In \u200da unanimous 5-0 vote, \u200bthe council passed \u2062a ban on using hard drugs on public property.<\/p>\n<p>This emergency ordinance not only prohibits the use of \u200bhard drugs\u200d like \u200bfentanyl, heroin, and meth on public property, but it also attaches \u2063criminal\u200d penalties to drug use in these areas. This is because in 2020, Oregon\u200d voters approved a ballot\u2062 measure that decriminalized\u2063 public drug use, a decision that many now regret.<\/p>\n<p>Measure 110, which took \u200ceffect in \u2063early 2021, decriminalized the\u2064 possession\u200c of small amounts of hard drugs, making it punishable\u200c only \u2063by a maximum fine\u200b of $100. But according to a survey from DMH Research, more than 6 in 10 voters now believe that \u2063decriminalization has\u200d worsened drug\u200d addiction, \u2064homelessness, and crime in Oregon.<\/p>\n<p>Mayor Ted Wheeler, a Democrat, \u2063stressed the urgency of Portland&#8217;s drug addiction \u2062crisis during the <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/chinas-q2-gdp-growth-slows-to-0-8-q-q-raises-stimulus-expectations\/\" title=\"China's Q2 GDP growth decelerates to 0.8% q\/q, heightening stimulus hopes.\">council \u200dmeeting<\/a>, stating, &#8220;Week\u2062 by week, the situation is\u2062 getting worse. Last year alone, there were a record 209 fentanyl deaths in Multnomah \u2063County, which \u200dincludes Portland. Fatal overdoses from \u2063opioids\u200b have increased fivefold between 2018 and last year.<\/p>\n<p>With the \u2063support of almost\u2064 every resident who spoke at\u200b the City Council meeting, the ban on \u2062public use of hard drugs has gained\u2064 widespread approval.
