SB 447 replaces Assembly Bill 1887 with\u2062 an outreach campaign that\u200b seeks to boost LGBT inclusivity and acceptance in states identified \u200das having allegedly discriminatory laws. The bill was passed by the state Senate on Tuesday \u2062by a vote of 31-6. It was\u2064 earlier passed by the state Assembly \u200don Monday by 64-12.<\/p>\n<\/blockquote><\/div>\n<p>It now heads to\u2062 the state\u2019s Democrat Governor Gavin Newsom for final\u200c approval, who has time until Oct. 14 to sign \u2062it into \u2063law. But now, travel \u2063to 26 states or more than half of the United States has been restricted.<\/p>\n<p>\u201cIn many instances, the travel ban has inadvertently caused California to isolate its\u2063 services and citizens \u200din a time when we\u200c are leading the nation in ensuring inclusivity and freedom,\u201d said Democratic Assemblymember Rick Zbur, according to AP.<\/p>\n<p>SB\u200b 447 was \u200bauthored by State Senator Toni G.\u2064 Atkins (D-Calif.), \u2064who is the first openly LGBT individual to lead the California legislature \u2063as\u200b a Senate president. The bill will create a fund aimed to push \u200b\u201cinclusive messaging,\u201d according to a Sept. 11 news release by\u200b the senator.<\/p>\n<div class=\"shortcode post-related-videos\">\n<div class=\"lazyload-wrapper\">\n<div class=\"lazyload-placeholder\"><\/div>\n<\/p><\/div>\n<\/p><\/div>\n<div class=\"my-5\">\n<blockquote>\n<p>In a July <a href=\"https:\/\/www.theepochtimes.com\/us\/california-expands-travel-ban-list-over-gender-ideology-to-half-the-country-5411860\" target=\"_blank\" rel=\"noopener\">interview<\/a> \u2063 with The Epoch Times, Nicole Pearson, attorney and founder \u2062of constitutional law firm \u201cFacts Law \u2062Truth Justice,\u201d said that California legislators overstepped their bounds while passing SB 447.<\/p>\n<\/blockquote><\/div>\n<div class=\"my-5\">\n<blockquote>\n<p>\u201cCalifornia has gone from passive-aggressively forcing its pro-abortion\u2063 and gender-affirming-care agenda by\u2064 <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/uk-may-ease-ccp-virus-lockdown-from-march-foreign-secretary-says\/\" title=\"UK May Ease CCP Virus Lockdown From March, Foreign Secretary Says\">banning travel<\/a>, to actively pushing it on other\u2064 states with other \u200dlegislation including SB 447,\u201d \u200cshe said. Ms. Pearson found the bill smacking of\u2064 unconstitutionality.<\/p>\n<\/blockquote><\/div>\n<h2>Travel Restrictions and Financial Implications<\/h2>\n<p>The passage of SB\u200b 447 came\u2062 months after California\u2019s State \u200bAttorney General <a href=\"https:\/\/www.theepochtimes.com\/us\/california-expands-travel-ban-list-over-gender-ideology-to-half-the-country-5411860\" target=\"_blank\" rel=\"noopener\">expanded<\/a> <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/british-coronavirus-variant-found-in-traveller-to-sweden-health-agency\/\" title=\"British coronavirus variant found in traveller to Sweden \u2013 health agency\">travel restrictions<\/a> under Assembly Bill 1887 to three states in July\u2014Missouri, Nebraska, and Wyoming. \u200dThese states had passed laws restricting transgender students from participating in <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/tenn-gov-lee-transgender-athletes-would-destroy-womens-sports\/\" title=\"Tenn. Gov. Lee: Transgender athletes would \u2018destroy women\u2019s sports\u2019\">school sports teams<\/a> that do not align with their biological sex.<\/p>\n<p>In a\u200b July 14 press release, Mr. Bonta had called the laws in the states \u201cdiscriminatory\u201d and constituting a \u201cclear \u200ccase of government overreach.\u201d If SB 447 comes into effect, the July travel restrictions would also be \u2062repealed.<\/p>\n<div class=\"my-5\">\n<blockquote>\n<p>In a Sept. 7 <a href=\"https:\/\/twitter.com\/CAFamily\/status\/1699513316023103813\" target=\"_blank\" rel=\"noopener\">post<\/a> on X, nonprofit advocacy CA Family Council slammed SB 447 as a\u2064 \u201cnationwide marketing campaign to promote LGBTQ+ ideology\u200b in red states.\u201d<\/p>\n<\/blockquote><\/div>\n<div class=\"my-5\">\n<blockquote>\n<p>In a July <a href=\"https:\/\/www.theepochtimes.com\/us\/california-expands-travel-ban-list-over-gender-ideology-to-half-the-country-5411860\" target=\"_blank\" rel=\"noopener\">interview<\/a> with The Epoch Times, Erin Friday,\u200c a co-leader \u2064at advocacy\u200b \u201cOur\u2063 Duty\u201d that focuses on safeguarding minors from <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/flashback-teacher-sues-school-board-after-being-fired-he-refused-to-compromise-on-trans-pronouns\/\" title=\"Flashback: Teacher Sues School Board After Being Fired \u2013 He Refused To Compromise on Trans Pronouns\">transgender ideology<\/a>, questioned SB 477\u2019s financial implications.<\/p>\n<\/blockquote><\/div>\n<p>While California is suffering \u200cfrom a declining economy, \u2062budget shortfalls, and exodus \u2063of businesses, some Democrat lawmakers want to use state funds to promote transgenderism\u200c in other states through legislation like SB \u2063447, she said.<\/p>\n<p>The Senate\u200d appropriations committee stated that the Governor\u2019s Office of Business and Economic Development (GO-Biz) would have to shell out more than half\u200b a million dollars in annual \u200cstaffing costs to implement proposals made under the bill.<\/p>\n<p>If sufficient donations are not raised to fund SB 447 as expected,\u2062 the bill will result in cost pressure, the magnitude of which is \u201cunknown, but potentially significant,\u201d the committee had warned.<\/p>\n<div class=\"my-5\">\n<blockquote>\n<p>In April, a city ordinance\u200b in San Francisco which sought to boycott anti-LGBTQ states was repealed after seven years \u2063in effect. A report found that the ordinance \u2064contributed to \u2062rising expenses for the city, with officials admitting that it did not produce\u2063 the expected outcome.<\/p>\n<\/blockquote><\/div>\n<h2>Promoting LGBT in California<\/h2>\n<p>SB 447\u2064 is California\u2019s latest \u2064push to promote an LGBT agenda. The state had previously implemented several pro-LGBT laws and is also promoting such ideologies in educational institutions.<\/p>\n<div class=\"post-figure\">\n<figure style=\"width:600px\" class=\"alignnone\"><figcaption>A file photo of the Progress Pride flag. (Angela Weiss\/AFP via Getty\u200d Images)<\/figcaption><\/figure>\n<\/p><\/div>\n<div class=\"my-5\">\n<blockquote>\n<p>In \u200cJune, California\u2019s Department of Education and legislators <a href=\"https:\/\/www.theepochtimes.com\/us\/california-leaders-demand-more-diversity-lgbt-themes-in-schools-5349931\" target=\"_blank\" rel=\"noopener\">called<\/a> on textbook publishers to add more \u200d\u201cdiversity\u201d in educational resources and materials, including promoting LGBT themes.<\/p>\n<\/blockquote><\/div>\n<p>\u201cMany of our textbooks haven\u2019t kept up with that diversity. This is a chance to diversify those narratives,\u201d Superintendent of Public\u200c Instruction Tony Thurmond\u2062 said during a press conference.<\/p>\n<p>\u201cThis is all happening against the backdrop\u200c of where you have governors in other states literally trying to strip out any representation about race, about the experience of LGBT students, students \u200cwith \u200bdisabilities. \u2063California\u2019s going in the other \u200bdirection.\u201d<\/p>\n<p>Mr. Thurmond also vowed to increase oversight on school boards\u200d that resist in<\/p>\n<\/div>\n","protected":false},"excerpt":{"rendered":"<p>California lawmakers have approved SB 447, a bill that overturns a previous law (AB 1887) prohibiting publicly funded travel to states with anti-LGBTQ measures.
