We put them in what we call a team center, and they&#8217;re being monitored by a learning coach,\u200d and they Zoom\u200b right back into the class they get pulled \u200bfrom.&#8221;<\/p>\n<\/p><\/div>\n<h2>Cameras \u2064in Classrooms<\/h2>\n<p>Houston isn\u2019t alone \u200bin its camera strategy. Elementary schools are scheduled to get cameras in the \u200cspring. The cost for \u200bthe project\u2064 is around $2\u2064 million,\u2064 and once installed, the cameras provide a \u2063360-degree view of \u200dthe room.<\/p>\n<\/p><\/div>\n<div class=\"my-5\">\n<p>&#8220;That safety net there for our staff and for our students is\u2064 very important,&#8221; <a href=\"https:\/\/www.wjcl.com\/article\/superintendent-says-they-will-help-investigate-situations-and-help-teacher-record-lessons\/45027824\" target=\"_blank\" rel=\"noopener\">said<\/a> Ellingham County superintendent Yancy Ford,\u2064 Ed.D, to local station WTOC.<\/p>\n<\/p><\/div>\n<p>&#8220;If there&#8217;s an issue that they bring \u2062to the\u200b administration&#8217;s attention, we want to be\u2064 able to have\u200c some tool to use,\u200b whether it&#8217;s bullying, whether there&#8217;s one child bothering another child,&#8221;\u200b he said.<\/p>\n<p>Most schools (91 percent) already used cameras to \u200dmonitor hallways, doors, and outside \u200dareas, during the 2019\u20132020 school year, according\u2064 to\u200d the\u2063 National Center for Education Statistics (NCES). But bullying in schools has continued\u200c to escalate.<\/p>\n<div class=\"my-5\">\n<p>Specifically, 40 percent of youth reported being\u2062 bullied on school property in the past year, according to the Boys &#038; Girls\u200c Clubs\u2063 of America&#8217;s Youth Right Now 2023 <a href=\"https:\/\/bgca.org\/about-us\/youth-right-now\" target=\"_blank\" rel=\"noopener\">survey<\/a>, and 38 percent didn&#8217;t tell an adult. The report surveyed over 130,000 children aged between 9 and 16 and is\u2063 considered the nation&#8217;s <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/big-pharma-funded-researchers-churn-out-biased-studies-promoting-gender-transitions-for-children\/\" title=\"Big Pharma Funded Researchers Churn Out Biased Studies Promoting Gender Transitions for Children\">largest data set<\/a> on kids \u2063and teens, the Boys &#038; Girls Clubs says.<\/p>\n<\/p><\/div>\n<p>In \u200baddition \u2063to bullying, parental concerns over curriculum\u200c post-COVID have increased, and some lawmakers,\u200d such as Iowa Republican State Rep. \u200bNorlin\u2062 Mommsen, Florida Republican State Rep. Bob Rommel, and Rep. Bob\u2064 Good \u2063(R-Va.)\u2062 see cameras in\u200b classrooms as a way to encourage parental involvement and hold teachers accountable to parents.<\/p>\n<p>Others are concerned about violence and shootings at schools.<\/p>\n<div class=\"my-5\">\n<p>In 2022, \u2063there were 305 school shooting incidents, <a href=\"https:\/\/k12ssdb.org\/all-shootings\" target=\"_blank\" rel=\"noopener\">according<\/a> to the K-12 School Shooting Database\u2014a \u200csignificant increase from 2021&#8217;s 250. And \u2064so far,\u200b for 2023, the K-12 School Shooting\u200c Database \u200bhas recorded 231 shooting incidents. The database\u2062 includes incidents when &#8220;a gun\u2063 is \u200dbrandished, is fired, or a <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/fact-check-democrats-distort-the-record-on-guns-after-nashville-shooting\/\" title=\"Fact check: Democrats distort the record on guns after Nashville shooting\">bullet hits school property<\/a> for any reason,&#8221; the website states. It also includes &#8220;gang shootings, \u2063domestic violence,\u2062 shootings at sports games and afterhours school events,\u200d suicides, fights that escalate into shootings,\u200c and accidents.&#8221;<\/p>\n<\/p><\/div>\n<div class=\"my-5\">\n<p>The FBI characterizes crime \u200cin schools \u2064and colleges as &#8220;one of the most troublesome social problems in \u2064the nation today. Not only does it affect\u200d those involved in\u2064 the criminal incident, but it \u2063also hinders societal growth and stability,&#8221; \u200cthe agency&#8217;s report on Crime \u2064in School and Colleges <a href=\"https:\/\/ucr.fbi.gov\/nibrs\/crime-in-schools-and-colleges\" target=\"_blank\" rel=\"noopener\">states<\/a>.<\/p>\n<\/p><\/div>\n<div class=\"my-5\">\n<p>Despite the possible\u200d benefits \u200cof cameras in \u200dthe classroom, some schools and counties, like\u200b Kansas City Kansas Public Schools (KCKPS), have been forced to axe plans for classroom cameras due to fierce opposition and <a href=\"https:\/\/www.kansascity.com\/news\/local\/education\/article271580997.html\" target=\"_blank\" rel=\"noopener\">claims<\/a> of privacy\u2063 invasion.<\/p>\n<\/p><\/div>\n<h2>Cameras in Classrooms<\/h2>\n<p>For students who reported experiencing bullying, 46.7 percent said\u200c the bullying occurred \u2063in a\u200c classroom, <a href=\"https:\/\/nces.ed.gov\/pubs2022\/2022031.pdf\" target=\"_blank\" rel=\"noopener\">according<\/a> to NCES.<\/p>\n<div class=\"my-5\">\n<p>Further, the National Institute of Health (NIH) <a href=\"https:\/\/www.ncbi.nlm.nih.gov\/pmc\/articles\/PMC6691415\/\" target=\"_blank\" rel=\"noopener\">reports<\/a> \u200cthat bullying often \u200doccurs in &#8220;close proximity of teachers,&#8221; but teachers &#8220;underestimate the extent of \u2064bullying&#8221; because they \u2063lack the full context\u2064 of what&#8217;s happening. \u200dThat&#8217;s when cameras\u2064 can be an effective tool, camera proponents claim.<\/p>\n<\/p><\/div>\n<p>As a warning, the NIH adds, &#8220;School bullying is considered\u200b a \u2062common precursor of youth violence.&#8221;<\/p>\n<div class=\"post-figure\" style=\"margin-left:0;margin-right:0;max-width:1200px\">\n<figure style=\"width:640px;margin-left:auto;margin-right:auto\" class=\"alignnone\"><figcaption>Ilham Tohti, a Uyghur professor of economics, delivers his lecture under a\u2064 security surveillance \u200dcamera mounted above the teacher&#8217;s podium in a classroom in Beijing on June 12, 2010. Brown\/AFP \u200bvia\u200c Getty \u2062Images)<\/figcaption><\/figure>\n<\/p><\/div>\n<div class=\"my-5\">\n<p>According to <a href=\"https:\/\/nside.io\/2021\/04\/16\/how-camera-systems-can-improve-school-safety\/\" target=\"_blank\" rel=\"noopener\">nSide<\/a>, a school safety\u2063 organization that helps schools prepare\u200c for emergencies, installing \u2064cameras on school campuses &#8220;reduced recorded instances of bullying up to 70 percent.&#8221;<\/p>\n<\/p><\/div>\n<div class=\"my-5\">\n<p>Mr. Ford agreed and <a href=\"https:\/\/www.wtoc.com\/2023\/04\/20\/cameras-be-installed-all-classrooms-effingham-co-public-schools\/\" target=\"_blank\" rel=\"noopener\">told<\/a> \u200cWTOC, &#8220;If that \u2063one child thinks not to harm another child\u2064 or bully \u2062another child because\u2063 there&#8217;s a camera in the room, then we may have saved that other child&#8217;s life because we don&#8217;t know how long it&#8217;s been going on or where \u2064it&#8217;s been going on.&#8221;<\/p>\n<\/p><\/div>\n<p>Several lawmakers advocate\u2063 cameras to provide\u2062 parents access to the curriculum \u200band teaching methods.<\/p>\n<div class=\"my-5\">\n<p>In February 2022,\u2062 Mr. Mommsen introduced <a href=\"https:\/\/www.legis.iowa.gov\/legislation\/BillBook?ga=89&#038;ba=HF2177\" target=\"_blank\" rel=\"noopener\">House File 2177<\/a> in Iowa, which proposed putting cameras in each classroom \u2063so parents could access live video feeds. The purpose of the cameras, Mr. Mommsen <a href=\"https:\/\/iowatorch.com\/2022\/02\/10\/iowa-house-bill-livestreaming-public-school-classrooms-dead-for-session\/\" target=\"_blank\" rel=\"noopener\">told<\/a> The Iowa Torch, was to &#8220;showcase the great \u200bwork\u2064 our teachers do and continue the parent involvement that \u2062has\u200c begun since COVID.&#8221;<\/p>\n<\/p><\/div>\n<p>Mr. Mommsen also saw the measure \u200das a way for teachers to be more\u200c transparent\u200b to \u2063parents about their curriculum and teachings. He told the Des Moines Register, &#8220;I look at it like remote learning; \u2062it did spark parental interest\u2064 in what was going on in the schools, and that&#8217;s what I was trying to nurture \u200band\u2063 continue.&#8221;<\/p>\n<div class=\"post-figure\" style=\"margin-left:0;margin-right:0;max-width:1200px\">\n<figure style=\"width:640px;margin-left:auto;margin-right:auto\" class=\"alignnone\"><figcaption>Lucie\u2064 found healing \u2063from severe childhood\u200b bullying and now works\u200d as a passionate young\u2062 missionary in Paris. (Courtesy of Rebecca Friedlander)<\/figcaption><\/figure>\n<\/p><\/div>\n<div class=\"my-5\">\n<p>Similarly, in Florida, Mr. Rommel introduced <a href=\"https:\/\/www.flsenate.gov\/Session\/Bill\/2022\/1055\" target=\"_blank\" rel=\"noopener\">HB \u200d1055<\/a>: Video Cameras in Public \u2064School\u2064 Classrooms, which would have required Florida public school teachers to \u200cwear\u200b microphones, and\u200c be recorded by video cameras in their\u200d classrooms.<\/p>\n<\/p><\/div>\n<div class=\"my-5\">\n<p>Mr. Rommel <a href=\"https:\/\/twitter.com\/bob_rommel\/status\/1492213977941782537\" target=\"_blank\" rel=\"noopener\">said<\/a> \u2063on X in February 2022, \u200d&#8221;Our children must have a world-class education, \u200band we must take every precaution to keep them \u200dsafe. \u200cSafe \u2064from bullying, safe from abuse, and\u2062 safe from teachers \u200cwith an ideological agenda.\u2064 The \u2062key is to make our classrooms transparent and accountable.<\/p>\n<\/p><\/div>\n<p>&#8220;That&#8217;s why \u200cI \u200bfiled legislation to put security cameras in every Florida classroom. While the radical Left wants to take control of our kids, conservatives want to keep parents in charge.&#8221;<\/p>\n<p>Both HF 2177 and HB 1055 failed to \u2062pass during the legislative session.<\/p>\n<div class=\"post-figure\" style=\"margin-left:0;margin-right:0;max-width:1200px\">\n<figure style=\"width:640px;margin-left:auto;margin-right:auto\" class=\"alignnone\"><figcaption>Kids heading home after school in Albany, Western \u200dAustralia, on Aug. \u200b28, \u200d2023. Mr. Good <a href=\"https:\/\/twitter.com\/RepBobGood\/status\/1552105990493011969?t=bie9cC88iHKNWH5N2R3iDg&#038;s=09&#038;emci=b0f44b1b-f00d-ed11-b47a-281878b83d8a&#038;emdi=3a2f705a-f50d-ed11-b47a-281878b83d8a&#038;ceid=18030421\" target=\"_blank\" rel=\"noopener\">posted<\/a> \u2064on\u2063 X a portion of his July 2022 \u2063speech at a \u200cCampbell County School Board meeting in Virginia: &#8220;The silver lining of\u200d what we \u2063all went through [with COVID-19] over the last few years was that many parents\u2064 saw, across the country, across the commonwealth, what was happening in\u200c classrooms and in schools as their \u2062kids were learning at home.&#8221;<\/p>\n<\/p><\/div>\n<p>He\u2063 called for classroom cameras so\u2062 that &#8220;parents and family guardians\u2062 can dial in \u200bat any time and see what&#8217;s happening\u2062 in the classroom. \u2026 We want to \u200bmake sure there&#8217;s not indoctrination going \u200bon in the \u200cschools.&#8221;<\/p>\n<div class=\"my-5\">\n<p>Mr. Ford, Mr. Lee, Mr. Mommsen, and Mr. Good didn&#8217;t respond to The Epoch Times&#8217; request\u2062 for\u200c comment by\u200b the time\u200b of publication.<\/p>\n<\/p><\/div>\n<h2>Privacy Concerns<\/h2>\n<div class=\"my-5\">\n<p>Some\u2064 teachers and parents are fighting back, saying classroom cameras are going too far.<\/p>\n<\/p><\/div>\n<p>In October 2022, Kansas City Audio-Visual, Inc sent a $6.7\u2064 million\u2064 proposal for adding 1,600 cameras to classrooms in the Kansas City Kansas Public School (KCKPS) district.<\/p>\n<div class=\"my-5\">\n<p>The district is &#8220;looking\u2064 at updating \u2062their classrooms with a fisheye security camera to assist in\u2063 teacher and student safety,&#8221; the proposal <a href=\"https:\/\/go.boarddocs.com\/ks\/kckps\/Board.nsf\/files\/CKCLEK5635A9\/$file\/KVCV-Cameras%20in%20Classroom%20Quote.pdf\" target=\"_blank\" rel=\"noopener\">states<\/a>. It adds\u2063 that the cameras will\u2063 assist with &#8220;teacher and student safety&#8221; and allow teachers to record their lessons to help with virtual learning needs.<\/p>\n<\/p><\/div>\n<p>The backlash to the proposal\u2062 was \u200bswift and sure.<\/p>\n<div class=\"my-5\">\n<p>At a <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/white-house-communicated-with-dhs-over-infamous-nsba-letter-documents-show\/\" title=\"White House and DHS exchanged messages regarding NSBA letter, records reveal.\">school\u200d board meeting<\/a>, kindergarten\u2062 teacher Shalesha Parson <a href=\"https:\/\/www.youtube.com\/watch?v=xKRvWOkmIn8\" target=\"_blank\" rel=\"noopener\">said<\/a>, &#8220;I do not \u2063teach or \u2062promote racial theories, gender views, religious \u2062views, \u2063or political views. I\u2064 personally believe these issues are \u2064for\u200d the parents of the students.<\/p>\n<\/p><\/div>\n<p>&#8220;Teachers\u200c under audio and video scrutiny is not the \u200danswer. \u200cI spoke with several teachers, and we\u200b do not want to\u2064 teach in a fishbowl. (Samira\u200d Bouaou\/Epoch Times)<\/figcaption><\/figure>\n<\/p><\/div>\n<div class=\"my-5\">\n<p>Another employee of \u2064KCKPS, Barbara Williams, <a href=\"https:\/\/www.youtube.com\/watch?v=xKRvWOkmIn8\" target=\"_blank\" rel=\"noopener\">said<\/a>, &#8220;Surveillance \u2062systems treat everyone as a constant suspect\u2064 at the expense of\u200c students&#8217;\u2063 and staff&#8217;s privacy. Constant monitoring creates this culture of fear and paranoia that truly isn&#8217;t the most proactive response to safety concerns.&#8221;<\/p>\n<\/p><\/div>\n<p>She added that she feared for &#8220;gender non-conforming students&#8221; and their \u200cfeelings of safety \u2062because \u2064such students could fear being &#8220;outed&#8221; to their &#8220;family or\u2062 other people that they haven&#8217;t come out to yet.&#8221;<\/p>\n<p>Several other \u200dteachers and staff voiced opposition\u200b to the measure during the meeting.<\/p>\n<div class=\"my-5\">\n<p>In response to the pushback, KCKPS sent \u200ca <a href=\"https:\/\/go.boarddocs.com\/ks\/kckps\/Board.nsf\/files\/CN8LE655C1AA\/$file\/Association%20Camera%20Staff%20Survey%20Results%202022.pdf\" target=\"_blank\" rel=\"noopener\">survey<\/a> to its staff throughout the district and received 1,480 responses.
