O\u2019Rourke Dead At 74\">junior editor<\/a> at the \u200dHarvard\u2063 Journal on Legislation (1999-2000) was to cite check an article submitted by one Sen. Joseph R. Biden. \u200dI was shocked by the plagiarism I discovered,&#8221; Severino <a href=\"https:\/\/twitter.com\/RogerSeverino_\/status\/1698679942605627495\" target=\"_blank\" rel=\"noopener\">posted<\/a> on X, the site formerly known \u200cas Twitter.<\/p>\n<p>Highlighting \u2062specific phrases that \u2063had raised his suspicions, Severino said in an interview with Fox News host Jesse Watters, \u200b&#8221;Words like\u200c &#8216;herald of a new era&#8217; tipped me off. Biden.\u2064 I was shocked \u200cby the plagiarism I discovered.  <a href=\"https:\/\/t.co\/0CSqJBZR7E\">https:\/\/t.co\/0CSqJBZR7E<\/a><\/p>\n<p>\u2014 Roger Severino (@RogerSeverino_) <a href=\"https:\/\/twitter.com\/RogerSeverino_\/status\/1698679942605627495?\">September 4, 2023<\/a><\/p>\n<\/blockquote>\n<h3>Plagiarism Allegations Gain \u2064Momentum<\/h3>\n<p>Severino&#8217;s accusations come on the \u200bheels of \u200da\u2064 broader examination of Biden&#8217;s veracity by Glenn Kessler of The <a href=\"https:\/\/www.washingtonpost.com\/politics\/2023\/08\/31\/biden-loves-retell-certain-stories-some-arent-credible\/\" target=\"_blank\" rel=\"noopener\">Washington \u200dPost<\/a>, who has scrutinized the president&#8217;s tendency\u200c to embellish facts.<\/p>\n<p>Addressing this pattern,\u200c Severino\u2062 stated, &#8220;He tends to embellish, \u2064and he \u2063tends to lie,\u200c and as your \u200csegment showed, he has decades of \u200chistory doing this.&#8221;<\/p>\n<p>The \u2063crux of Severino&#8217;s allegations \u2062centers \u2064on Biden&#8217;s purported \u2064failure to properly credit\u200b Federal Judge Diana Gribbon Motz&#8217;s dissenting opinion in the case of <a href=\"https:\/\/casetext.com\/case\/brzonkala-v-virginia-polytechnic-institute\" target=\"_blank\" rel=\"noopener\">Brzonkala v. Virginia Polytechnic Institute<\/a> in 1999, <a href=\"https:\/\/nypost.com\/2023\/09\/08\/harvard-law-grad-accuses-biden-of-plagiarism\/\" target=\"_blank\" rel=\"noopener\">New York Post<\/a> reported.<\/p>\n<p>In that case, the Fourth Circuit Court of Appeals\u200b declared a portion of the 1994 law as unconstitutional.<\/p>\n<p>Severino contended \u2062that the\u2062 published\u2064 version of Biden&#8217;s essay included \u2062several citations from\u2063 Motz&#8217;s\u200b opinion, but the attributions were reportedly inserted by journal editors who, in Severino&#8217;s view, were covering for\u200d Biden.<\/p>\n<p>Severino <a href=\"https:\/\/twitter.com\/RogerSeverino_\/status\/1698680299876401472\" target=\"_blank\" rel=\"noopener\">alleged<\/a>, &#8220;He had <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/harvard-attorney-who-reviewed-biden-article-was-shocked-by-the-plagiarism-he-discovered\/\" title=\"Harvard attorney astounded by plagiarism in Biden article.\">lifted language straight<\/a> out of a SCOTUS opinion, changed a couple words, and \u200ccalled them his own. There were no quote marks \u2063and no footnote or anything else attributing the court as the source.&#8221;<\/p>\n<blockquote class=\"twitter-tweet\">\n<p dir=\"ltr\" lang=\"en\">President Biden has a history of embellishing, lying, and plagiarizing. Severino interpreted this as\u2063 an \u200cindication \u200cof &#8220;consciousness of guilt.&#8221;<\/p>\n<p>Severino claimed to have\u200d brought the <a href=\"https:\/\/www.westernjournal.com\/harvard-attorney-reviewed-biden-article-shocked-plagiarism-discovered\/\" target=\"_blank\" rel=\"noopener\">plagiarism<\/a> concerns to the executive \u2064editor of the journal, recommending that they reject Biden&#8217;s article.<\/p>\n<p>However, according\u200d to Severino, the editors decided to\u2064 address the issue \u2063by adding proper attributions, effectively &#8220;fixing&#8221; the plagiarism.\u200c Severino said they acted as if the\u2063 incident \u200chad never \u200coccurred.<\/p>\n<p>In response to Severino&#8217;s allegations, White House spokeswoman\u2062 Olivia \u200dDalton vehemently denied the claims, stating, &#8220;The final \u200carticle has appropriate citations, and that fact is not in dispute.
