In light of this, six members from the Main\u2064 Street Caucus and\u200d the Freedom Caucus worked since Tuesday to \u2062negotiate a continuing\u2063 resolution that conservatives could \u200dget behind. The deal was announced Sunday night and included the House\u2019s <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/border-wall-and-other-security-measures-planned-in-house-dhs-appropriations-bill\/\" title=\"House DHS appropriations bill includes plans for border wall and additional security measures.\">border security bill passed earlier<\/a> \u2062this year, as well as spending cuts.<\/p>\n<h3>What Happens During a Government Shutdown, and Who Is Affected?<\/h3>\n<p>The continuing resolution already had a slim chance of being signed into \u2064law as it\u2064 would have been hard to pass the Democratic-controlled Senate and be \u2064signed by President Joe Biden, but now\u2062 it\u2019s receiving a \u2062rough \u2062reception\u200b in the House.<\/p>\n<p>And, with Republicans having a\u2062 slim majority in the lower \u200cchamber, House Speaker\u200c Kevin\u2062 McCarthy (R-CA) can only afford to lose four\u200d GOP\u2063 votes if all Democrats\u200c oppose the legislation\u200c \u2014 which so far doesn\u2019t look promising for Republican leadership.<\/p>\n<p>Currently, at least eight House Republicans have\u200d come out in opposition to the bill, putting the\u2062 chamber&#8217;s leadership in a bind as \u200cthey hope for a Wednesday\u2064 vote on the \u200cbill, per a \u2064Republican member familiar with the matter.<\/p>\n<p>Freshman Rep. Eli \u200dCrane (R-AZ), a \u200bmember of the \u200dFreedom Caucus, told the Washington \u2064Examiner that he is a <strong>no<\/strong> on \u2063the bill.<\/p>\n<p>Rep. Marjorie\u2064 Taylor Greene (R-GA) said in a post on X, the social media site formerly known as\u2062 Twitter, \u200cthat\u200d she is also \u2064against the bill.<\/p>\n<blockquote>\n<p>\u201cCR\u2062 negotiated by Byron Donalds and Dusty\u200c Johnson. No policy riders in the CR. So it\u2019s all the policies from last\u200d year\u2019s Democrat appropriations, with an\u200d 8% \u2062cut. Plus the border bill, but no E-Verify. I\u2019m a NO. No money for Ukraine, COVID, or weaponized Gov. America First!\u201d she \u2063said in the \u200dpost.<\/p>\n<\/blockquote>\n<p>There \u200dis no funding for Ukraine in \u2063the bill.<\/p>\n<p>Rep. Andy Ogles (R-TN) told the Washington Examiner he is a \u201clean \u200dno\u201d on the bill but wanted to wait \u200buntil he gets \u2064more information before making a final decision.<\/p>\n<p>A member of the House Rules Committee, Rep. Ralph\u200b Norman (R-SC), expressed skepticism \u200dabout the bill. The Rules \u2064Committee is set to vote on the bill on Monday, but Norman said he still has questions for House leadership.<\/p>\n<blockquote>\n<p>\u201cI will \u2062have to know two things; What is\u2063 the top line number for all 12 appropriations bills; 2nd, \u200dwhat is LEADERSHIP willing to commit and \u2018go to the [mat] on !!\u201d Norman \u2063told\u2064 the Washington Examiner in\u2062 a text message.<\/p>\n<\/blockquote>\n<p>He said he \u2063plans \u2062to talk \u200dto leadership before the Rules hearing on Monday.<\/p>\n<p>Several other members also expressed to reporters or on social media that they are against the bill, including Reps. \u200cDan Bishop (R-NC), Cory Mills (R-FL), Tony Gonzales (R-TX), \u2062Tim \u2062Burchett (R-TN), Matt Gaetz (R-FL),\u200d and Matt Rosendale (R-MT).<\/p>\n<p>One Republican member\u2063 familiar with the \u200bdiscussions\u2062 said\u2062 it was always known there\u200d would be problems with these members, and they are working \u200bto resolve it.<\/p>\n<p>So\u200c far, the House has passed just one of its\u2063 12\u2064 appropriations bills after GOP leaders\u2064 canceled votes on the defense\u200c bill due to a\u2063 lack of support among hard-line conservatives. The Senate has passed none of its appropriations bills.<\/p>\n<p>The deal was the \u200bresult\u2064 of nearly a week of\u200b negotiations between Reps. Chip Roy (R-TX),\u200c Byron Donalds (R-FL), and Scott Perry (R-PA) for the Freedom Caucus and Reps. Dusty\u200c Johnson (R-SD), Stephanie Bice\u200d (R-OK), and Kelly Armstrong (R-ND) for the Main Street Caucus.<\/p>\n<p>The \u200c31-day continuing resolution includes all of H.R. \u200c2, the House\u2019s border security bill, minus E-verify, \u200dother border security \u200cprovisions, and spending cuts. The bill would keep defense and veteran affairs spending at fiscal 2023 levels and slash other domestic agency funding by 8%.<\/p>\n<p>This would bring spending to $1.59 trillion \u2014 the spending level set \u2064in\u200c the <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/hard-line-conservatives-line-up-to-oppose-stopgap-funding-deal-making-passage-difficult\/\" title=\"Conservative hard-liners unite against funding deal, hindering its passage.\">bipartisan debt ceiling\u200c deal signed<\/a> into law back in June.<\/p>\n<p>Hard-line conservatives have called \u2063for spending\u200b to\u2062 be set at $1.471\u2064 trillion. Many have also said\u2064 they needed to see H.R. 2 or\u2063 other strict border security measures\u2064 in any\u200b continuing resolution in order for it to receive their \u200csupport. \u200bBut, even with the border security provisions\u2064 in this measure, they are still against it.<\/p>\n<blockquote>\n<p>\u201cGetting to 218 isn\u2019t ever easy, but we\u2019re having productive conversations with members,\u201d Johnson told the Washington Examiner. \u201cOverwhelmingly, they want to secure the\u200c border. That\u2019s what our bill \u200bdoes.\u201d<\/p>\n<\/blockquote>\n<p>Helping those in favor of the \u2062continuing resolution is having FreedomWorks, an influential conservative group, come out in support of the measure.<\/p>\n<p><a href=\"https:\/\/www.washingtonexaminer.com\/news\/congress\/conservative-group-backs-gop-spending-bill-as-hard-line-conservatives-oppose-it\">Click \u2062here to read more from the Washington Examiner<\/a><\/p>\n<p>In a statement, the group\u2019s president, Adam Brandon, said the measure \u201crepresents a strong consensus\u201d between conservatives\u200b and moderates and that his group supports the bill.<\/p>\n<blockquote>\n<p>\u201cWe support the negotiated spending cuts and urge all members \u2062of the House to get behind the CR,\u201d Brandon said in\u200d the statement. \u201cHowever, we\u2063 need to recognize that discretionary spending \u2062is less than a third of all federal outlays, and we need Republicans and Democrats to come together to solve the\u200d <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/us-debt-is-unsustainable-must-be-reduced-economists-say\/\" title=\"Economists warn that the US debt is unsustainable and needs to be reduced.\">inevitable debt crisis<\/a> that\u2019s \u200dcoming.\u201d<\/p>\n<\/blockquote>\n<p> <\/p>\n<h2> What \u2062are the main concerns of conservative members in opposition \u2064to the government \u2064spending deal?<\/h2>\n<p><span>  \u2064 (R-ND) for\u2063 the Main\u2064\u200c Street Caucus.<\/p>\n<p>However, the \u200copposition from \u200cconservative members poses a \u200csignificant challenge \u200dto \u2064the\u200c passage of the spending deal. If \u2063the bill fails to gain enough support in the House, it would \u2062throw the government \u200cinto a shutdown, which \u200ccould have serious consequences for the American people and the economy.<\/p>\n<p>During a government\u200c shutdown, federal\u200c agencies and programs \u200cdeemed non-essential are forced to cease\u2064 operations. This includes \u200dnational parks, federal\u200c museums, and \u200dvarious government \u2062services. Federal employees who are considered non-essential\u200c are\u2062 placed\u2064 on furlough, meaning they\u200d are temporarily \u200claid off without \u2063pay. This creates financial hardships for these workers \u200cand their families.<\/p>\n<p>Additionally, \u200ca government shutdown has\u2063 broader economic implications. \u2064It\u200d disrupts the normal functioning \u200bof the \u200cgovernment \u200cand can \u2064have a negative impact on businesses, the \u2062stock market, and consumer\u2062 confidence. It\u200b also hampers \u2062the government&#8217;s \u2063ability \u2063to carry out essential functions such\u2063 as national \u200bsecurity and \u2062disaster response.<\/p>\n<p>Furthermore, beyond the immediate consequences of a shutdown, the \u2063political repercussions can be significant.
