Democrats agreed to slight reductions\u2062 in nondefense\u200c discretionary spending and modest increases in defense spending in 2024, with discretionary spending\u200b growth capped at 1 percent for 2025. In exchange, Republicans agreed \u200cto suspend the debt ceiling through Jan. \u20621, 2025.<\/p>\n<p>Since then, the Senate Appropriations Committee completed all 12 appropriations bills, clearing the way for the full Senate to \u2064consider them, which is expected \u200dto begin on Sept. 7.<\/p>\n<p>&#8220;Senator [Susan] Collins [(R-Maine)] and Senator [Patty] Murray [(D-Wash.)] have done a spectacular\u200c job in \u2062at least getting the\u200d bills out of committee,&#8221; Mr. McConnell said.<\/p>\n<p>Sen. John Thune (R-S.D.) stressed the need to make spending decisions through normal committee hearings, which allow for greater participation \u200din the process by\u200d lawmakers.<\/p>\n<p>&#8220;The way it&#8217;s supposed to work is\u2064 to do these in regular order, through a process that allows for open debate on the floor,\u200c and\u200d that&#8217;s what our Congress is going to insist on in the appropriations process this year.&#8221;<\/p>\n<div class=\"my-5\">\n<h2>House Divided<\/h2>\n<p>Meanwhile, hardline\u2062 Republicans\u200b in\u200c the House \u2063have \u200cseen Mr. McCarthy&#8217;s \u200bdeal with the president as an unacceptable compromise. They are pushing\u200c to cut federal spending to the 2022 level, \u200bwhich the House had originally agreed to\u2063 do in passing the Limit, Save, Grow Act in April.<\/p>\n<\/p><\/div>\n<p>Reps. Chip Roy (R-Texas), Bob Good (R-Va.), and Byron Donalds (R-Fla.)\u200b are among \u200ca small group of House Republicans who have spoken openly\u2064 about forcing a shutdown to drive further spending \u2064reductions.<\/p>\n<p>Both sides are intent \u2062on avoiding what Mr.\u2064 Thune called the &#8220;big train wreck&#8221; that occurred last year, when\u2014unable to agree on spending levels until the very end of the year\u2014the House passed a 400-page,\u2062 $1.7-trillion\u200c omnibus spending bill just before Christmas.<\/p>\n<p>Mr. McCarthy has said he favors a <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/house-passes-stop-gap-bill-funding-government-through-february\/\" title=\"House Passes Stop-Gap Bill Funding Government Through February\">short-term continuing resolution<\/a>\u2063 that would allow the government to function\u2064 at current spending \u200blevels for a\u200b set period \u2063of time while lawmakers finalize the 2024\u2063 budget. Mr. Schumer has indicated a willingness\u200b to consider\u2062 that.<\/p>\n<p>However, GOP hardliners \u2064in the House, though small in number, could have enough clout in\u200b the narrowly divided chamber\u200c to block a continuing resolution.<\/p>\n<p>&#8220;Extending a CR of the \u200ddisastrous Omni \u200cis a non-starter,&#8221; Mr. Roy wrote on X on Sept. 4, referring to last year&#8217;s omnibus bill.<\/p>\n<p>&#8220;We\u200c shouldn&#8217;t fear a government shutdown,&#8221; Mr. Good said on June 15, his \u200doffice confirmed to The Epoch Times.<\/p>\n<p>&#8220;If we shut it down \u200cin order\u200b to try to bring fiscal stability and fiscal solvency, that will \u200bsave the\u2064 country from an economic and fiscal standpoint for our kids and grandkids,&#8221; he\u200c said.<\/p>\n<p>&#8220;I&#8217;m not afraid of shutdowns.\u200c American life doesn&#8217;t halt because government offices are closed,&#8221; said\u2062 Mr. Donalds,\u200c according to Punchbowl \u200bNews. &#8220;We have to be\u2064 serious\u200d about spending.&#8221;<\/p>\n<div class=\"my-5\">\n<h2>Senators Against Shutdown<\/h2>\n<p>Asked \u2064if he feared the \u200dprospect of a government shutdown, Sen.
