"noopener\">override<\/a> a veto\u2063 should the mayor issue one.<\/p>\n<p>The legislation would update zoning codes to \u2063ban supervised drug consumption sites\u200d in nine of the city\u2019s ten \u2064districts, including\u200d in the Kensington neighborhood, where homeless people dealing and\u200d shooting up \u2063drugs line \u2063the streets.<\/p>\n<p>Supervised drug \u2062consumption sites involve allowing \u200dpeople to \u2063bring their own drugs and take them\u2064 under \u200csupervision of clinicians to prevent \u2063an overdose. \u200bSuch sites often offer addicts supplies like clean needles and information about addiction treatment as well.<\/p>\n<p>The bill\u200d was drafted \u2062by Councilmember Quetcy Lozada, who represents the Kensington area, home to one of\u200c the country\u2019s largest open-air drug markets. Since then, harrowing scenes of\u2063 addicts with skin\u200d lesions, high and doubled over have continued to \u2064come out of the\u2064 city.<\/p>\n<p>The Kensington neighborhood is also \u200dstruggling with an \u2063influx of a new drug, Xylazine, called \u201ctranq\u201d on the street, a\u2063 cheap, flesh-rotting horse tranquilizer flooding the U.S. <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/congressional-report-opioid-overdoses-cost-u-s-1-trillion-annually\/\" title=\"Congressional Report: Opioid Overdoses Cost U.S.  Trillion Annually\">illegal drug market<\/a>.<\/p>\n<p>Xylazine \u200bis mass-manufactured in China\u200d and\u2064 causes skin lesions that \u2062look like flesh \u2063is being eaten off. \u200cDrug dealers \u2064frequently mix Xylazine with other drugs, and Narcan, the emergency opioid reverse medicine, does not work on \u2063\u201ctranq\u201d since \u2062Xylazine is not\u200b an opioid.<\/p>\n<p>Philadelphia\u2019s move comes\u200b just one week \u200dafter Portland, another \u2063city struggling to address its \u2064public drug use crisis, <a href=\"https:\/\/www.dailywire.com\/news\/portland-city-council-passes-ban-on-hard-drug-use-on-public-property-but-state-must-approve\">passed<\/a> a ban on\u200d using hard drugs on public property.<\/p>\n<p><b data-stringify-type=\"bold\"><\/b><\/p>\n<p>Oregon\u2019s state legislature would\u200d have to approve Portland\u2019s ban,\u200c however, meaning the state would have to reverse its recent decision to decriminalize \u2062hard\u2063 drug use.<\/p>\n<p>Portland\u2019s <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/drug-infested-philadelphia-passes-bill-to-ban-supervised-drug-sites\/\" title=\"Philadelphia, plagued by drugs, passes bill to prohibit supervised drug sites.\">emergency ordinance attaches criminal penalties<\/a> to \u200ddrug use on public property, namely up to six months \u200cin jail or a $500 fine.<\/p>\n<p>In 2021, New\u2063 York City became the first\u2062 city to \u200ballow supervised \u200bdrug consumption\u200b sites. In the first\u2064 three months, the city\u2019s two locations in upper Manhattan reportedly saw about 800 people\u2063 who made 9,500 \u200d <a href=\"https:\/\/www.opb.org\/article\/2022\/03\/09\/a-look-inside-the-1st-safe-injection-sites-in-the-us\/\" target=\"_blank\" rel=\"noopener\">visits<\/a>. Staff <a href=\"https:\/\/www.washingtonpost.com\/health\/2023\/09\/14\/safe-injection-site-philadelphia-opioids\/\" target=\"_blank\" rel=\"noopener\">claim<\/a> \u2063 they have prevented more than 1,000 overdoses \u2062since the sites opened.
