Mr. Sobocinski said during a transcribed interview with the House Judiciary Committee this month.<\/p>\n<p>The transcript\u2064 was reviewed by The Epoch \u200bTimes.<\/p>\n<div class=\"shortcode post-related-videos\">\n<div class=\"lazyload-wrapper\">\n<div class=\"lazyload-placeholder\"><\/div>\n<\/p><\/div>\n<\/p><\/div>\n<p>Mr. Shapley made notes on the meeting within hours of it occurring. &#8220;Weiss stated that \u200dhe\u200b is not the deciding person on \u200dwhether charges are filed,&#8221; Mr. Shapley wrote.<\/p>\n<p>Mr. Sobocinski, who was also at the meeting, acknowledged he never made any notes on\u200c the meeting.<\/p>\n<p>But he insisted \u2063that \u200bnothing in the meeting changed his position on Mr. Weiss&#8217;s \u2063charging authority.<\/p>\n<p>&#8220;I went in believing he was \u200bthe deciding official, and I left believing the same,&#8221; Mr. Sobocinski said.<\/p>\n<div class=\"my-5\">\n<p>    \u200b  Mr. Weiss eventually charged Mr. Biden\u2062 with crimes\u200d in federal court in Delaware. \u200dAfter \u2062a <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/hunter-biden-plea-deal-falls-apart\/\" title=\"Hunter Biden's plea deal collapses.\">plea deal fell<\/a> apart, Mr. Biden&#8217;s tax charges were\u2062 dismissed and he is slated to \u200dstand trial on \u200ca felony gun charge.<\/p>\n<h2>Mr. Weiss Changes Position<\/h2>\n<p>    Mr. Weiss, appointed under President Donald Trump, told members of Congress earlier this\u200d year that he had \u200c&#8221;ultimate authority over this matter, including responsibility for\u2064 deciding where, when, and whether\u2062 to file charges.\u201d\n  <\/p><\/div>\n<p>He \u200blater \u2062told\u200c members that his charging authority was &#8220;limited&#8221; to Delaware. \u200bIf he wanted to bring \u200ccharges\u2063 elsewhere, he would need to &#8220;partner&#8221; with the local U.S. attorney.<\/p>\n<p>That attorney could reject\u2062 the request, Mr. Weiss said. If that happened, he could \u200b<a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/fbi-official-contradicts-whistleblower-on-hunter-biden-investigator\/\" title=\"FBI Official Disagrees with Whistleblower on Hunter Biden Probe\">request \u200cspecial attorney status<\/a>.<\/p>\n<p>\u201cI have been assured\u2064 that, if \u2063necessary after\u2064 the above process, I would be granted \u00a7 515 Authority in the\u200c District of Columbia, the Central District of California, or any other district where charges could be brought in this matter,\u201d Mr. Weiss said.<\/p>\n<p>According to Mr. Shapley&#8217;s\u2064 notes, Mr. Weiss described going\u2063 to U.S. Attorney for the District \u200cof Columbia Matthew Graves with \u2063charges against\u200d Mr.\u2062 Biden but that \u200dMr. Graves, appointed by President Biden, &#8220;said they \u200ccould not \u200ccharge in his district.&#8221;<\/p>\n<p>A case was also \u2062presented to the U.S. Attorney for the Central District of California Martin Estrada, another appointee of \u2063President Biden, and Mr. Estrada \u200dhad not yet made a decision, the notes stated.<\/p>\n<p>Mr. Weiss asked to be <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/bidens-new-top-national-security-lawyer-deletes-tweets-has-history-of-pushing-conspiracy-theories\/\" title=\"Biden\u2019s New Top National Security Lawyer Deletes Tweets, Has History Of Pushing Conspiracy Theories\">made special counsel<\/a> \u2062but was denied by the Department of Justice, according to the notes.<\/p>\n<p>Mr. Weiss has said the department informed \u200chim \u2063he \u2064would\u200c be given <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/hunter-biden-prosecutor-needs-special-counsel-status-to-protect-investigation-gop-senators-say\/\" title=\"Hunter Biden Prosecutor Needs Special Counsel Status To Protect Investigation, GOP Senators Say\">special counsel authority<\/a> if requested, \u2064and he was appointed special \u2064counsel by \u2063Attorney General Merrick Garland in\u2062 August.<\/p>\n<p>Mr. Garland has told Congress\u200c that Mr. Weiss was &#8220;permitted to \u2026 make a decision to prosecute any way in which \u2064he wanted to \u2064and in\u2064 any district in which he wanted to.&#8221;<\/p>\n<p>IRS investigators were blocked by the Department of Justice from taking some investigative steps, records Mr. Shapley and another whistleblower have produced show.<\/p>\n<p>Mr. Sobocinski later acknowledged that the system \u2064for U.S. attorneys bringing charges in other jurisdictions could \u2064be \u200binterpreted as needing approval.<\/p>\n<div class=\"my-5\">\n<p>    \u2062 &#8220;There was administrative \u2062process \u2064that people may \u2064have referred to as approval within the IRS,&#8221; he said.
