Officers with the Portland Police Bureau (PPB) were taking reports from damaged businesses.<\/p><\/blockquote>\n<blockquote><p>More\u200c than three years later,\u2063 Portland police are still struggling to respond to crime. Portland followed the \u201cdefund \u2062the police\u201d movement, slashing $15 million \u200dfrom the PPB\u2019s budget and cutting the number of sworn officers by 8 percent.<\/p><\/blockquote>\n<div class=\"fdrlst__b89e9-70469b2c64dd3645bebc9370e0aabb86 fdrlst__b89e9-paragraph-6\" id=\"fdrlst__b89e9-70469b2c64dd3645bebc9370e0aabb86\"><\/div>\n<blockquote><p>\u201cProperty crimes have \u2062surged,\u201d the report reads. \u201cPublic disorder,\u200c in the form of camping and public drug use, is rampant.\u201d<\/p><\/blockquote>\n<blockquote><p>The year following Floyd\u2019s death, one in every \u20641,000 black Portland residents was murdered.<\/p><\/blockquote>\n<blockquote><p>\u201cThe effects of this crime wave fell disproportionately on those whom protesters claimed to help,\u201d the authors found. \u201cThe city set homicide records \u2064in the past two years and is \u200bfacing a wave\u2063 of shootings that has not yet receded.\u201d<\/p><\/blockquote>\n<blockquote><p>At the same time,\u200b staffing levels sank. The PPB had just one narcotics\u2063 detective by\u2064 2023, as\u200c more\u2064 than half its narcotics officers were transferred back\u200b to patrol in 2021. That year, 115 officers resigned or retired, the largest mass departure\u2063 in the city\u2019s recent history.<\/p><\/blockquote>\n<div class=\"fdrlst__b89e9-1151a18897deee4f2c4cb63d56c7f6d2 fdrlst__b89e9-paragraph-10\" id=\"fdrlst__b89e9-1151a18897deee4f2c4cb63d56c7f6d2\"><\/div>\n<blockquote><p>\u201cThis is a tremendous loss in historic and institutional knowledge and relationships with\u200b the\u2063 community,\u201d reads \u200bthe PPB\u2019s 2021\u200c annual <a href=\"https:\/\/www.portland.gov\/sites\/default\/files\/2022\/ar_2021_final.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">report<\/a>. \u201cWhile the bureau can eventually fill \u2062these positions, it will take years for members to gain the same level of expertise.\u201d<\/p><\/blockquote>\n<p><h3>Staffing Crisis and Solutions<\/h3>\n<\/p>\n<blockquote><p>The PPB was already 120\u200b officers short of its authorized staffing levels in 2019, but its staffing-to-population ratio had been declining since 1995, according to \u200dthe\u2062 Manhattan Institute report. Portland has the 48th lowest such ratio among America\u2019s 50 largest cities, \u200dwith just 1.26 officers per 1,000 residents. According to the PPB\u2019s <a href=\"https:\/\/www.portland.gov\/police\/open-data\/ppb-staffing-report\" target=\"_blank\" rel=\"noreferrer noopener\">website<\/a>, the bureau currently has 294 total patrol officers split between three precincts.<\/p><\/blockquote>\n<blockquote><p>The report offers \u200ca reason \u2064for\u200d the decline in staff. Declining police morale following the 2020 riots, along with a lengthy, under-resourced hiring and training process, contribute to the problem.<\/p><\/blockquote>\n<blockquote><p>\u201cThe only differences\u200d between the Titanic\u2064 and PPB?\u201d one\u2062 officer leaving the department asked <a href=\"https:\/\/www.oregonlive.com\/crime\/2021\/04\/overworked-overwhelmed-and-burned-out-why-portland-cops-say-theyre-leaving-in-droves.html\" target=\"_blank\" rel=\"noreferrer noopener\">The Oregonian<\/a>. \u201cDeck chairs and a band.\u201d<\/p><\/blockquote>\n<blockquote><p>The PPB requires 1,120 hours of basic \u2062training, along with a laundry list of requirements to serve, while city departments nationwide required an average of 971 hours in 2018. PPB officers also spend\u2063 close to 960 hours \u200din field training, compared to a national average\u200d of 637 hours in \u200bcity\u2064 departments.<\/p><\/blockquote>\n<blockquote><p>On top of this, officer applications\u2062 decreased by close\u200d to 40 percent, from 1,075 in 2019 to 675 in \u200c2021. The \u2062PPB hired only 27 officers that year.<\/p><\/blockquote>\n<blockquote><p>But the report also suggests \u2064solutions. Portland needs close to\u2062 1,130\u2062 officers to reach the same median staffing rate as other major cities.<\/p><\/blockquote>\n<blockquote><p>\u201cThe city would\u2064 need those officers to be available to do the work of policing \u2014 patrolling, investigating, and keeping the city\u200c safe,\u201d the report reads. \u201cDecisive action is needed.\u201d<\/p><\/blockquote>\n<blockquote><p>The city should pay its \u2062officers enough to attract new\u2062 recruits and keep up with local housing costs, which\u2064 are\u200b 12 percent higher than average across the state, according to the report. While the PPB could secure state and federal\u200d funding for better pay, money would be a constraint.<\/p><\/blockquote>\n<blockquote><p>So the report said the PPB\u200d should make hiring practices\u200d more efficient by reevaluating standards and hiring more staff to process new hires. It also\u200d recommended shortening training wherever possible.<\/p><\/blockquote>\n<blockquote><p>The PPB could also \u2063embrace \u201ccivilianization,\u201d or allowing civilians to do jobs currently \u200cperformed by current officers, the report said. The PPB employed 123 \u201cnon-patrol\u201d officers as of July 2023, which means they were kept off the streets. But if civilians\u2062 performed any of these tasks possible, officers currently labeled \u201cnon-patrol\u201d could bolster \u2062staffing.<\/p><\/blockquote>\n<blockquote><p>The last\u200c remedy, however, would require \u201cpolitical will,\u201d according \u200dto the report.
