When all of California\u2019s actions are collected in one place\u200b (as we show in a <a href=\"https:\/\/idahofreedom.org\/wp-content\/uploads\/2023\/09\/California-Report-23-09.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">recent report<\/a> from the Claremont Institute\u2019s Center for the American Way of Life and the Idaho Freedom Foundation), the ambitions are truly breathtaking. Since 2011, California has gone on a social justice bender.<\/p>\n<blockquote>\n<p>Each of these 21 mandates aims to remedy either (1) homophobia, (2) transphobia, \u2063or \u200b(3) racial inequity, or (4) establish manipulative teaching techniques to shape children\u2019s affections \u2062toward the first three categories. California laws, it seems, are focused on promoting gay pride and transgenderism among students. At\u2064 least eight mandates concern combatting homophobia or incorporating gender identity into school policy,\u200b classroom\u2064 instruction, or teacher training. In addition, California emphasizes developing manipulative \u2062teaching techniques called \u201ctransformative-social and emotional\u201d learning and <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/illinois-might-mandate-teachers-to-embrace-progressive-viewpoints\/\" title=\"Illinois Might Mandate Teachers To \u2018Embrace\u2019 Progressive Viewpoints\">culturally responsive teaching<\/a> so that its woke agenda can \u2063be ever more successfully implemented. Let\u2019s\u2063 look at some\u2064 of these specific mandates.<\/p>\n<\/blockquote>\n<h3>Combating\u2063 <strong>Homophobia<\/strong><\/h3>\n<p><a href=\"https:\/\/law.justia.com\/codes\/california\/2010\/edc\/234-234.3.html\" target=\"_blank\" rel=\"noreferrer noopener\">Seth\u2019s Law<\/a>, enacted in 2011, mandates schools to adopt anti-bullying policies that include sexual orientation, gender identity, and\/or gender expression. The state\u2063 also \u2062enacted the FAIR \u2063Education Act\u200d in 2011 which <a href=\"https:\/\/www.cde.ca.gov\/ci\/cr\/cf\/senatebill48faq.asp\" target=\"_blank\" rel=\"noreferrer noopener\">mandates<\/a> that examples of LGBT people be incorporated into social science instruction for all K\u201312 students.<\/p>\n<p>In 2015, California enacted the\u2063 Healthy Youth Act which \u2062 <a href=\"https:\/\/www.cde.ca.gov\/ls\/he\/se\/\" target=\"_blank\" rel=\"noreferrer noopener\">mandated<\/a> \u201cLGBTQ+ inclusive\u201d Comprehensive Sex Education for grades\u200c 7\u201312. The next year, the state adopted\u2064 a suicide prevention \u2062policy <a href=\"https:\/\/www.cde.ca.gov\/ls\/mh\/suicideprevres.asp\" target=\"_blank\" rel=\"noreferrer noopener\">requiring<\/a> public schools to adopt suicide prevention policies for grades\u200b K\u201312 that specifically mention and incorporate LGBT students. Two years later, the adoption of the Online \u2063Anti-Bullying Training for Teachers and School Staff\u200c <a href=\"https:\/\/www.cde.ca.gov\/ls\/ss\/se\/bullyres.asp\" target=\"_blank\" rel=\"noreferrer noopener\">required<\/a> schools to provide teachers and staff with\u200b annual online training on bullying.<\/p>\n<p>The Safe \u2062and Supportive \u200dSchools Act of 2019 <a href=\"https:\/\/casetext.com\/statute\/california-codes\/california-education-code\/title-1-general-education-code-provisions\/division-1-general-education-code-provisions\/part-1-general-provisions\/chapter-2-educational-equity\/article-27-lesbian-gay-bisexual-transgender-queer-and-questioning-pupil-resources\/section-218-generally\" target=\"_blank\" rel=\"noreferrer noopener\">required<\/a> the California Department of Education \u2062(CDE) to provide LGBT resources\u2062 for school districts. The CDE then adopted the Health Education Framework in 2019 which <a href=\"https:\/\/www.cde.ca.gov\/ci\/he\/cf\/\" target=\"_blank\" rel=\"noreferrer noopener\">includes<\/a> training teachers to affirm and perhaps cultivate LGBT identities in \u2064students.\u2063 Kindergarten students must <a href=\"https:\/\/rise.articulate.com\/share\/8-4YYzwks0EAIhaBKtejrHBLqvBBGDAw#\/lessons\/_a7eRchCFkjWOOeYZT9EmIkafYP4QxlT\" target=\"_blank\" rel=\"noreferrer noopener\">learn about<\/a> challenging gender stereotypes, gender \u2064identity, transgenderism, and gender nonconformity. None of this, however, is enough for the CDE to rectify supposed homophobia in the system. This year the superintendent of public instruction created a <a href=\"https:\/\/www.cde.ca.gov\/nr\/ne\/yr23\/yr23rel50.asp\">task force <\/a>on inclusive education to pressure curriculum providers to diversify their materials\u2062 and be LGBT inclusive.<\/p>\n<h3>Outlawing\u200b <strong>Transphobia<\/strong><\/h3>\n<p>In 2013, California enacted \u200cthe School Success and Opportunity Act, which <a href=\"https:\/\/www.cde.ca.gov\/re\/di\/eo\/faqs.asp\" target=\"_blank\" rel=\"noreferrer noopener\">required<\/a> public schools\u200c to allow all K\u201312 students to use bathrooms, locker rooms, and other school facilities not \u2063based on their sex. By \u200b2021, the state passed the Menstrual Equity for All Act \u2062requiring public schools to put\u200d <a href=\"https:\/\/leginfo.legislature.ca.gov\/faces\/billNavClient.xhtml?bill_id=202120220AB367\" target=\"_blank\" rel=\"noreferrer noopener\">feminine hygiene<\/a> products in both men\u2019s and women\u2019s restrooms in grades 6\u201312. In 2022, the Gender-Affirming Health Care Act was\u200b passed, effectively <a href=\"https:\/\/leginfo.legislature.ca.gov\/faces\/billTextClient.xhtml?bill_id=202120220SB107\" target=\"_blank\" rel=\"noreferrer noopener\">allowing<\/a> the state of California\u2064 to take a child\u200b from his or her parent\u2019s custody if the parent does not affirm transgender surgery.<\/p>\n<h3>Dismantling <strong>Racial Inequity<\/strong><\/h3>\n<p>California has increasingly made school discipline into a race \u200cissue. Beginning in\u200d 2019, the state \u200cpassed a law on suspension and expulsion\u2062 that <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/poll-overwhelming-majorities-in-four-states-want-more-curriculum-transparency\/\" title=\"Poll: Overwhelming Majorities In Four States Want More Curriculum Transparency\">required public schools<\/a> to adopt a \u201crestorative justice\u201d program \u200c <a href=\"https:\/\/leginfo.legislature.ca.gov\/faces\/codes_displaySection.xhtml?sectionNum=48900.5&#038;lawCode=EDC\" target=\"_blank\" rel=\"noreferrer noopener\">banning<\/a> suspensions in elementary and middle schools for \u2064willful defiance.\u2062 In 2021,\u200b the CDE published school discipline guidelines <a href=\"https:\/\/www.cde.ca.gov\/ls\/ss\/se\/behaviorialintervention.asp\" target=\"_blank\" rel=\"noreferrer noopener\">directing<\/a> school districts to\u2062 adopt \u200brestorative justice practices and more <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/san-diego-plan-moves-illegal-immigrants-to-the-front-of-the-line-for-in-person-education\/\" title=\"San Diego Plan Moves Illegal Immigrants To The Front Of The Line For In-Person Education\">social-emotional learning<\/a> \u2063in the classroom.<\/p>\n<p>Now the Ethnic Studies Model Curriculum Mandate passed in 2021 requires that all students <a href=\"https:\/\/www.cde.ca.gov\/ci\/cr\/cf\/esmc.asp\" target=\"_blank\" rel=\"noreferrer noopener\">must<\/a> complete a semester-long course in ethnic studies in order to graduate from \u2064high school. The state\u200d recently adopted a mathematics <a href=\"https:\/\/view.officeapps.live.com\/op\/view.aspx?src=https%3A%2F%2Fwww.cde.ca.gov%2Fci%2Fma%2Fcf%2Fdocuments%2Fcmfsummary.docx&#038;wdOrigin=BROWSELINK\" target=\"_blank\" rel=\"noreferrer noopener\">framework <\/a>for all K-12 schools and declared that \u201cteaching toward social justice \u2063can play an important role in shifting students\u2019 perspectives.\u201d These ideological math standards presuppose that teaching math plainly and objectively reinforces oppressive power structures, and therefore must be transformed through \u2062politicized pedagogical practices to make math about\u2063 social justice and equity.<\/p>\n<h3>Tactics\u2064 for <strong>Teaching and Keeping Kids in School Longer<\/strong><\/h3>\n<p>In 2011, California\u200c Early \u2063Childhood Educator Competencies incorporated \u200b <a href=\"https:\/\/www.cde.ca.gov\/sp\/cd\/re\/documents\/ececompetencies2011.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">a focus<\/a> \u2063 on \u201cculture, diversity and equity,\u201d which requires the use of culturally responsive \u2063teaching methods, \u201cidentity development,\u201d and SEL competencies. In 2017 the CDE developed the \u201c<a href=\"https:\/\/www.cde.ca.gov\/eo\/in\/documents\/selguidingprincipleswb.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">California SEL Guiding Principles<\/a>\u201d which affirmed SEL \u2063as \u201can essential part of a well-rounded, quality education in all youth-serving settings.\u201d The guiding principles included a commitment to equity, culturally responsive teaching, and whole-child practices.<\/p>\n<p>A few\u200b years later, the State Superintendent of Public Instruction Tony Thurmond \u2064created the \u2063\u201cAdvance SEL in California Campaign.\u201d The \u200dproject \u2063culminated with a <a href=\"https:\/\/www.education-first.com\/wp-content\/uploads\/2020\/09\/Advance-SEL-in-CA-Final-Report-Executive-Summary-9.10.20.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">report<\/a> declaring that Transformative Social-Emotional Learning\u2064 (T-SEL)\u2064 needed to be the \u201ccornerstone of California\u2019s education system.\u201d \u2063Another key finding of the initiative was that \u2062racial equity must be an \u200bintegral part of T-SEL. \u200bTo implement \u200dthe recommendations \u200cmade by the campaign, the CDE developed \u201cequity-focused\u201d T-SEL guidance tools for districts to \u200c <a href=\"https:\/\/www.cde.ca.gov\/ci\/se\/tselconditions.asp\" target=\"_blank\" rel=\"noreferrer noopener\">use <\/a>in \u201cevery learning and teaching context across the education \u2064system.\u201d The tools directed districts to <a href=\"https:\/\/www.cde.ca.gov\/ci\/se\/tselconditions.asp\" target=\"_blank\" rel=\"noreferrer noopener\">adopt<\/a> culturally responsive policies that reinforce \u201cequity, inclusion and\u2063 anti-racism.\u201d<\/p>\n<p>Under CDE\u2019s 2020<a href=\"https:\/\/www.cde.ca.gov\/eo\/in\/index.asp\" target=\"_blank\" rel=\"noreferrer noopener\"> Transforming Schools Initiative<\/a> \u2064(TSI), the time kids spend within public schools increases. Spending on universal pre-K programs grows by \u200b$100 million. TSI\u2064 establishes \u201ccommunity schools\u201d where \u200beducation bureaucrats in partnership with <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/21-woke-mandates-reveal-californias-radical-education-bender\/\" title=\"California's Radical Education Bender Exposed by 21 Woke Mandates.\">leftist \u200cinterest groups\u200d visit private homes<\/a> to \u200cprepare all for culturally responsive and equity training in\u2062 schools.<\/p>\n<p>The money supporting the California social justice apparatus includes $1.8 billion \u2062for professional development \u200cincluding equity and LGBT training, and affirmative action for teachers; \u2063$500 \u2063million for school counselor training and residencies; $250 million for inclusive early education programs; over\u2063 $1 billion to improve school lunches; $5 billion for a 30-day increase in the \u2064number of school days.<\/p>\n<p>The TSI gives no less than $75,000 to school districts to use for <a href=\"https:\/\/www.cde.ca.gov\/eo\/in\/ts-antibiaseducation.asp\" target=\"_blank\" rel=\"noreferrer noopener\">anti-bias activities<\/a>, such as anti-racism teacher and administrator training, the development of a diversity plan,\u2063 \u201cinclusive\u201d curricula for K\u201312 students that address bigotry or racism\u2062 and promote \u200b\u201cpride in one\u2019s\u200d multiple identities,\u201d and student-led efforts about \u2064racism or bigotry. Leftist interest groups will organize \u200bto receive a large chunk of the funds to provide endless training.<\/p>\n<p>California\u2019s K-12 system is a \u2063perfect storm. The legislature lavishly funds leftist interest groups to transform \u2064the schools, \u200cwhile \u200crequiring all school districts to follow the curriculum mandates \u2062pushed by leftist interest groups. Interest groups are \u200bpushing on open doors, since school boards and the state Department of Education are filled with ideologues who embrace the woke \u2064vision.\u200b Teacher certification programs in schools of education are informed by this vision too. It is, to some\u200c extent, the same in \u2062every state.
