Nonessential employees\u2064 in unfunded government sectors are furloughed \u2062indefinitely without pay until\u2062 their sector is again funded by \u200dCongress.<\/p>\n<div class=\"my-5\">\n<p>    The last government\u200b shutdown\u2014the longest in history\u2014began in December 2018 at the end of the 115th Congress\u200c and <a href=\"https:\/\/www.theepochtimes.com\/article\/government-partial-shutdown-starts-officially-after-lawmakers-miss-deadline-2746165\" target=\"_blank\" rel=\"noopener\">lasted 34 days<\/a>, by which point the 116th \u2064Congress had taken \u2063its seats amid a \u200cconfrontation \u2062between President Donald\u200c Trump and Democrats over funding for a border wall. President Trump ultimately agreed to reopen \u2064the government \u200ddespite not getting his way on the issue.<br \/>\n \u200d\n  <\/div>\n<p>Over the past \u200cfour and a half years, the country has avoided another government shutdown, in part due to Democrats&#8217; consolidated control of the \u200dCapitol and White House.<\/p>\n<div class=\"shortcode post-related-videos\">\n<div class=\"lazyload-wrapper\">\n<div class=\"lazyload-placeholder\"><\/div>\n<\/p><\/div>\n<\/p><\/div>\n<p>But now, with power in\u200c Washington again split, this \u200btime between \u200da\u2063 Republican House and\u200d a Democrat Senate, the threat\u2062 of government shutdown is again on the table.<\/p>\n<div class=\"my-5\">\n<p>    \u200d  Though a codified May 30 deadline\u2062 exists for committees to submit rough drafts of their proposed appropriation packages, this is a deadline\u200d Congress has \u200dnot met in over a decade. Instead, lawmakers \u2064have\u2062 traditionally scrambled to \u2064overcome spending challenges in September after \u200dthe month-long\u2063 August recess.\n  <\/p><\/div>\n<h2>House Republicans \u200dCut Out of Prior \u2063Bill<\/h2>\n<div class=\"my-5\">\n<p>    \u200b  During \u2063the <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/biden-may-drop-fcc-pick-giga-sohn-after-nomination-has-been-in-limbo-for-months\/\" title=\"Biden May Drop FCC Pick GIga Sohn After Nomination Has Been in Limbo for Months\">lame duck session<\/a> of the last \u200cCongress, much to \u200bthe chagrin of the incoming \u2064Republican House, Senate Minority Leader Mitch McConnell \u2064(R-Ky.) negotiated and passed a 5,000 page, $1.7 trillion <a href=\"https:\/\/www.theepochtimes.com\/article\/senate-passes-1-8-trillion-spending-bill-rejects-saving-title-42-4940152\" target=\"_blank\" rel=\"noopener\">omnibus spending bill<\/a> with the outgoing Democrat majority to fund the government for\u200c fiscal year 2023.<br \/>\n \u2062\n  <\/div>\n<p>That measure included $858 billion\u2063 in defense spending, a nearly 10 percent increase over the previous year that gained \u200bRepublican \u200csupport, plus $787 billion in nondefense spending, marking a nearly 8 \u2062percent \u200bboost. \u200dAlso in the proposal was about $85\u200c billion \u200bin supplemental funding\u200b for Ukraine and for disaster relief.<\/p>\n<div class=\"my-5\">\n<p>    At \u2063the\u200d time, Republicans in both the House and Senate called on\u200b Mr. McConnell to <a href=\"https:\/\/www.theepochtimes.com\/us\/senate-republicans-demand-mcconnell-only-accept-short-term-spending-bill-4898611\" target=\"_blank\" rel=\"noopener\">pass \u2062a continuing resolution<\/a>, a\u200b bill\u200b which allows the government \u200cto remain open at previously approved \u2062funding levels, in order to give House Republicans in the incoming\u2063 118th Congress a say in spending.<br \/>\n \u2062\n  <\/div>\n<div class=\"my-5\">\n<p>    \u2062   Rep. Chip Roy (R-Texas) at the time\u200b <a href=\"https:\/\/www.theepochtimes.com\/us\/exclusive-chip-roy-leads-effort-to-block-new-democrat-spending-in-stopgap-bill-4728527\" target=\"_blank\" rel=\"noopener\">condemned\u2062 the package<\/a> as &#8220;a lame duck spending blowout.&#8221;\n  <\/div>\n<p>But despite a \u2063chorus of criticism,\u200b Mr. McConnell opted against allowing \u2064his\u200d own party to negotiate spending levels,\u2064 instead forming the $1.7 trillion\u2063 agreement\u200d with \u2063Democrats, almost certainly\u2063 saving Democrats from having\u200d to negotiate a bill that met \u200cthe wide-ranging \u200bspending cuts now\u2062 demanded by Republicans.<\/p>\n<div class=\"my-5\">\n<p>    \u2064   \u2062 Due \u2063to Mr. McConnell&#8217;s spending bill, \u2064Republicans in the 118th House of Representatives have had minimal say in crafting spending thresholds for the \u2063federal government during this term\u200c of Congress.\n  <\/p><\/div>\n<h2>Debt Ceiling Battle<\/h2>\n<div class=\"my-5\">\n<p>    \u200d   Nevertheless, Republicans\u200b have already been able to force\u2063 some fiscal concessions from\u2063 Democrats during their nine months in power.<br \/>\n  \u2062\n  <\/p><\/div>\n<p>Earlier this\u2064 year in May, Republicans capped\u200d off a weeks-long standoff with Democrats over the debt ceiling, or the maximum amount the U.S. Treasury can\u200d legally borrow. Failure to raise\u200b the debt ceiling \u2062would\u200c have resulted in a\u2062 default,\u200b an outcome which would have decimated \u2062the value of the U.S. dollar.<\/p>\n<div class=\"my-5\">\n<p>    \u2063The product of those\u200d negotiations was the <a href=\"https:\/\/www.theepochtimes.com\/article\/heres-whats-in-the-debt-ceiling-deal-and-who-benefits-5299920\" target=\"_blank\" rel=\"noopener\">Fiscal Responsibility Act<\/a>, a package that gave concessions \u200cto both parties, \u200dwith neither fully satisfied.<br \/>\n \u2062\n  <\/div>\n<p>That bill suspended the debt limit through January \u20632025, \u200bessentially \u200bmeaning there\u200d are no congressional limits on how much\u200c money the\u2062 Treasury can borrow until \u200bthen. This was \u2063a clear win\u2062 for President Joe \u2063Biden, as it meant\u2064 he won&#8217;t face \u200cdown another debt ceiling battle during \u2064the 118th Congress.<\/p>\n<p>On the \u200dother hand, \u2063the\u200b bill\u200b instituted some spending cuts and\u2064 caps. Mr. \u2064McCarthy marketed these\u2062 aspects as a clear win for Republicans, trumpeting the cuts \u2064included in the bill \u2064as\u2062 the largest spending cuts in U.S. history.<\/p>\n<div class=\"my-5\">\n<p>    \u200dAdditionally, the bill mandated a\u2064 1\u200c percent cut in federal nondefense \u200ddiscretionary spending if a new spending agreement is\u2062 not passed by the end of\u200d September, when current government funding runs out\u2014a measure that ensured at \u200cleast marginal spending cuts\u200c in nondefense spending, a key GOP target, moving forward.<br \/>\n\u200d\n  <\/p><\/div>\n<h2>Tension in the Republican Caucus<\/h2>\n<div class=\"my-5\">\n<p>    Nevertheless, many Republicans were\u2063 sour about the deal, feeling that it didn&#8217;t \u200dgo far enough \u2062to cut spending\u200c on social services and federal entitlement \u2064programs.<br \/>\n \u2063\n  <\/p><\/div>\n<p>Of these Republicans, many of whom are in the House \u2063Freedom Caucus, several \u2062see the upcoming spending battle\u2063 as a means to make more concrete gains toward their goal of balancing the budget, slashing government spending, and reducing\u2064 the deficit.<\/p>\n<p>Of the spending proposals released in the\u2064 House and \u200bSenate, several have <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/an-explainer-of-the-upcoming-government-funding-battle\/\" title=\"Government Funding Battle Explained\">significant top-line price differences<\/a>.<\/p>\n<p>For instance, the Senate Appropriations Committee tentatively approved a bill for funding the Departments of Labor, Health and Human Services, and\u200b Education \u200dwith a top-line price of $224.4 billion\u2014which already represents a \u20637 percent\u200d cut over previous levels.<\/p>\n<p>But House Republicans have requested a much more subst<\/p>\n<\/div>\n","protected":false},"excerpt":{"rendered":"<p>As Congress reconvenes, Speaker of the House Kevin McCarthy faces the daunting task of funding the government.
