This decision was based on \u200ca 2015 Government Accountability\u200b Office report that revealed it could take\u200b up \u200dto a \u2062year to terminate a federal employee.<\/p>\n<div class=\"my-5\">\n<p>    The \u200border never took effect, and President\u200d Joe \u2064Biden revoked it early \u2064in his term.<\/p>\n<h2>Proposed Rule<\/h2>\n<p>    The OPM&#8217;s 77-page proposal \u2062emphasizes that regulations over\u200d the past \u200b140 years have aimed to protect federal employees from \u2064political interference in hiring and firing,\u2064 establishing rules to promote\u2062 good governance.\n  <\/p><\/div>\n<p>This \u2062stands in \u2063stark contrast to the\u200d previous &#8220;patronage&#8221; system, where a change in administration often led to \u2062the \u2063mass removal of\u200d federal employees to make room for\u2063 supporters of the new\u2064 president, their party, and party leaders. The proposal explains\u200d that hiring\u2064 based on merit reduces corruption.<\/p>\n<p>The proposal\u200d highlights that career civil servants \u200care meant to ensure the government functions optimally across \u2064different administrations, and there are appropriate mechanisms \u200cto address employees \u200dwho refuse to follow lawful directives without resorting to a \u200cpatronage system.<\/p>\n<p>When an employee \u200dreceives a suspension of 14 days or less, the suspension\u200c is not subject to\u200d appeal. \u200cHowever, the employee is still\u200d entitled\u200c to notice, an opportunity to respond, legal representation, and a written decision. Washington \u200cwill \u200dbe an entirely \u2064different\u2064 place.&#8221;<\/p>\n<p>In May 2021, AFPI published a report\u200d highlighting how the &#8220;merit-based&#8221; hiring process, intended to combat the\u200d corrupt patronage system, ended\u2064 up becoming\u2063 a difficult and time-consuming process that \u200bhindered the removal of problematic employees.<\/p>\n<p>The Merit\u200d Systems Protection Board,\u200b responsible for reviewing federal \u200demployee appeals, has consistently found\u200b in surveys and reports over the years that supervisors \u2063are \u200chesitant to \u200cinitiate the lengthy process of removing\u200d underperforming employees and lack confidence in \u2063the outcome \u2063of\u200c their\u2063 decisions.<\/p>\n<p>The Heritage Foundation, a conservative think tank, released a &#8220;Project 2025&#8221; policy proposal in January 2023 that\u2062 also supported making it easier to remove federal employees.<\/p>\n<p>The extensive 1,000-page proposal, the ninth edition, includes a plan to &#8220;dismantle the deep state, not the government,&#8221; advocating for the reinstatement of\u2064 Schedule F.<\/p>\n<\/div>\n<p> <\/p>\n<h2>Administration&#8217;s approach, which sought to simplify the process of firing \u200cfederal workers.
