Specifically, burglary and <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/bill-maher-says-overreaction-to-covid-caused-huge-learning-loss-and-inflation-not-the-pandemic-itself\/\" title=\"Bill Maher Says Overreaction to COVID Caused Huge Learning Loss and Inflation - Not the Pandemic Itself\">domestic violence increased<\/a> by 11 percent, while household larceny and <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/as-teen-curfews-increase-across-nation-so-do-constitutional-concerns\/\" title=\"Teen curfews are rising nationwide, raising constitutional concerns.\">motor vehicle theft rates increased<\/a> by eight percent and nine percent, respectively.<\/p>\n<\/blockquote><\/div>\n<div class=\"my-5\">\n<blockquote>\n<p>Additionally, \u2063the Centers for Disease Control and Prevention (CDC) <a href=\"https:\/\/wonder.cdc.gov\/controller\/datarequest\/D158;jsessionid=C8925B6A4310FBB9A0262EC825C8\" target=\"_blank\" rel=\"noopener\">reported<\/a> that\u200c for June, July, and August 2020, there was an average of 274 firearm-related \u200bhomicide\u2063 deaths \u200bper\u2063 month for youth aged 0-19. For June, July, and \u2062August, there were\u2064 273 firearm \u200chomicide\u2063 deaths\u200c per \u200bmonth,\u2062 while the other nine months averaged just under 249, according\u2063 to the CDC.<\/p>\n<\/blockquote><\/div>\n<p>To help \u200ccombat the\u200b uptick in crime \u200cand violence, many cities, like Baltimore, implemented\u200c or started\u200d enforcing teen curfews for just the summer months. However, other cities, like \u2062Chicago, have year-round teen curfews,\u200b citing a need\u200d to also reduce violence during \u200dthe \u200bschool year.<\/p>\n<div class=\"my-5\">\n<blockquote>\n<h2>Teen \u200dCurfews<\/h2>\n<p>In\u2064 April, two teens were shot\u200d during a large\u200c gathering at Baltimore&#8217;s Inner \u2064Harbor. In response, \u200cBaltimore Mayor Brandon \u2064Scott \u200bstated in a press <a href=\"https:\/\/mayor.baltimorecity.gov\/news\/press-releases\/2023-05-24-scott-administration-announces-summer-youth-engagement-strategy\" target=\"_blank\" rel=\"noopener\">release<\/a> that the city would implement a \u2063teen curfew.<\/p>\n<\/blockquote><\/div>\n<div class=\"shortcode post-related-videos\">\n<div class=\"lazyload-wrapper\">\n<div class=\"lazyload-placeholder\"><\/div>\n<\/p><\/div>\n<\/p><\/div>\n<p>&#8220;Our young people are\u2064 Baltimore&#8217;s future, and we must\u2062 devote\u200d our resources, \u2064time, and energy into\u2063 making sure that\u2064 they have \u2062the opportunities they deserve \u200cto \u2063grow and develop \u2063into their best selves,&#8221; he said.<\/p>\n<div class=\"my-5\">\n<blockquote>\n<p>Baltimore&#8217;s city <a href=\"https:\/\/monse.baltimorecity.gov\/curfew\" target=\"_blank\" rel=\"noopener\">curfew<\/a> runs from May 26 \u200dto Sep. 3 and applies to anyone \u206416 and under. Anyone\u2063 13 and under out after\u200c 9 p.m.\u2014and 14 to 16 out\u200c after 11 \u2062p.m.\u2014may receive \u2064a \u200cwarning for a\u2062 first-time offense. Third offenses and beyond are subject to a $500 fine or community\u200c service for a parent \u2062or guardian.<\/p>\n<\/blockquote><\/div>\n<p>The Baltimore City Council didn&#8217;t respond to\u200c The Epoch Times&#8217; \u200crequest for comment.<\/p>\n<div class=\"my-5\">\n<blockquote>\n<p>Similarly, in April, when nine adults and six minors\u200d were <a href=\"https:\/\/www.nbcchicago.com\/news\/local\/chicago-police-report-15-arrests-amid-reckless-disruptive-behavior-in-large-downtown-gatherings\/3120211\/\" target=\"_blank\" rel=\"noopener\">arrested<\/a> \u200bfor &#8220;reckless and disruptive behavior&#8221; during a gathering of hundreds of people near Millennium \u2063Park in Chicago, activists and\u200b business \u200downers demanded previous \u200cmayor Lori\u2064 Lightfoot&#8217;s teen <a href=\"https:\/\/www.chicago.gov\/content\/dam\/city\/depts\/mayor\/Press%20Room\/Press%20Releases\/2022\/May\/CurfewUnderageResidents.pdf\" target=\"_blank\" rel=\"noopener\">curfew<\/a> \u200b be enforced.<\/p>\n<\/blockquote><\/div>\n<div style=\"margin-left:0;margin-right:0;max-width:1200px\">\n<figure style=\"width:640px;margin-left:auto;margin-right:auto\" class=\"aligncenter\"><figcaption>Miami Beach Police patrol Ocean Drive before a curfew \u200bgoes\u200b into effect during Spring Break in Miami Beach,\u200b Florida, on March 24, 2022. (EVA MARIE UZCATEGUI\/AFP via Getty Images)<\/figcaption><\/figure>\n<\/p><\/div>\n<div class=\"my-5\">\n<blockquote>\n<p>Ms. Lightfoot implemented a\u2063 curfew following a teen shooting \u2063in\u200c May 2022 and said\u2062 in a press <a href=\"https:\/\/www.chicago.gov\/content\/dam\/city\/depts\/mayor\/Press%20Room\/Press%20Releases\/2022\/May\/CurfewUnderageResidents.pdf\" target=\"_blank\" rel=\"noopener\">release<\/a>, &#8220;As a city, we must ensure that our young people have safe\u2064 spaces to congregate and that \u2064in those spaces, they are \u2063peaceful and\u200b actually\u200b safe.&#8221;<\/p>\n<\/blockquote><\/div>\n<p>Chicago&#8217;s curfew, which is \u200din effect year-round, \u2062applies to \u2063teens\u2062 17 and under\u2062 and requires \u2062them to be \u200bescorted\u2064 by an \u200badult at least 21 years or older if\u2063 they&#8217;re out past 10 p.m.<\/p>\n<p>The Chicago&#8217;s City Counsel didn&#8217;t respond \u200cto The Epoch Times&#8217; request for comment. The Chicago Police Department pointed The Epoch Times to Ms. Lightfoot&#8217;s press release when asked for comment on\u200c how teen curfews have helped with\u2062 crime in Chicago.<\/p>\n<div class=\"my-5\">\n<blockquote>\n<h2>Curfews\u2063 and Civil Rights<\/h2>\n<p>&#8220;Over the past\u2064 few years, we&#8217;ve definitely seen a \u2064rise in this \u2064idea \u2063that minors can&#8217;t decide for themselves, and even that parents \u200ccan&#8217;t decide \u200bfor themselves and for their\u2064 kids \u2063what&#8217;s best,&#8221; Nikos Mohammadi, the communications director of NYRA told The Epoch Times.<\/p>\n<\/blockquote><\/div>\n<p>&#8220;What curfew\u2063 laws\u200b do is essentially take the power out of the hands of \u200cparents and give it over to\u200b the government. And that&#8217;s infringing on parents&#8217; and \u200byouth rights.&#8221;<\/p>\n<div class=\"my-5\">\n<blockquote>\n<p>Stephen \u200dHowsley, \u2063a\u200d <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/pro-union-states-lose-a-million-jobs-to-right-to-work-states\/\" title=\"Pro-Union States Lose a Million Jobs to Right-to-Work States\">public policy analyst<\/a> for Texas Home School Coalition \u200b(THSC), a\u2063 homeschool and parents&#8217; rights advocacy <a href=\"https:\/\/thsc.org\/\" target=\"_blank\" rel=\"noopener\">group<\/a> and\u2063 one of the groups that worked \u200dto ban teen curfews\u2064 in \u2064Texas, \u200bagrees.<\/p>\n<\/blockquote><\/div>\n<p>&#8220;Our \u2063whole idea behind \u200bthe juvenile curfew prohibition is we don&#8217;t believe \u200bthat children should \u2064be cited, or should have\u200b to enter \u2063the judicial system,\u2062 for something \u200dthat their parents gave them permission to do,&#8221; Mr. Howsley told The \u2064Epoch Times. &#8220;If there&#8217;s not an actual crime being committed\u2014such as vandalism or theft or something like that\u2014then just being out \u200band moving between cities, counties, or even within \u200cyour neighborhood should not be considered a crime.&#8221;<\/p>\n<div class=\"my-5\">\n<blockquote>\n<p>In addition to violating\u200b a parent&#8217;s \u200crights, \u2064Mr. Mohammadi\u2062 said\u2063 teen curfews violate both the First\u2062 Amendment\u200d and the 14th Amendment\u2014assertions \u200cthat attorneys have <a href=\"https:\/\/www.aclu.org\/press-releases\/nj-appeals-court-affirms-decision-striking-down-local-curfew-ordinance\" target=\"_blank\" rel=\"noopener\">successfully<\/a> argued in court.<\/p>\n<\/blockquote><\/div>\n<div style=\"margin-left:0;margin-right:0;max-width:1200px\">\n<figure style=\"width:640px;margin-left:auto;margin-right:auto\" class=\"alignnone\"><figcaption>City of Miami\u200b Beach Police officers arrest several males \u200bon Ocean\u2062 Drive and\u2064 10th Street as spring break\u200d officially begins \u2063in Miami Beach, Fla., on Feb. 20, 2021. Town of Vernon<\/em>, attorneys for the American Civil \u200bLiberties \u2064Union (ACLU) argued that a Connecticut town&#8217;s curfew violated the &#8220;right\u200b to\u200b travel&#8221; under \u2063the 14th Amendment. \u2064A\u2063 court\u200c agreed, stating, &#8220;This right\u200c to free movement is a\u200d vital component of life in an open society, both for juveniles and adults.&#8221;<\/p>\n<\/blockquote><\/div>\n<div class=\"my-5\">\n<blockquote>\n<p>In\u200d <em>Jiovon Anonymous\u2063 and Thomas Anonymous v.\u2064 City of Rochester<\/em>,\u200c the New York ACLU\u2063 argued \u2064that Rochester&#8217;s curfew violated the First Amendment&#8217;s right\u200b to &#8220;peaceably \u2064assemble&#8221; \u2063and infringed on parent&#8217;s rights \u2063to &#8220;direct the upbringing of their\u2063 children.&#8221; A court agreed and ruled, &#8220;The issue before this \u200dCourt is whether the juvenile nighttime curfew adopted by the\u200b Rochester \u200cCity Council violates the Federal and\u2062 New York State Constitutions. We hold that it \u2064does.&#8221;<\/p>\n<\/blockquote><\/div>\n<div class=\"my-5\">\n<blockquote>\n<p>Still, the courts have sided with \u2062the\u2062 city or\u2064 state in other rulings. For example, the U.S. \u200cCourt of Appeals for \u2062the Fifth Circuit\u2063 ruled against the\u2063 ACLU when it challenged the \u2062constitutionality of a juvenile\u200d curfew enacted in Dallas, Texas.<\/p>\n<\/blockquote><\/div>\n<div class=\"my-5\">\n<blockquote>\n<p>&#8220;Plaintiffs contended\u200d that the curfew ordinance violated \u2064the equal \u2062protection clause of the\u2064 14th amendment, the right of association, \u200band the \u200cright \u2063of\u2063 privacy,&#8221;\u2062 and a district\u2062 court agreed, the DOJ&#8217;s Office of Justice Programs reports.\u200d But when the City of Dallas appealed, the \u2064&#8221;U.S. Circuit Court reversed the district \u200bcourt&#8217;s decision.&#8221;<\/p>\n<\/blockquote><\/div>\n<div class=\"my-5\">\n<blockquote>\n<p>&#8220;Ideally, I would love to have a Supreme Court ruling that \u2064deems\u200b youth curfews \u200dunconstitutional,&#8221; Mr. Mohammadi \u200csaid\u2063 about the courts siding with both sides\u2064 of the argument. &#8220;But\u200b until that happens, curfews could be deemed illegal \u200don\u2064 the\u2062 state level. \u2063\u2026 What\u2063 Texas has done is a great\u200d policy initiative, and I want to see other states do the same.&#8221;<\/p>\n<\/blockquote><\/div>\n<div class=\"my-5\">\n<blockquote>\n<h2>Lack of Crime \u200cReduction<\/h2>\n<p>On June 9, Republican Texas Gov.\u2064 Greg Abbot signed House Bill 1819, which essentially bans teen\u2063 curfew laws in Texas. The law took effect on Sep. 1\u2063 and received overwhelming bipartisan support during the Legislative Session.<\/p>\n<\/blockquote><\/div>\n<div class=\"my-5\">\n<blockquote>\n<p>But after the\u2064 bill \u200bpassed, Lt.\u200d Krystal Baker with the Copperas Cove Police Department stated, &#8220;Not\u200c having \u200da curfew ordinance to enforce \u200dmay have a\u200c negative impact on our \u200bability\u2064 to prevent\u2062 minors\u2062 from committing additional crimes during midnight \u200bhours and could cause an increase in crime.<\/p>\n<\/blockquote><\/div>\n<p>&#8220;Curfews have played a significant role \u200din <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/rise-in-violence-its-much-bigger-than-police\/\" title=\"Rise In Violence: It\u2019s Much Bigger Than Police\">deterring criminal activity<\/a> such as vandalism, theft, \u2064drug and \u200dalcohol-related offenses, just to name\u2064 a few,\u2062 particularly during late-night hours when individuals \u2064may\u200c be more vulnerable to\u2062 dangerous situations.&#8221;<\/p>\n<p>Both Mr. Howsley \u200dand Mr. Mohammadi\u200b disagree.<\/p>\n<div style=\"margin-left:0;margin-right:0;max-width:1200px\">\n<figure style=\"width:640px;margin-left:auto;margin-right:auto\" class=\"alignnone\"><figcaption>Texas Gov. (Brandon Bell\/Getty Images)<\/figcaption><\/figure>\n<\/p><\/div>\n<p>&#8220;We haven&#8217;t seen a direct correlation between a decrease \u200bin juvenile crime and \u2062these \u200bordinances being put in place,&#8221; Mr. \u200dHowsley \u2062said.\u2062 &#8220;And\u200d we should have plenty of\u2063 data if \u2062that&#8217;s the case.\u2062 These have been in place for \u2064years now, and we&#8217;ve seen \u2063an increase in\u200b students getting cited for [curfew violations] that\u200b we would argue should \u200bnot even be considered \u2062crimes.&#8221;<\/p>\n<p>Mr. Mohammadi added, &#8220;Curfews are \u2064built on a false assumption of juvenile delinquency\u2014that if you leave teenagers out at night, they&#8217;re going to commit crimes\u200c and do other\u200c horrible things\u2014which is not grounded in evidence.<\/p>\n<p>&#8220;Evidence suggests that\u2063 most youth crime peaks earlier rather than \u2064later \u2063in the day, and \u2062also that most crime isn&#8217;t committed by\u2064 youth. So, there are these laws that are built on stereotypes rather than actual \u2063evidence. And \u2062I think that&#8217;s problematic\u200b and discriminatory.&#8221;<\/p>\n<\/p>\n<div style=\"margin-left:0;margin-right:0;max-width:1200px\">\n<figure style=\"width:640px;margin-left:auto;margin-right:auto\" class=\"alignnone\"><figcaption>A man and police officer walk\u2064 past\u2064 a shuttered store after looting during a citywide curfew in Philadelphia, \u2064Penn., on\u200c Oct. 28, 2020. \u2064(Mark Makela\/Getty Images)<\/figcaption><\/figure>\n<\/p><\/div>\n<p>The DOJ found\u200b that only 13 percent of \u200cviolent crime committed by youth \u200b&#8221;occurs \u200bduring the\u2064 standard juvenile curfew hours of 10 p.m. to 6 a.m.\u2064 (inclusive of both school\u2063 and non-school days).&#8221; It added, &#8220;Consequently, efforts to reduce offending by youth after\u2064 school would appear to have greater\u2062 potential\u2062 to decrease a community&#8217;s violent crime rate than curfews.&#8221;<\/p>\n<p>That\u2063 finding is \u2062consistent with other reports \u2064on the matter.<\/p>\n<div class=\"my-5\">\n<blockquote>\n<p>During \u200dthe passage of HB 1819, bill \u200cauthors stated, &#8220;Research by David Wilson, Charlotte Gill, Ajima Olaghere, and\u2062 Dave McClure published in Campbell Systematic \u200dReviews indicates that \u2064juvenile curfew ordinances are an \u200cineffective way to reduce crime and often lead to negative outcomes for youth in school and future interactions with the\u2064 justice system.&#8221;<\/p>\n<\/blockquote><\/div>\n<div class=\"my-5\">\n<blockquote>\n<p>Texas Appleseed, a\u200b data-driven advocacy group that\u200c worked with\u2064 THSC to\u200c pass legislation banning teen curfews, reported that \u200dbefore the ban, both Austin and Waco,\u2064 Texas, eliminated teen curfews.
