Greg Abbott, a Republican, began busing \u200dillegal\u200d immigrants to several large U.S. cities, known \u200das &#8220;sanctuary \u2064cities,&#8221; beginning in\u200c April 2022 to alleviate\u200d border \u200dcities in his \u200bstate. And although only a fraction of the illegal\u200b immigrants arriving in New York City are arriving on Mr. Abbott&#8217;s buses, Mr. Adams\u200b has called the \u200bprogram &#8220;morally bankrupt.&#8221;<\/p>\n<p>A jurisdiction is dubbed a sanctuary because it has enacted policies that shield illegal immigrants, including criminals, from federal immigration authorities and deportation.<\/p>\n<div class=\"my-5\">\n<p>The cities Mr. Abbott chose as his busing program recipients are among the 10 &#8220;largest sanctuary cities in \u2064the United States,&#8221; <a href=\"https:\/\/www.fairus.org\/issue\/sanctuary-policies\/10-largest-sanctuary-cities-united-states\" target=\"_blank\" rel=\"noopener\">according<\/a> to the Federation for American\u2064 Immigration Reform (FAIR).<\/p>\n<\/p><\/div>\n<div class=\"shortcode post-related-videos\">\n<div class=\"lazyload-wrapper\">\n<div class=\"lazyload-placeholder\"><\/div>\n<\/p><\/div>\n<\/p><\/div>\n<div class=\"my-5\">\n<p>As of Sept. 8, \u2063Mr. Abbott&#8217;s office reported it \u200chad <a href=\"https:\/\/gov.texas.gov\/news\/post\/operation-lone-star-defends-sovereign-authority-to-secure-border\" target=\"_blank\" rel=\"noopener\">bused<\/a> more \u2064than 11,300 illegal \u2062immigrants to Washington since April 2022; \u200dmore than 13,500 to New York \u200dCity and more than 7,000 to Chicago since August 2022; and more than 2,600 to Philadelphia since November \u20632022.<\/p>\n<\/p><\/div>\n<p>This \u2063year, Texas started busing illegal immigrants to Denver and Los Angeles. Denver \u200dhas\u200c received around 1,100,\u2064 and Los Angeles around 480.<\/p>\n<div class=\"my-5\">\n<p>Border Patrol agents have\u2063 apprehended 1,973,092 illegal immigrants along the\u2063 southwest border in\u200b the past 11 months, according to Customs and\u2063 Border Protection (<a href=\"https:\/\/www.cbp.gov\/newsroom\/stats\/nationwide-encounters\" target=\"_blank\" rel=\"noopener\">CBP<\/a>) data.<\/p>\n<\/p><\/div>\n<p>More than 1 million of\u200c those crossed into Texas.<\/p>\n<div class=\"post-figure\" style=\"margin-left:0;margin-right:0;max-width:1200px\">\n<figure style=\"width:640px;margin-left:auto;margin-right:auto\" class=\"alignnone\"><figcaption>Texas Gov. (Texas Governor&#8217;s Office)<\/figcaption><\/figure>\n<\/p><\/div>\n<div class=\"my-5\">\n<p>In response to\u200b the border surge in 2021, Mr. Abbott\u200c launched\u200b his <a href=\"https:\/\/gov.texas.gov\/initiatives\/safer-texas\" target=\"_blank\" rel=\"noopener\">Operation Lone Star<\/a> border \u2063security initiative \u2063in March 2021. The governor deployed troops from the Texas National Guard and the Texas Department of \u2063Public Safety to the southern border, increased funding for border\u200c security, designated Mexican drug cartels as foreign terrorist organizations, \u200dand started his busing \u2062program the following year.<\/p>\n<\/p><\/div>\n<div class=\"my-5\">\n<p>&#8220;The crisis at \u2064our southern border continues to\u200d escalate because of Biden administration\u2063 policies that refuse to secure the border and invite\u200b illegal\u2064 immigration,&#8221; \u200dMr. Abbott <a href=\"https:\/\/gov.texas.gov\/news\/post\/governor-abbott-dps-launch-operation-lone-star-to-address-crisis-at-southern-border\" target=\"_blank\" rel=\"noopener\">said<\/a> in\u200c a press release at the time.<\/p>\n<\/p><\/div>\n<div class=\"my-5\">\n<p>&#8220;Texas supports legal immigration\u200c but will not \u200dbe an\u200b accomplice to the\u200d open border policies that cause,\u200c rather \u2062than prevent, a humanitarian crisis in our state and endanger the lives of\u2062 Texans.&#8221;<\/p>\n<h2>Cities Cry Foul<\/h2>\n<p>On Aug.\u200c 9, Mr. Adams said\u2063 the influx of illegal immigrants to New York City has led to \u2062an &#8220;unprecedented state of emergency.&#8221; The city cited the lack \u200cof work authorization as one of the problems\u2062 with &#8220;asylum seekers.&#8221;<\/p>\n<\/p><\/div>\n<p>&#8220;They do not have the authorization to work, so we have to provide\u2064 shelter. We have supplied\u200b food and access to healthcare. We have \u200denrolled children \u2063in schools. We have\u2063 opened almost 200 \u2062emergency sites,\u2064 including more than a dozen large-scale humanitarian relief centers. And we have assisted migrants with asylum applications,&#8221; Mr. \u2064Adams said<\/p>\n<p>&#8220;But we are past our breaking point. \u2026 \u2063For each family seeking asylum through the city&#8217;s care, we spend an average\u200b of $383 per night to provide shelter, food, medical care, and social services. With more than 57,300 individuals currently in our care,\u2063 on an average night, it amounts to \u200b$9.8 million a day, almost $300 million a month, and nearly \u200c$3.6 billion a year,&#8221;\u200b he said.<\/p>\n<p>On May \u20649, the state&#8217;s Democratic \u200bGov. (Allison Dinner\/AFP via Getty Images)<\/figcaption><\/figure>\n<\/p><\/div>\n<div class=\"my-5\">\n<p>In \u200breaction \u200cto Mr. Abbott sending 42 illegal immigrants to Los Angeles on June 14, the Los Angeles City Council on Aug.\u200c 30 unanimously approved two motions to <a href=\"https:\/\/lacity.primegov.com\/Public\/CompiledDocument?meetingTemplateId=119593&#038;compileOutputType=1\" target=\"_blank\" rel=\"noopener\">file<\/a> against Mr. Abbott and Texas.<\/p>\n<\/p><\/div>\n<p>The first motion states, &#8220;Investigate and report on whether human trafficking, kidnapping, or any other \u2062crime was committed on or before June 14, 2023, when Governor \u2063Greg Abbott of Texas sent 42 migrants from McAllen, Texas, to Los\u2064 Angeles, California.&#8221;<\/p>\n<p>The\u2063 second states, &#8220;Investigate and begin\u2062 proceedings on\u200b any potential civil \u2063legal action that could be taken against the State of Texas, Governor Greg Abbott, or any other entity relating to\u200b planning and\u200d actions of June 14, 2023.&#8221;<\/p>\n<div class=\"my-5\">\n<p>Before \u2064the vote, LA \u2064City Council \u200cmember\u2064 Hugo Soto-Mart\u00ednez <a href=\"https:\/\/www.youtube.com\/watch?v=8GMe7G38oq8\" target=\"_blank\" rel=\"noopener\">stated<\/a>, &#8220;These motions are about investigating whether Gov. Greg Abbott committed kidnapping, human trafficking or any other crimes when he sent vulnerable families on a 23-hour bus ride with little or \u200dno \u200dfood or water.<\/p>\n<\/p><\/div>\n<p>&#8220;The competition between these Republicans\u200c about who\u2063 can be the \u2063most racist, I\u200d think, is just an utter failure and shows, clearly, that they do not have \u2063any intention of governing effectively.&#8221;<\/p>\n<p>When reached for comment about the motions, the southern border, and\u2063 illegal immigrants, Josue Marcus, an employee with the LA city clerk&#8217;s office told The Epoch Times via email \u200dthat the city clerk&#8217;s office &#8220;cannot comment on these matters.&#8221;<\/p>\n<p>The LA Mayor&#8217;s office didn&#8217;t respond to The Epoch Times&#8217; request for comment.<\/p>\n<div class=\"post-figure\" style=\"margin-left:0;margin-right:0;max-width:1200px\">\n<figure style=\"width:640px;margin-left:auto;margin-right:auto\" class=\"alignnone\"><figcaption>Chicago Mayor \u2063Lori Lightfoot, speaks during a June 2021 press conference. (Cara Ding\/The Epoch Times)<\/figcaption><\/figure>\n<\/p><\/div>\n<p>As \u2064with New \u200dYork and LA, the City\u2063 of Chicago calls itself a &#8220;welcoming\u200c city&#8221; to \u2064&#8221;asylum seekers.&#8221;<\/p>\n<div class=\"my-5\">\n<p>&#8220;We have a responsibility to provide access to shelter, food, and medical care to everyone,\u2064 regardless of immigration status,&#8221; the city <a href=\"https:\/\/www.chicago.gov\/city\/en\/sites\/texas-new-arrivals\/home.html\" target=\"_blank\" rel=\"noopener\">website<\/a> states.<\/p>\n<\/p><\/div>\n<p>&#8220;Many of our new arrivals have\u200b walked hundreds of miles, navigating great danger\u200d through multiple countries in pursuit of safety and opportunity \u2062in the United States. We are committed to assisting each family\u200d and individual, providing human services with\u200b respect and dignity.&#8221;<\/p>\n<p>However, after receiving about 8,000 illegal immigrants via Mr. Abbott&#8217;s \u200bbus program, then-Democrat mayor Lori Lightfoot pushed\u200d back.<\/p>\n<p>&#8220;We simply have no more shelters, spaces, or resources to\u200b accommodate an increase of \u2062individuals \u200dat this level,&#8221; Ms. Lightfoot wrote in a letter to Mr. Abbott.<\/p>\n<p>&#8220;Though I am sympathetic to the significant challenges that\u2063 border cities face, this situation \u2063is completely untenable.\u200b The \u200bnational \u200cimmigration problem\u200d will not be solved by passing on the responsibility to other cities.&#8221;<\/p>\n<p>Mr. Abbott responded to Ms. Lightfoot \u200bon May \u200b1, &#8220;As the\u200c mayor of a self-declared sanctuary city,\u2062 it is ironic to\u2064 hear you complain about Chicago&#8217;s struggle to deal with a\u2063 few thousand illegal immigrants, which is a fraction of the record-high numbers we deal with\u200c in Texas on a regular basis,&#8221; Mr. Abbott wrote.<\/p>\n<p>&#8220;You are right that &#8216;this situation is completely untenable,&#8217; but this is not a Texas problem\u2014this is a problem for the entire United \u2062States of America. \u2026 Until Biden secures the border to stop the inflow of \u2063mass migration,\u2062 Texas will continue this\u2064 necessary program.&#8221;<\/p>\n<div class=\"my-5\">\n<p>Ms. Lightfoot <a href=\"https:\/\/www.chicago.gov\/city\/en\/depts\/mayor\/press_room\/press_releases\/2023\/may\/DeclarationEmergencyResponseInfluxNewArrivals.html\" target=\"_blank\" rel=\"noopener\">issued<\/a> a Declaration of Emergency on May 9.<\/p>\n<\/p><\/div>\n<p>Neither Chicago&#8217;s\u200d City\u2063 Council \u2062nor the mayor&#8217;s office\u200d responded to The \u200bEpoch Times&#8217; \u200drequest for \u2062comment.<\/p>\n<div class=\"post-figure\" style=\"margin-left:0;margin-right:0;max-width:1200px\">\n<figure style=\"width:640px;margin-left:auto;margin-right:auto\" class=\"alignnone\"><figcaption>Dozens of recently arrived illegal immigrants camp outside of New York&#8217;s Roosevelt Hotel, \u2064which has been made into a\u200d reception center, \u2062as they try to secure temporary housing \u2062in New York City on Aug. 1, 2023. JB Pritzker wrote a <a href=\"https:\/\/www.chicago.gov\/city\/en\/depts\/mayor\/press_room\/press_releases\/2023\/august\/JointLetterFromMayorBrandonJohnsonAndGovernorJBPritzkerStreamlineWorkAuthorization.html\" target=\"_blank\" rel=\"noopener\">letter<\/a> \u200c to Department of\u200c Homeland Security (DHS) Secretary Alejandro Mayorkas stating \u200cthat the City of Chicago \u200dhad spent over $250 million\u2062 supporting asylum seekers, and requested DHS to\u200b streamline work authorization for &#8220;non-citizens.&#8221;<\/p>\n<\/p><\/div>\n<p>As\u2062 with other sanctuary cities, the arrival \u200dof buses from Texas to Washington,\u2062 D.C., met with \u2064resistance.<\/p>\n<p>A representative from Washington Mayor Muriel Bowser&#8217;s\u2064 office wrote to the Secretary of Defense on July 19, 2022, \u200crequesting the assistance of the National\u200d Guard to &#8220;help prevent a prolonged humanitarian crisis&#8221; in the nation&#8217;s capital.<\/p>\n<div class=\"my-5\">\n<p>&#8220;The pace of arriving buses and the volume of \u200carrivals \u200dhave reached tipping points. Our\u2062 collective response and service efforts have now become overwhelmed: the regional welcome center \u2063we helped establish in Montgomery County, Maryland, is\u2064 at \u200ccapacity; our homeless services system \u200dis already\u2062 under great strain,&#8221; the mayor&#8217;s office \u2064wrote, according to\u2062 an NBC reporter, who posted the <a href=\"https:\/\/twitter.com\/SegravesNBC4\/status\/1552692575005540352\" target=\"_blank\" rel=\"noopener\">letter<\/a> on X.<\/p>\n<\/p><\/div>\n<p>&#8220;With pledges from Texas and Arizona to\u2064 continue these abhorrent operations indefinitely, the\u2063 situation is \u2064dire, \u200cand \u2064we consider this a humanitarian crisis\u2014one that could overwhelm our social support network without immediate and sustained federal intervention.&#8221;<\/p>\n<p>The Department of Defense declined to provide \u2063support. (John Fredricks\/The Epoch Times<\/figcaption><\/figure>\n<\/p><\/div>\n<div class=\"my-5\">\n<p>On Sep. 8, 2022, Ms. Bowser declared a &#8220;public emergency,&#8221; <a href=\"https:\/\/mayor.dc.gov\/sites\/default\/files\/dc\/sites\/mayormb\/release_content\/attachments\/Migrant-Situational-Update-09-08-22.pdf\" target=\"_blank\" rel=\"noopener\">stating<\/a> in a press release, &#8220;The District&#8217;s homeless services system is not set up to support the unique needs of migrants, and our community-based homeless service providers are not staffed to support the needs of migrants.&#8221;<\/p>\n<\/p><\/div>\n<div class=\"my-5\">\n<p>She\u200b <a href=\"https:\/\/mayor.dc.gov\/release\/mayor-bowser-establishes-office-migrant-services\" target=\"_blank\" rel=\"noopener\">said<\/a> the emergency declaration allowed her to\u2064 establish an &#8220;Office of Migrant Services,&#8221; which, among other responsibilities, would &#8220;meet all buses and facilitate onward travel.&#8221;<\/div>\n<div class=\"my-5\">\n<p>On Sep. 15, 2022, Ms. Bowser <a href=\"https:\/\/www.youtube.com\/watch?v=-Ypdf0L_nTY\" target=\"_blank\" rel=\"noopener\">repeated<\/a> her desire to &#8220;facilitate onward travel,&#8221;\u2062 saying\u200c to Fox 5 D.C.,\u2063 &#8220;We&#8217;re going to do all that we can in D.C. to make sure that the \u200dpeople have a humane welcome and transfer to their final destination.&#8221;<\/p>\n<\/p><\/div>\n<p>When asked\u200c if the influx of\u2064 illegal\u200b immigrants had given her a &#8220;better understanding\u2062 of what [border states] are dealing with,&#8221; Ms. Bowser told \u200cFox 5 D.C., that she was \u200delected to\u200b &#8220;make\u2064 sure that \u2064D.C. residents have what \u200dthey need,\u2064 and that our systems can support \u2063our needs.&#8221;<\/p>\n<p>Ms. Bowser&#8217;s office didn&#8217;t\u200d respond\u200d to The Epoch Times&#8217; request for comment.<\/p>\n<div class=\"post-figure\" style=\"margin-left:0;margin-right:0;max-width:1200px\">\n<figure style=\"width:640px;margin-left:auto;margin-right:auto\" class=\"alignnone\"><figcaption>Chicago Mayor Lori Lightfoot, speaks during a June 2021 \u2062press conference. However, the influx wasn&#8217;t \u2064a result of Mr. Abbott&#8217;s buses, and \u200bMr. Hancock <a href=\"https:\/\/www.theepochtimes.com\/us\/denver-mayor-declares-emergency-says-city-on-verge-of-reaching-breaking-point-amid-influx-of-illegal-immigrants-4927847\" target=\"_blank\" rel=\"noopener\">criticized<\/a> the\u200c Biden\u200b administration for forcing\u200d cities to spend resources\u200b they \u200ddidn&#8217;t have to solve a federal problem.<\/p>\n<\/p><\/div>\n<div class=\"my-5\">\n<p>&#8220;Let me be \u2063frank: This \u2062influx of migrants, the unanticipated \u2063nature of their arrival, and \u200dour current space and staffing challenges have \u200cput an immense strain on city \u2064recourses\u2064 to the level where they&#8217;re on the verge\u2063 of reaching a breaking point at this time,&#8221; Mr. Hancock <a href=\"https:\/\/www.facebook.com\/5280mayor\/videos\/1340274916789718\" target=\"_blank\" rel=\"noopener\">said<\/a> at a news conference.<\/p>\n<\/p><\/div>\n<p>&#8220;It \u2062is at a crisis point right now, and cities\u200d all over\u2064 this country are \u2063being forced to deal with something we&#8217;re not equipped to deal with,&#8221; he said.<\/p>\n<div class=\"my-5\">\n<p>Neither\u200b Colorado&#8217;s Democratic Gov. Jared Polis \u200dnor Mr. Hancock responded to The Epoch Times&#8217; request for comment.<\/p>\n<h2>A &#8216;Welcoming City&#8217;<\/h2>\n<p>Of the six sanctuary cities receiving \u2064busloads of illegal immigrants from Mr. Abbott, only Philadelphia hasn&#8217;t \u2062declared\u200d a state\u200d of emergency or\u200b public emergency.<\/p>\n<\/p><\/div>\n<div class=\"my-5\">\n<p>The city <a href=\"https:\/\/www.phila.gov\/2022-11-15-how-you-can-help-people-seeking-asylum-arriving-in-philadelphia\/\" target=\"_blank\" rel=\"noopener\">states<\/a> on its website, &#8220;As a proud, welcoming city, Philadelphia will continue to greet \u200cour newly arrived neighbors with dignity and respect. Immediately upon arrival, individuals and families are greeted by the City&#8217;s Office\u2064 of Immigrant Affairs, the \u2064Office of Emergency Management, the\u2064 Philadelphia Department of Public\u2064 Health, an array of nonprofit partners, as \u2064well as local hospitals providing several essential services,&#8221; the\u200d spokesperson said.<\/p>\n<div class=\"my-5\">\n<p>In November 2022,\u2063 when the first bus \u200darrived from Texas, Philadelphia&#8217;s Democrat mayor, Jim Kenney, criticized Mr. Abbott&#8217;s busing policy, calling it &#8220;cruel and racist,&#8221; but said the\u200d city was happy to welcome \u2064(at\u2063 the time) approximately 30\u200b migrants, <a href=\"https:\/\/www.fox29.com\/news\/mayor-kenney-takes-aim-at-texas-gov-abbott-after-bus-of-migrants-sent-to-philadelphia\" target=\"_blank\" rel=\"noopener\">according<\/a> to Fox 29.
