Budget disagreements are\u2062 typical as both parties fight over spending priorities, with a final deal often not being made until the eleventh hour after a marathon voting session.<\/p>\n<p>Lawmakers must advance 12 individual \u2062appropriations bills in each chamber before sending their final product to the president\u2019s desk for approval, setting\u200c the stage for\u2063 an arduous process as House Republicans and Senate Democrats disagree on spending numbers. In recent years, Congress\u2062 has been able to circumvent dragged-out voting sessions by \u2063combining the bill into just one piece of legislation, known as an omnibus, allowing Congress to advance its entire budget with just one vote.<\/p>\n<p>However, House Speaker Kevin McCarthy (R-CA), facing pressure from his right flank due to Republicans&#8217; narrow House \u200cmajority, has committed to getting the chamber \u2062back to regular order \u2014 meaning both chambers must\u200d hold 12 \u2063separate votes.<\/p>\n<h3>Advancing Appropriations Bills<\/h3>\n<p>Currently, the plan is\u200b to try and advance the Department \u200bof Defense appropriations the week the House gets back into session, according to a source with knowledge of the process and the weekly floor schedule, since most members are on board\u2062 with\u2064 the spending level in that bill. Then, before the government runs \u200cout of money on Sept.\u2064 30, the House is going to try and pass the \u2064State-Foriegn Ops appropriation\u200b bill and the Homeland Security appropriations bill, according to the source.<\/p>\n<p>The State-Foriegn Ops bill \u200chas been scaled back to FY 2016 \u2064levels, but \u200cthis might not be good enough \u2064for some hardline members who are adamant about getting spending down to the $1.471 trillion number. And if they attach added policy to bills such as the DHS appropriations where members are calling for border security measures to be \u2064included, more cuts will have to come from somewhere.<\/p>\n<p>This has made the\u2064 process \u200beven more complicated\u200b in recent \u2062weeks as several hardline conservatives have threatened to withhold \u200ctheir support on any spending legislation unless other demands are met.<\/p>\n<p>But \u2063the\u2064 difficulty is there\u2019s\u2063 not a unified \u200bask \u200cfrom \u2062members of the\u200b Freedom Caucus, the source said,\u200b making it difficult to pin down exactly what they want to be able to vote for \u2062appropriations bills.<\/p>\n<p>\u201cMembers on our side of the aisle \u200bthat have their \u2064own reasons for why they, you know, have basically dug in against the\u200c appropriations,\u2064 a variety of reasons,\u201d \u200bsaid Rep. Steve Womack (R-AR), \u2064a veteran appropriator\u200b and chairman of an Appropriations Subcommittee on Financial Services and General Government.\u200d \u201cWe also know that individual members are making certain demands, whether it&#8217;s something about disaster funding or HR 2 or impeachment, you know, take from the menu.\u201d<\/p>\n<p>If Congress can\u2019t pass all 12 \u200cof its bills before the end of the month, lawmakers will typically agree to a continuing resolution that allows the government to operate at\u200b the same spending levels until a\u200b new agreement is made.<\/p>\n<p>Womack, \u200dwho is one of the 12 \u201ccardinals\u201d in the\u200b House, said when the House gets back, he hopes they start negotiating a <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/house-passes-stop-gap-bill-funding-government-through-february\/\" title=\"House Passes Stop-Gap Bill Funding Government Through February\">short-term continuing resolution<\/a> to ensure the government can stay funded. He wants to see it voted on\u200d the second week \u2063back in \u2063session as opposed to the Sept.\u200b 30, right before\u2064 the government is set to \u200crun\u200c out of \u200dmoney.<\/p>\n<p>\u201cJob one \u200dwe go back, we&#8217;ve got to find out how\u200c we&#8217;re going to fund the government on October one,\u201d Womack said. \u201cThat&#8217;s the near-term challenge for us right now \u200bbecause nothing else matters. If you can&#8217;t ensure government funding on October one,\u2062 so whatever the <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/house-republicans-return-to-messy-appropriations-fight-as-government-shutdown-looms\/\" title=\"House Republicans are back in the messy appropriations fight as a government shutdown approaches.\">short-term nature<\/a> of a CR is, that&#8217;s the job. We \u2063got to get that done. And we want to put that to bed. We want\u200c to put it \u2062to bed early. We don&#8217;t need\u2062 this thing happening on September 29 or 30. Okay, it\u200b needs to be\u200c done.\u201d<\/p>\n<p>But, while \u2064he \u201chopes\u201d the short-term continuing resolution can be voted on soon, he recognizes that because of \u201cthe way Congress has been behaving, we won&#8217;t get something done until hours before the sands run out of the hourglass\u201d and they&#8217;re staring down\u2064 a real government shutdown.<\/p>\n<p>However, some hard-line conservatives are\u2064 already ruling that process out, noting they aren\u2019t afraid of enforcing a government \u2064shutdown to get the budget passed.<\/p>\n<p>\u201cThere must be significant policy reforms and spending cuts included \u200din any CR that I would ever consider\u2062 supporting. In addition to these qualifications, a \u2062<a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/congress-skirts-nationwide-economic-catastrophe-after-last-minute-agreement-to-lift-debt-ceiling\/\" title=\"Congress Skirts Nationwide Economic Catastrophe After Last-Minute Agreement To Lift Debt Ceiling\">short-term extension<\/a> must\u2064 be reasonable,\u201d Rep. Andrew Clyde (R-GA) told the Washington Examiner, \u200bnoting the demands made by the Freedom Caucus must be met in\u200d exchange for his support on any spending legislation. \u201cCongress can avoid a government\u2063 shutdown by passing\u2064 a responsible\u2063 spending measure that includes the necessary qualifications that address our border security, judicial system, and military readiness. If there is a shutdown, President Biden and Senate Democrats will be to blame due to their unwillingness to solve these critical issues.\u201d<\/p>\n<p>But, a \u201cclean\u201d continuing resolution would be out of the question, he said.<\/p>\n<p>Meanwhile, other conservatives say they\u200d believe a\u200c deal can be made on all 12 appropriations bills that include their demands \u2014 so long as Republicans\u2064 remain united. The House so far \u2063has passed only one of its appropriations\u2064 bills.<\/p>\n<p>\u201cI believe a serious \u200dRepublican conference \u200bcan pass our 11 appropriation bills with these demands by Sept. 30 and our Republican base overwhelmingly supports it,\u201d Rep. Marjorie Taylor Greene (R-GA) said.\u200c \u201cIf we can\u2019t get the approps bills, then \u2062an emergency funding short-term CR can be passed with these demands as well.\u2064 When a business is going\u200d out of business\u2064 or struggling to stay open, the only type \u200dof emergency funding \u200cthey\u200c pass\u2064 is limited funding.\u201d<\/p>\n<p>Any short-term continuing resolution will have to be bipartisan as it will have to go\u200b through a Democratic-controlled Senate \u2064and be signed by a Democrat president, so conservatives getting everything they want in \u200cthe package is \u200cnot going to happen.<\/p>\n<p>\u201cWhat we&#8217;ve got to do is we got to figure out what it is on a\u200b continuing resolution, short-term CR, what it can be, what you need to put on it in order to attract a sufficient number of votes for it to \u2064become\u200c law,\u201d Womack\u200d said. \u200c\u201c&#8230; If we put HR 2 on it, and then it dooms it because Democrats \u2062aren&#8217;t gonna support that. But maybe there are some provisions in HR 2 that could go on it. Maybe not all\u200d of the provisions, but somewhere we \u2063could get bipartisan agreement on because that&#8217;s an issue that&#8217;s not going away.\u201d<\/p>\n<p>There may\u2063 be a shift\u200b in \u200bhow those conversations \u2064play out once members\u2063 return to the hill, other lawmakers say, noting that recent demands may be a result of\u200d conversations with constituents \u2064during the recess period.<\/p>\n<p>\u201cHaving a narrow \u2064majority, everybody&#8217;s a Joe Manchin, right?\u201d said Rep. Dave Joyce \u200d(R-OH). \u201cA\u2064 lot of \u2064this stuff comes up, \u2064unfortunately, \u2063when folks are away \u200con vacation because they&#8217;re caught in, you know, their local chambers or they&#8217;re \u200ctalking \u2063to \u200cfolks. And when they get back and see everybody&#8217;s in the \u2063same room, that adds a little bit of a different flavor to it.\u201d<\/p>\n<p>Joyce said his top\u2062 priority would be to push all 12 appropriations bills through\u2063 the lower chamber before the higher chamber but noted he would support a short-term continuing resolution if \u200cenough progress is made before the deadline.<\/p>\n<p>But even after the House\u2063 gets all 12 appropriations bills\u200c through, whatever comes \u2062out the other end of \u2063conference committee with \u200bthe Senate \u200dis going\u2062 to look much different and probably unappealing to many of the hardline conservative members who want something that\u2019s perfect.<\/p>\n<p>\u201cIn the old days, you would get your bill through so \u200byou could get to conference,\u201d Womack said. \u201cBut I think too\u200d many people now, too many individuals, don&#8217;t \u200dtruly understand or appreciate the appropriations process designed by\u200c our framers.
