There \u200bis not a shred of evidence that President Joe Biden has committed an impeachable offense,&#8221; House Minority Leader Hakeem \u2064Jeffries (D-NY) said on Tuesday \u200dduring a press conference.\u2064 &#8220;There is not a shred \u200dof \u200cevidence that President\u2064 Joe\u2062 Biden \u2062has\u200c committed\u200c a crime. This is \u200dan illegitimate impeachment \u2064inquiry, period. \u2062Full stop. It&#8217;s a waste of time and \u200ctaxpayer dollars.&#8221;<\/p>\n<p>\u201cOur\u2062 job, or \u2063my job,\u200c will \u2062be to remind the American people of that over and over again \u2014 that Hunter Biden is not the administration,\u201d Del. Stacey Plaskett (D-VI) told Politico of\u200d their strategy to counteract the impeachment inquiry.<\/p>\n<p>In comparison, Republican \u2062senators are skeptical\u2063 of the \u200deffectiveness of a \u2063Biden impeachment\u200c investigation, \u2062while House Republicans\u2063 have long wanted to\u2062 launch\u200c articles of impeachment against Biden. &#8220;You don\u2019t \u200cbring a\u200d vote to the floor unless you are pretty \u200csure that you can get the amount of votes\u2063 that you need,&#8221; Sen. Any impeachment trial that\u2064 made it to the Democratic-led Senate\u2064 would \u200bbe highly unlikely to\u200c succeed.<\/p>\n<p>A lack of \u200ddefinitive connection between the president and his son is one \u2064issue that some political experts said may \u200dhelp Biden downplay the \u200dinvestigation&#8217;s impact. Yet the\u200d media attention and the time spent \u2063responding\u200b to Republicans could hinder his ability to \u200dcampaign on\u200b the issues he wants. And Hunter Biden&#8217;s indictment Thursday\u2063 over federal firearm charges is unlikely \u200bto help.<\/p>\n<p>&#8220;The impeachment inquiry may complicate\u200b other distractions and other concerns about the \u2062Biden reelection\u200d campaign,&#8221; said Meena\u2062 Bose, executive dean \u2063and\u200b director \u2063of presidential studies at \u2063Hofstra University, &#8220;and will \u2064take \u2063time as far as requests for\u2063 documents, subpoena power that an impeachment inquiry brings for the three committees that are investigating, but the impeachment inquiry alone at this point in time does not appear to be directly consequential for \u2064Biden&#8217;s \u2063reelection.&#8221;<\/p>\n<h3>Potential Consequences and Historical Precedents<\/h3>\n<p>Chief among the distractions Biden could face in responding to\u2064 the investigation include concerns over his age\u200c and\u2064 ability \u2063to serve another\u2064 four \u2062years\u2063 in the White House, <a title=\"EXCLUSIVE: Republicans Push Back As Biden Admin Remains Confident Despite Low Immigration Approval Rating\" href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/exclusive-republicans-push-back-as-biden-admin-remains-confident-despite-low-immigration-approval-rating\/\">low approval numbers<\/a>, and a lack of\u2064 enthusiasm for Biden among key\u200c Democratic constituents.\u2063 His approval ratings as of Tuesday were\u2064 at 42% according to a Reuters-Ipsos poll, although with more than a\u2064 year until the 2024 elections, much could change.<\/p>\n<p>Other experts cautioned that Biden could\u200b actually see\u200b a positive consequence from the \u2063inquiry similar to former President \u2063Bill Clinton&#8217;s impeachment over his affair with Monica Lewinsky, \u2063which led to Democrats gaining five House seats,\u200b one of only two times since 1934 that the\u200c president&#8217;s party gained House seats during the midterm \u2064elections while blocking \u2063Republicans from gaining any more seats in \u200dthe Senate.<\/p>\n<p>&#8220;The 1998 \u2062midterm election, it&#8217;s not completely unprecedented, but it was almost unprecedented in terms of the support that Clinton was able to generate in November of 1998 when \u200call the impeachment \u200bfuror\u2063 was reaching its peak,&#8221; said Russell Riley, co-chair of\u200b the \u2062University of Virginia&#8217;s Miller Center\u2019s Presidential Oral History Program and \u200bauthor of Inside the Clinton White House: An Oral\u200c History.<\/p>\n<p>The perception that the impeachment\u200d was \u200ddone for\u2063 political reasons\u200c during the\u200d highly partisan 1990s may\u200d have helped advantage Clinton and the Democrats politically. A New York\u200c Times-CBS News poll in December 1998\u200c showed that 53% of participants &#8220;said that \u2063impeachment is punishment enough for what Mr. Clinton has done,&#8221; and 58% viewed the Republican Party unfavorably.\u2063 And it could help the party once again.<\/p>\n<p>&#8220;It strikes\u200b me as at least\u2064 plausible that\u2062 unless the House Republicans are very careful, they will\u2064 give him\u200b something to \u2064get energetic about,&#8221; Riley said of Biden. &#8220;And if the Republicans aren&#8217;t careful, they&#8217;re at risk of\u200d sort of repeating what they did in \u200b1998. And that\u2064 did not have a favorable \u200deffect for \u2064the \u2063party, and \u200bin fact, killed two speakers of the House.&#8221;<\/p>\n<p>Former House\u200b Speaker Newt Gingrich \u200cresigned in the wake \u200cof the\u2062 1998 midterm elections, and predecessor Bob Livingston resigned\u200b during the Clinton investigation after \u200dit was revealed \u200bhe had\u200b an \u2062extramarital affair. &#8220;So it could be explosive and not in a very good\u2062 way for \u200bthe House Republicans,&#8221;\u2062 Riley\u200b continued. \u2064&#8221;But again, to go back to my \u200coriginal point, \u200da \u2064lot of this is contingent on whether there&#8217;s a there, there and whether they really\u2062 do have hard\u2064 evidence that \u200bthe president has misbehaved in this instance.&#8221;<\/p>\n<p>Frank Bowman, professor emeritus at the\u200d University of Missouri School of Law and author of High \u2063Crimes and Misdemeanors:\u2063 A History of\u200c Impeachment for\u2064 the Age of\u2062 Trump, said he doesn&#8217;t think the Biden investigation will\u200b lead \u2063to \u200bany criminal charges \u2063but pointed to former President Richard Nixon&#8217;s sinking approval numbers during the investigation that almost led to an impeachment \u200bbefore he resigned from office for historical patterns.<\/p>\n<p>&#8220;Nixon&#8217;s popularity was very\u200d solid [and] \u2062bipartisan when various investigations that we now put under the general heading\u2063 of Watergate began,&#8221; Bowman said. &#8220;By the time the House Judiciary Committee voted to \u2064approve \u200barticles of impeachment, \u2063his favorability ratings, if memory serves, went down to about\u200d 25% when he\u2062 left office. &#8230;\u200c However, with respect to President Clinton, his popularity \u200cactually precipitously \u200dincreased during the course\u200b of the investigation.&#8221;<\/p>\n<p>In the days just \u200bbefore Nixon resigned\u2062 on Aug. 8, \u200c1974, his approval rating was at\u200d 24%,\u200d and\u200c his disapproval rating was at 66%. On June \u206316, \u20641972, the day before five men were arrested \u2063for\u200b breaking into the Democratic National Committee&#8217;s headquarters at the Watergate, Nixon&#8217;s\u2063 approval rating was at 59% and his disapproval rating was \u2063at 30%.<\/p>\n<p>When\u200c it\u200c comes to \u200bformer President Donald Trump&#8217;s \u2063first impeachment case, the results \u2064are\u200c more muddled. &#8220;Trump&#8217;s case, the situation is a little more \u2062equivocal because although around the time of his first impeachment, you can\u200c look at\u2062 polling data that suggests\u200b he got a very\u2063 modest bump in some polls but also not in others,&#8221; Bowman said.\u200c &#8220;He got a very \u200cbrief \u200bfavourability\u200b boost maybe around the time of his impeachment, but it went \u2063back down again \u200cto the sort of high 30s\u2063 or \u2062very low 40s before the impeachment.&#8221;<\/p>\n<p>&#8220;Frankly, it&#8217;s unclear what effect the first impeachment had on Trump&#8217;s \u2062overall standing in the country and certainly what it had in the \u200dultimate campaign against \u200bBiden,&#8221; he added.<\/p>\n<h3>The Impact\u2063 on Reelection Campaigns<\/h3>\n<p>As Biden \u200dand \u2064Trump both seek reelection, \u2064the political\u2063 climate has changed. Trump, now twice impeached and facing 91 indictments across four criminal cases, is the current GOP front-runner in the <a title=\"Nevada Makes Move To Become First State In Presidential Primaries\" href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/nevada-makes-move-to-become-first-state-in-presidential-primaries\/\">presidential primary race<\/a>. Despite widespread concern among voters, the \u206280-year-old Biden\u200b will likely\u2064 represent Democrats during the 2024 elections, barring any catastrophic \u2064events. To what extent any of the legal \u200bor criminal \u200ccases both men are facing will harm\u200d their campaigns is \u2063unclear.<\/p>\n<p>Though Jason\u2064 Opal, \u200da \u200dprofessor of history and classical\u2063 studies at\u2063 McGill University \u2062who \u2064specializes \u2062in politics, \u2062said Biden&#8217;s impeachment inquiry will\u200c unlikely\u2063 persuade swing voters who will help \u200ddetermine the presidential elections. &#8220;My read on \u200bthis is that \u2064the Impeachment inquiry won&#8217;t do much for either side,&#8221; Opal\u200b said.<\/p>\n<p>Opal was referencing an Aug. 16 \u200dFox\u2062 News poll \u2063in which\u200d 62% of independents said Trump did\u200b something illegal concerning the 2020\u200c election. \u2062Yet only 33% \u200cof independents said \u200bBiden did\u200c something\u200d illegal in \u2064relation\u2063 to Hunter Biden&#8217;s business dealings. \u2063&#8221;But on the other hand,\u2064 I don&#8217;t think it\u200c will help Biden either because the independent \u2064voters who will decide things \u2062aren&#8217;t concerned about him being corrupt. They&#8217;re\u200d concerned about him being \u2064old. And that just doesn&#8217;t change,&#8221; Opal continued.<\/p>\n<p>Opal said the Biden investigation may prove to be \u200dfrustrating for non-Trump presidential candidates who don&#8217;t have the former president&#8217;s \u2062legal baggage. &#8220;Looking at the Republican side\u200b of\u2063 things, there must be some frustration for someone like Nikki Haley, who in current polling would pretty handily defeat Biden or would be very, very competitive against Biden, but she&#8217;s way behind\u2063 in the primaries,&#8221;\u200c he said.<\/p>\n<p>Haley is the only GOP candidate outside of the margin of error in a recent CNN poll that was shown \u2064to defeat Biden in a hypothetical\u2064 matchup. Yet she trails Trump in national polls. A RealClearPolitics\u200c poll average shows Haley at 5.8%, far below Trump at 56.1%.<\/p>\n<p>Ultimately,\u200b experts such as Opal and Bowman are concerned that the Biden impeachment could trivialize the importance of \u200bmisbehavior among presidents. &#8220;It indicates a really distressing carelessness is the nicest way\u200c to put it,&#8221; Bowman said. &#8220;House Republicans \u200care \u2064devaluing the\u2062 impeachment\u200d mechanism, which is a critical, constitutional tool to \u200bbe used in the case of genuine presidential \u2064misconduct.
