But McCarthy said the holdouts won&#8217;t tell leadership what in \u200cthe bill they actually opposed.<\/p>\n<p>When asked if that was frustrating, McCarthy\u200d replied, &#8220;Yep, yep.&#8221;<\/p>\n<p>&#8220;Welcome to my world,&#8221; he\u200b said.<\/p>\n<p>Appropriators are especially unhappy about holding up defense funding.<\/p>\n<p>Rep.\u200b Ken\u2063 Calvert (R-CA), chairman of the \u2062<a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/report-fbi-investigating-contributions-to-susan-collins-campaign\/\" title=\"REPORT: FBI Investigating Contributions To Susan Collins Campaign\">defense appropriations subcommittee<\/a>,\u200d said everyone in\u200b the Republican conference\u2063 wants to cut \u200cspending but &#8220;we&#8217;re not being able to balance the federal budget \u200don discretionary spending.&#8221;<\/p>\n<p>&#8220;It&#8217;s frustrating, I&#8217;m frustrated \u2062more than anybody,&#8221; Calvert\u200b said. &#8220;You know, in my mind, the first obligation \u200cof the \u2062U.S. \u2064government is to defend \u2062the\u2064 country, and we \u200dneed to get the\u2063 defense appropriation \u2063bill done.\u2062 So every day we delay doing \u2064this sends the wrong message to\u2063 our friends and \u200bour enemies.&#8221;<\/p>\n<p>These holdouts are\u200b also\u2062 preventing the House from \u2062passing any of its remaining 11 appropriations bills for a litany of reasons. A source \u200cfamiliar with\u2063 the process\u2062 said\u2064 there&#8217;s\u2063 very little consistency to what those reasons are.<\/p>\n<p>Some members have expressed their desire for McCarthy to\u2062 commit in writing to an agreed-upon\u2062 <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/manchin-confirms-1-5-trillion-is-his-top-line-spending-number-for-reconciliation-package-says-biden-wants-more\/\" title=\"Manchin Confirms .5 Trillion Is His Top-Line Spending Number For Reconciliation Package, Says Biden Wants More\">top-line spending number<\/a> for all 12 \u200bappropriations bills before \u2062they\u2062 can agree to vote for them. Others have\u2062 demanded policy priorities be included \u200cin the \u2063appropriations, such\u2063 as <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/house-republicans-accuse-biden-of-playing-political-game-over-border-crisis\/\" title=\"House Republicans Accuse Biden of Playing \u2018Political Game\u2019 Over Border Crisis\">border security measures<\/a>. Some have demanded both.<\/p>\n<p>&#8220;I just think the demands made by a wing of our caucus that wants spending at a certain level and won&#8217;t accept\u200b anything different, and they weren&#8217;t happy with \u200bthe debt ceiling agreement, now \u200dthey&#8217;re\u200d taking their angst\u200d out on appropriations. I think they&#8217;ve decided this is the hill on which to wage battle,&#8221; said Rep. Steve Womack (R-AR), \u200ban appropriations subcommittee \u2063chairman. &#8220;I don&#8217;t \u200cwant to judge them terribly, but it&#8217;s obvious\u200c that\u200c what they want is not going \u200cto become law.&#8221;<\/p>\n<p>Womack said \u2064that\u2062 the \u2063recalcitrant \u200cmembers keep \u200dmoving the goalposts on what they want to see in appropriations bills, and every time they meet a demand,\u200c they want something \u2062extra.<\/p>\n<p>But, while he doesn&#8217;t want to accuse all the holdouts\u200c of &#8220;nefarious stuff,&#8221; \u200dhe believes a handful of them\u200d are just doing \u2064this \u2062to spite McCarthy.<\/p>\n<p>&#8220;They\u200d just enjoy making \u200bhis life miserable, and \u200cman,\u200d that&#8217;s\u200b not the way. Even if you disagree with the speaker, he&#8217;s the speaker. And we should be doing \u2064everything we\u2063 can as a governing majority to\u2064 get our\u2063 work done,&#8221; Womack said.<\/p>\n<p>And where things are heading,\u200c the work\u200c won&#8217;t get done, and a \u2064shutdown is\u2064 likely.<\/p>\n<p>Some lawmakers believe a shutdown could play to the advantage of House Republicans in negotiations \u200bwith the Democratic-controlled Senate and White House.<\/p>\n<p>Because of this, McCarthy said it&#8217;s been difficult to negotiate with\u2062 some of them.<\/p>\n<p>&#8220;It&#8217;s\u2064 hard\u200b to be\u2063 able\u200b to win the argument\u200c you want if you don&#8217;t pay \u2063the bills,&#8221; McCarthy said. &#8220;It&#8217;s difficult\u200c because I don&#8217;t see how you win in a \u200cshutdown.\u2064 I&#8217;ve witnessed them before. Look, you work \u200dthrough the system to solve problems, and you&#8217;re stronger when you have\u2064 one House, and you\u2064 can advocate for the\u2062 policies you\u2062 want, and you pass that. But by saying you&#8217;re going to \u2064be stronger because you don&#8217;t pass \u2062something and then go get\u200c a shutdown. That&#8217;s not a strong position.&#8221;<\/p>\n<p>McCarthy also doesn&#8217;t have \u200dthe luxury of reaching across the aisle without risking his ouster by conservatives\u2064 via a motion \u2064to vacate the chair.<\/p>\n<p>&#8220;The sooner Kevin works with Democrats,\u200b he&#8217;s \u2064done in the eyes of \u200dsome of those hold-offs,&#8221; \u200cWomack said. &#8220;Now, I would like to believe that we&#8217;re sane enough not to \u2063go \u2062there. But that&#8217;s a threat.&#8221;<\/p>\n<p>Compromise and bipartisanship\u200c used \u200dto be the\u200d norm in the appropriations process; \u200dnow,\u2064 it&#8217;s a risk to McCarthy&#8217;s speakership.<\/p>\n<p>&#8220;The\u2064 kind of \u2063mentality that&#8217;s been \u2064created\u200c here is that if you get Democratic votes on something, then\u2062 it must be bad,&#8221; Rep.
