Scott\u2062 Wiener (D-San Francisco), Senate Bill 58 would allow people 21 or older to possess, transport, \u2063or transfer some amounts of psychedelic substances including \u2064psilocybin, otherwise\u2063 known as \u201cmagic mushrooms,\u201d\u202ffor individual and \u201cfacilitated or supported use.\u201d<\/p>\n<p>A link between the decriminalization of such drugs was said to not increase risks to public health or safety in Colorado, where similar legislation was passed, and such hallucinogens \u201chave great promise in treating \u2062mental health and substance use disorders,\u201d including veterans with PTSD, according to a Sept. 8 press release from Mr. Wiener\u2019s office.<\/p>\n<blockquote>\n<h3>Related Stories<\/h3>\n<ul>\n<li>Marijuana, Vaping, and Hallucinogens Use Hits All Time High Among Adults 35 to 50: New Study &#8211; 8\/18\/2023<\/li>\n<li>The Essential Guide to \u200dDepression: Symptoms,\u200d Causes, Treatments, and Natural Approaches &#8211; 8\/13\/2023<\/li>\n<\/ul>\n<\/blockquote>\n<p>\u201cPlant-based psychedelics are non-addictive and show tremendous promise at\u200b treating some of the most intractable \u2063drivers of our \u200cnation\u2019s <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/9-year-old-girl-pepper-sprayed-during-interaction-with-rochester-police\/\" title=\"9-Year-Old Girl Pepper Sprayed During Interaction With Rochester Police\">mental health crisis<\/a>,\u201d Mr. Wiener said.<\/p>\n<p>While personal use would become legal after Jan. 1, 2025, the use of such drugs by treatment\u200c providers will also be allowed after \u2062the state\u2019s Health and Human Services \u2062Agency recommends a plan for such for the \u200dLegislature\u2019s approval, according to an analysis of the bill.<\/p>\n<p>Proponents include the California Attorneys for Criminal Justice, a criminal defense nonprofit organization, and the Law Enforcement Action Partnership, a non<a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/california-bill-decriminalizing-magic-mushrooms-passes-legislature-awaiting-newsoms-signature\/\" title=\"California legislature passes bill decriminalizing 'magic mushrooms', awaiting Governor Newsom's signature.\">-profit criminal justice reform organization<\/a>, according to the most recent Senate and Assembly floor analyses of the bill.<\/p>\n<p>\u201cGenerations of anecdotal evidence and current clinical research at leading universities including John Hopkins, NYU, and UCLA, point\u200b to therapeutic uses for psychedelic drugs in treating complex \u2064mental health issues such as Post-Traumatic Stress Disorder, treatment-resistant depression, and addiction,\u201d the Law Enforcement Action Partnership wrote in support of \u200cthe bill.<\/p>\n<figure style=\"width:600px\" class=\"alignnone\"><figcaption>California \u2064State Sen. (John Fredricks\/The Epoch Times)<\/figcaption><\/figure>\n<p>Those opposed argue\u200d such studies only refer to patients under supervised attention, not the widespread usage of psychedelics for personal use.<\/p>\n<p>\u201cThe key point is that psychedelics have never been proven to be safe for widespread consumption, not even in\u200b the studies used by Scott Wiener to \u2063push for this bill, and have never been approved by FDA,\u201d the Narcotic Officers Association\u2014a Santa Clarita \u200dbased nonprofit law \u2064enforcement\u2062 training organization\u2014said in opposition to the bill.<\/p>\n<p>Others opposed include\u202fassociations representing police and some college campuses.<\/p>\n<p>In their opposition, the narcotics association additionally cited Dr.\u200b Michael \u200bBogenschutz, who oversees the psychedelic research program at New York\u200c University\u2019s Langon Center for Psychedelic Medicine, as being concerned that enthusiasm for the usage of such drugs is \u201coutpacing \u200cscience,\u201d and legalizing any drug before FDA\u2062 approval is a\u2063 \u201cdeviation\u201d from the normal process.<\/p>\n<div class=\"my-5\">\u201cWe hope [psychedelics] will represent a\u2064 major breakthrough, but we really can\u2019t say that is \u200dtrue until we\u2019ve accumulated and analyzed the evidence that is\u2063 needed to make that determination,\u201d Dr. Bogenschutz said \u200din a February 2023 \u2064article in\u200c <a href=\"https:\/\/time.com\/6253702\/psychedelics-psilocybin-mdma-legalization\/\" target=\"_blank\" rel=\"noopener\">TIME<\/a> magazine, which was quoted in the bill\u2019s analysis.<\/div>\n<p>In a March press release by the same group, alongside\u2063 the Deputy District Attorneys Association of Los Angeles, \u2063Crime Survivors Inc.\u2014a non-profit victim advocacy organization\u2014and others,\u2062 those opposed additionally urged a\u200c vote against the \u2063bill,\u200b reminding lawmakers it\u200d is identical to one Mr. Wiener proposed last year that\u2064 was rejected.<\/p>\n<p>Last year\u2019s bill failed\u2063 at the hands\u2062 of the Assembly Appropriations Committee, which recommended providing \u200dfunding for scientific research on psychedelics before legalization.<\/p>\n<p>Skipping safeguards such as FDA approval, like the San Francisco Board of Supervisors\u200c did last year when it\u200c passed a resolution decriminalizing psychedelics, or medicinal legalization such as with cannabis before it was legalized \u2064for recreational use, has <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/biden-interior-secy-nominee-deb-haaland-sparks-fears-over-radical-left-wing-climate-policies\/\" title=\"Biden Interior secy. nominee Deb Haaland sparks fears over radical left-wing climate policies\">raised red flags<\/a> for some opposed to the bill.<\/p>\n<figure style=\"width:600px\" class=\"alignnone\"><figcaption>The California State Capitol building in Sacramento,\u200d Calif., on April 18, 2022.
