(Tasos \u2063Katopodis\/Getty Images)<\/figcaption><\/figure>\n<\/p><\/div>\n<div class=\"my-5\">\n<h2>NDAA Vote a Late Scratch<\/h2>\n<p>The NDAA vote was scheduled for a 1:30 p.m. vote, but was removed \u200blate\u2064 morning after \u200da closed-door House GOP conference meeting ended without consensus in resolving House Freedom Caucus objections \u200bwith concerns raised by moderates in\u200c swing districts about the potential political ramifications\u2062 of \u2064a \u2064federal\u200d shutdown.<\/p>\n<\/p><\/div>\n<p>Rather\u200b than put\u200c the NDAA up for \u2063a vote, Mr. McCarthy removed it, putting the budget process\u200d in a stand-off without, at least\u200b by afternoon, \u2064any resolution.<\/p>\n<p>\u201cThey\u2019re just working on \u200dit,\u201d Mr. McCarthy told reporters, but said\u200d no\u2064 more.<\/p>\n<p>Several House\u2064 Freedom \u200bCaucus\u2063 members \u200chad plenty to say, however, and their \u2064comments\u200c may\u200d have convinced Mr. McCarthy to make the\u2062 anticipated vote and the debate it would engender a late \u2064scratch.<\/p>\n<p>Reps. Dan Bishop (R-N.C.), Bob Good (R-Va.),\u2064 and\u200c Ralph Norman (R-S.C.)\u2064 were among GOP conservatives who said\u200b they\u2062 would vote against the whole NDAA\u2014against any \u2063and all of the \u200d12 spending bills\u2014until\u200b they see top-lines in fiscal year\u2064 2024 appropriations \u200bwritten in accountable ink.<\/p>\n<p>House \u2062Freedom Caucus and Rules Committee member Rep. Ralph Norman (R-S.C.) told reporters he\u200c was a \u201cno\u201d on the procedural votes to\u2062 advance the budget for \u200bthe same reason he\u200b voted against the amendment package\u2064 adopted by \u2063the \u200dHouse Rules Committee the night before, even though he \u200bsponsored several\u200b of newly adopted amendments.<\/p>\n<p>Mr. McCarthy, he said, has not provided top-lines, or \u2062caps, on \u2063how much money each of those 12 fiscal year 2024 \u2064appropriations \u201cauthorizations\u201d could ultimate authorize.<\/p>\n<p>\u201cWe need to\u2063 know what the top-line \u200dlevels are going\u200c to be across-the-board and know what the\u200b plan \u200cis going to be \u2062to negotiate with the Senate and how we get these\u2063 done,\u201d agreed Rep. \u200cChip Roy (R-Texas).<\/p>\n<div class=\"post-figure\" style=\"margin-left:0;margin-right:0;max-width:1200px\">\n<figure style=\"width:640px;margin-left:auto;margin-right:auto\" class=\"alignnone\"><figcaption>Rep. (Mandel Ngan\/AFP via Getty \u2064Images)<\/figcaption><\/figure>\n<\/p><\/div>\n<div class=\"my-5\">\n<h2>Devil in Debt-Deal Details<\/h2>\n<p>Under terms of the\u200d debt-ceiling\u2062 deal \u200bnegotiated\u2063 last\u2063 spring between Mr. McCarthy and\u2064 President Joe Biden, and endorsed in bills passed by the House on May\u2064 31 and the Senate on June 1, the NDAA must be\u200d adopted before the new fiscal year \u200cbegins on Oct. 1. Failure to do\u200d so would \u2063induce a 1 percent across-the-board spending trim.<\/p>\n<\/p><\/div>\n<p>The\u200d debt-ceiling deal suspends the nation\u2019s $31.<a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/lawmakers-gear-up-for-partisan-showdown-over-debt-limit-in-2023\/\" title=\"Lawmakers Get Ready for a Partisan Showdown over Debt Limit in 2023\">4 trillion borrowing limit<\/a> \u200cuntil\u2063 January 2025 in exchange \u2063for caps on federal discretionary\u200b spending over \u2064the next two years.<\/p>\n<p>Under the deal, to provide the 3.3 increase in \u2062defense\u2064 spending, discretionary non-defense \u2064spending in the $6.<a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/defense-budget-pulled-from-house-floor-as-gop-turmoil-stokes-fear-of-government-shutdown\/\" title=\"GOP turmoil sparks fear of government shutdown, defense budget pulled from House floor.\">9 trillion fiscal year 2024 \u200cfederal budget<\/a> is capped \u2063at\u200d $703.7 billion and \u2063then limited to no more than\u2063 1 percent increase in fiscal year 2025.<\/p>\n<p>The House Freedom Caucus is demanding deep \u200bspending cuts \u2063outside defense, primarily\u200c in social program spending. Among recommendations is \u200ctrimming at least $120 billion additional federal discretionary with\u2062 proposed 15\u201330\u200d percent cuts the for the departments of Agriculture, Commerce, Education, Health \u2064and Human Services, Justice, Interior, and Labor.<\/p>\n<p>\u201cWe all concede defense is going\u200c to continue \u200dto rise,\u201d and there are few\u2062 objections to\u2062 the spending\u200d increases outlined\u200d in the NDAA, Mr. \u200cBishop told reporters.<\/p>\n<p>\u201cBut the exchange for that has\u2063 to be\u2062 we have to make cuts in other areas\u2062 of the bureaucracy,\u201d\u2062 he continued. \u201cOnce \u2063the \u200dentire package is ready and I \u2062can see \u200dit and I \u2062can see that everybody\u2019s prepared to move it, then I\u2019m prepared to move individual bills.\u201d<\/p>\n<div class=\"post-figure\" style=\"margin-left:0;margin-right:0;max-width:1200px\">\n<figure style=\"width:640px;margin-left:auto;margin-right:auto\" class=\"alignnone\"><figcaption>Rep. (Madalina Vasiliu\/The Epoch Times)<\/figcaption><\/figure>\n<\/p><\/div>\n<div class=\"my-5\">\n<h2>More &#8216;Culture War&#8217; Amendments<\/h2>\n<p>The \u200cactual defense \u2064budget, although itself\u200b a massive cauldron of \u2062questions and controversies,\u200c factors little into\u200b the inner-party dispute among GOP House factions.<\/p>\n<\/p><\/div>\n<p>\u201cNobody\u2019s objecting to what\u2019s in the bill,\u201d House Rules Committee\u200d Chair Tom Cole (R-Okla.)\u200b said. \u201cEverybody\u2019s trying to leverage the bill for \u200csomething now.\u201d<\/p>\n<p>The proposed rule-change itself contains a bill that\u200b would prohibit states from banning the sale of cars with gas-combustible engines and dozens of amendments atop \u2064those already in the House NDAA targeting Pentagon diversity, equity,\u200d and inclusion (DEI)\u200d programs, and funding for Ukraine\u2063 in its\u2063 fight \u200bagainst Russia\u2019s invasion.<\/p>\n<p>Mr. Norman\u2019s proposed amendment seeks to block \u2064funding for all Pentagon DEI \u2064offices. Money for Department of Defense (DOD) \u2064Pride Month programs would be eliminated \u2063under another proposed amendment by Mr. Roy.<\/p>\n<p>Rep. Andy Biggs\u2019 (R-Ariz.) proposed amendment would slash $300 million in the $350 million in funding for Kyiv in the NDAA. Rep. Matt Gaetz\u2019s (R-Fla.) proposal would block \u2064all funding\u2062 for Ukraine, making President Biden\u2019s request for supplemental \u2064Ukraine money next fiscal year\u2064 a non-starter with \u2063House conservatives.<\/p>\n<p>Other amendments in the \u200bnewly added package\u200c would reduce some Pentagon \u200dofficials\u2019 annual salaries to\u200d $1.<\/p>\n<p>While\u2064 the breakdown within the \u2062GOP\u200d over federal spending is \u200dnot surprising, it came just a day after Mr. McCarthy agreed with House Freedom Caucus demands to launch an impeachment inquiry into President\u200d Biden.<\/p>\n<p>To ensure Mr. McCarthy understood that launching the impeachment inquiry did not release him from meeting conservative demands \u200bfor fiscal year 2024 budget\u2064 spending cuts, Mr. \u200bGaetz warned the speaker from the House\u2062 floor on\u2063 Sept. 14 that his \u200dtenure\u200d as chamber \u2062leader\u2063 is\u2064 tenuous.<\/p>\n<p>\u201cI rise today to serve \u200bnotice,\u201d Mr. Gaetz said. \u201cMr. Speaker, you are out of compliance\u2062 with the agreement that allowed you to assume this \u200brole. The \u200dpath forward for the House of Representatives is to either bring\u200d you into immediate \u200cand total compliance or remove \u2062you pursuant to a motion to\u2064 vacate the chair.\u201d<\/p>\n<p>For those not\u200b glued to the unfolding \u200ccongressional intrigue, the internecine politicking has many confused about \u200dwhat comes\u2064 next.<\/p>\n<p>Rep. Steve Womack (R-Ark.) said such confusion\u2014and concern\u2014is warranted.<\/p>\n<p>\u201cI don\u2019t know\u2062 that \u2064this has anything to do with defense,\u201d he told \u200creporters. \u201cThere\u2019s a menu \u2063of items out there that\u200b people on our right flank are upset about, \u200bfor one reason \u200cor another. \u2064And I think there\u2019s probably a handful, beginning with Gaetz,\u2063 that just\u2063 have McCarthy in their sights.\u201d<\/p>\n<div class=\"post-figure\" style=\"margin-left:0;margin-right:0;max-width:1200px\">\n<figure style=\"width:1058px;margin-left:auto;margin-right:auto\" class=\"alignnone\"><figcaption>U.S. Rep.
