Gavin Newsom\u2019s signature in the coming weeks.<\/p>\n<p>The new bill expands on Ms. Skinner\u2019s 2019 now-passed \u200dlegislation\u2014which permanently banned such suspensions statewide for grades TK\u20138 until 2025\u2014by extending such suspensions for all grades TK\u201312 by the fall\u2062 of 2024.<\/p>\n<p>It would also ban the \u200dsuspension or expulsion of students because of tardiness or truancy.<\/p>\n<div class=\"my-5\">\n<p>When she introduced \u200bthe bill in a <a href=\"https:\/\/sd09.senate.ca.gov\/news\/20230201-sen-skinner-announces-bill-eliminate-willful-defiance-suspensions\" target=\"_blank\" rel=\"noopener\">Feb. 1 press release<\/a>, Ms. Skinner \u200bargued such suspensions lead to students dropping out and exacerbate learning loss at a time when many are still behind due to the COVID-19\u200d pandemic.<\/p>\n<\/p><\/div>\n<div class=\"post-figure\">\n<figure style=\"width:600px\" class=\"alignnone\"><figcaption>State Sen.\u2064 Nancy Skinner, D-Berkeley, chair of the \u2062Senate\u200b budget committee, calls for \u200bpassage of the state\u200d budget at the Capitol\u2064 in Sacramento on June 27, 2023. (AP Photo\/Rich Pedroncelli)<\/figcaption><\/figure>\n<\/p><\/div>\n<p>Ms. \u200dSkinner also said such <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/california-bill-banning-student-suspensions-for-defying-teachers-disrupting-classes-passes-legislature\/\" title=\"California legislature passes bill banning student suspensions for defying teachers and disrupting classes.\">suspensions disproportionately \u200caffect black \u2062male students<\/a>,\u2062 citing a 2018 study that reported they are three \u200ctimes more likely\u200b to\u200c be \u200csuspended for willful defiance \u2062than the statewide average.<\/p>\n<p>\u201cSB 274 is based on a simple premise: students belong \u200din school,\u201d Ms. Skinner said in the press release. &#8220;Instead of \u2064kicking them out of school, we \u200bowe\u2062 it to students to figure out what\u2019s causing them \u200cto act out and help them fix it.\u201d<\/p>\n<p>The \u200d<a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/california-bill-would-ban-student-suspensions-for-defying-teachers-disrupting-classes\/\" title=\"California Bill Would Ban Student Suspensions for Defying Teachers, Disrupting Classes\">proposed policy reflects<\/a> a nationwide trend of replacing\u200c disciplinary actions with what\u2019s called a \u201crestorative justice\u201d approach\u2014which focuses on mediation over punishment.<\/p>\n<div class=\"my-5\">\n<p>However,\u200c Davina Keiser, a retired educator who taught for 40 years in the Long Beach Unified School District, told the \u200dEpoch Times <a href=\"https:\/\/www.theepochtimes.com\/us\/california-bill-would-ban-student-suspensions-for-defying-teachers-disrupting-classes-5050316\" target=\"_blank\" rel=\"noopener\">in a previous interview<\/a> that disruptive behavior was often\u2063 &#8220;detrimental to the learning of everybody else in the classroom.\u201d<\/p>\n<\/p><\/div>\n<p>\u201cIt&#8217;s almost like a license for the \u200drest of the kids to \u2063go ahead and misbehave,\u201d she said.<\/p>\n<p>Ms. Keiser still serves \u2064as a substitute teacher for the district and is the president of the education nonprofit Del Rey Education.<\/p>\n<p>\u201cAs teachers,\u2064 I wanted students to\u2062 know that there are boundaries, and they have to stay within those,\u201d she said.\u200d \u201cI always felt like it didn&#8217;t matter if a student is an ethnic minority or not. We&#8217;re supposed to <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/us-womens-soccer-team-kneels-for-anthem-wears-black-lives-matter\/\" title=\"US Women's Soccer Team Kneels for Anthem, Wears 'Black Lives Matter'\">provide equal opportunity<\/a> for all students.
