The shady budgetary gimmicks included in the legislation show\u2063 how desperate Congress \u2014 \u200cmeaning members of both parties,\u2064 including the conservatives \u2014 is\u200d to spend more money it doesn\u2019t have.<\/p>\n<h2 class=\"wp-block-heading\">\u2018Must-Pass\u2019 Legislation<\/h2>\n<p>Many\u200d people in <a href=\"https:\/\/thehill.com\/policy\/healthcare\/4190957-congress-under-the-gun-on-must-pass-health-bills\/\" target=\"_blank\" rel=\"noreferrer noopener\">health care\u200c circles<\/a> consider the <a href=\"https:\/\/www.congress.gov\/118\/bills\/hr3561\/BILLS-118hr3561ih.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">legislation<\/a>, originally called the PATIENT Act, \u200ca \u201cmust-pass\u201d measure. \u2064That title comes because funding for \u200bcommunity health\u200b centers, which the bill extends, \u2062expires in \u200ba few weeks at\u200d the end of the\u2063 fiscal year (Sept. 30).<\/p>\n<h3>Extending Obamacare, Not Repealing It<\/h3>\n<p>Here\u2019s another dirty little secret about the PATIENT Act. The <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/house-gop-adopts-bernie-sanders-plan-to-extend-obamacares-mandatory-spending\/\" title=\"House GOP adopts Bernie Sanders' plan to extend Obamacare's mandatory spending.\">mandatory community health center funding<\/a> that the \u200dbill would extend originally comes from Section 10503 of <a href=\"http:\/\/housedocs.house.gov\/energycommerce\/ppacacon.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Obamacare<\/a>. Since Sen. Bernie Sanders, I-Vt., requested five years of mandatory funding for <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/dr-gottlieb-biden-must-work-harder-to-battle-covid-19\/\" title=\"Dr. Gottlieb: Biden must work harder to battle COVID-19\">community health centers<\/a> <a href=\"https:\/\/www.wral.com\/story\/fact-check-biden-says-sanders-opposed-obamacare\/18995113\/\" target=\"_blank\" rel=\"noreferrer noopener\">in exchange for \u200bhis vote<\/a> on Obamacare,\u2064 Republicans have consistently \u200cextended \u2063the mandatory spending, rather than allowing the health center funding to transition back to the regular\u2062 appropriations\u200b process.<\/p>\n<h3>10\u200d Years of\u200c Savings, Two Years of Spending<\/h3>\n<p>The Congressional Budget Office <a href=\"https:\/\/www.cbo.gov\/system\/files\/2023-07\/hr3561.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">score<\/a> of the PATIENT Act passed by the Energy and Commerce Committee in May shows the \u2064structural flaws with the legislation. Extending \u200dthe community health center spending and delaying the DSH reductions will cost about $15 billion over a decade. \u200bThe \u2063CBO score says the bill is paid for \u2014\u200b but with a catch big enough to drive a Mack truck through.<\/p>\n<h3>Transparency Requirements a\u2062 Double-Edged Sword<\/h3>\n<p>Some conservative\u200c analysts might laud other elements of the PATIENT Act. Provisions to promote transparency of health care prices for hospitals and insurers and to reveal more \u200dinformation about the conduct of <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/what-you-need-to-know-about-trumps-latest-drug-pricing-moves\/\" title=\"What You Need To Know About Trump\u2019s Latest Drug Pricing Moves\">pharmaceutical benefit managers<\/a> could indeed \u200bhave\u2062 a salutary effect on the marketplace\u2063 over time.<\/p>\n<h3>Never-Ending Spending Cycle<\/h3>\n<p>The transparency provisions\u2062 ultimately\u2062 amount\u200b to fancy window dressing \u2014 the proverbial lipstick on the pig.
