Three years later, the\u200b space chief, Ye Peijian, launched a little-known partnership with the American Association for the Advancement of Science, which gets tens of millions of dollars in U.S. taxpayer funding each year.<\/p>\n<\/blockquote>\n<p>Ye, a\u200c member of\u200b the Chinese \u200dCommunist Party, serves as editor in \u2064chief of <em>Space: Science &#038; Technology<\/em>, a journal the American \u200bAssociation for the Advancement of\u200d Science publishes in coordination with the China Academy of Space Technology as part of a program with foreign scientists. The journal\u2019s editorial board boasts officials from\u200d Chinese space agencies, military think tanks, and a state-owned satellite enterprise that Beijing has considered using to destroy Elon Musk\u2019s Starlink satellite\u2063 network. It \u200cregularly publishes articles from scientists at Chinese agencies sanctioned by the U.S. government for ties to the People\u2019s Liberation Army.<\/p>\n<p>It\u2019s \u2064an eye-catching \u2063alliance for the American Association for the \u200dAdvancement of Science, which received $12.6 million in federal grants last year and is considered the country\u2019s premier science collective.<\/p>\n<p>&#8220;This dude is bad news for us,&#8221; Brandon Weichert, a <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/chinese-space-station-a-looming-threat-to-us-experts-say\/\" title=\"Chinese Space Station a Looming Threat to US, Experts Say\">space security analyst<\/a>, said of Ye. &#8220;A true believer in the CCP&#8217;s dominance agenda for the world,&#8221; added Weichert, who described the China Academy \u200dof Space Technology, where Ye serves as chief engineer, as &#8220;an arm of the CCP.&#8221;<\/p>\n<p>American officials have sounded the alarm about\u200c China\u2019s ambitions to use its space program to advance its military \u2062and mine minerals on the moon. While\u200d Beijing insists its space program has entirely \u200bpeaceful aims, Ye\u2019s remarks from 2017 have been widely \u2062cited as evidence of China\u2019s true goals. He compared Mars and the moon to disputed islands in the South China Sea and said, &#8220;if we don&#8217;t go there now even though we&#8217;re capable of doing so, then we will be blamed by our descendants. If others go there, then they \u200bwill take over, and you won&#8217;t be able to\u200d go even if you want to.&#8221;<\/p>\n<p>The American Association for the Advancement of\u200d Science, \u200cbest known as the publisher \u200bof the journal \u200c <em>Science<\/em>, has maintained ties \u200dto China for decades, though the relationship has taken a giant leap in recent\u2063 years. Last year, the American Association <a href=\"https:\/\/www.aaas.org\/news\/aaas-and-cast-renew-memorandum-understanding\" target=\"_blank\" rel=\"noopener\">renewed<\/a> a memorandum of understanding with the China\u200d Academy for Space Technology, citing the agency\u2019s role\u2064 in uniting &#8220;the \u2064Communist Party of China and the Chinese government through the country&#8217;s science and \u200ctechnology\u200d community.&#8221;<\/p>\n<p>In addition to <em>Space: Science &#038; Technology<\/em>, the American Association publishes several other journals with Chinese organizations as part of its &#8220;science partner journals&#8221; program. According to the \u200bassociation, its foreign partners have full editorial control over the content of the journals. And while the association touts those foreign partnerships as being above the fray of geopolitics, its coddling of Chinese entities gives Beijing the pedestal it has long sought\u2064 on the international science\u200d stage.<\/p>\n<p><em>Space: Science &#038; Technology<\/em> is\u2063 part of <a href=\"https:\/\/english.bit.edu.cn\/yw2020\/news2020\/researchnews\/a189179.htm\" target=\"_blank\" rel=\"noopener\">an initiative<\/a> that the Chinese Communist Party launched in 2019\u2014the &#8220;China Science and Technology \u200cJournal Excellence Action Plan&#8221;\u2014to &#8220;promote the <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/desantis-office-opposition-from-ncaa-woke-corporations-strengthened-his-resolve-to-protect-girls\/\" title=\"DeSantis\u2019 Office: Opposition From NCAA, \u2018Woke\u2019 Corporations \u2018Strengthened His Resolve\u2019 To Protect Girls\">high-quality development<\/a> of China&#8217;s \u2064sci-tech periodicals.&#8221; The\u200d Chinese government pledged to spend roughly $70,000 a year on each journal picked for the initiative. It is unclear if the Chinese\u2062 government made any of those payments to the\u200d American Association, which\u200c took in $73 million in publishing revenues last year.<\/p>\n<p>Weichert, the space security analyst, warned against alliances between\u2064 American science groups and CCP-linked outfits like\u200d the China Academy of Space Technology, and said Congress should intervene to prevent China\u2019s \u200cspace agencies from having\u200d access to the &#8220;wider American innovation sphere.&#8221; The \u200dChinese Communist Party &#8220;will use \u200canything and everything, including the influence over our scientific journals, to manipulate and stymie real American research,&#8221; he told the <em>Washington Free Beacon<\/em>.<\/p>\n<p>Most of the articles in <em>Space: Science &#038; Technology<\/em> appear to be straightforward reports about China\u2019s technological developments for its space program. But others tout the Chinese space program\u2019s projects, which Beijing has highlighted as it seeks \u200bto surpass the\u200b United \u200cStates\u2063 in the space race. And many of the entries are published by researchers at agencies under U.S. \u200dgovernment sanctions.<\/p>\n<p>The journal published a June 2021 <a href=\"https:\/\/spj.science.org\/doi\/10.34133\/2021\/9769856\" target=\"_blank\" rel=\"noopener\">article<\/a> from \u200da researcher at the China Academy of Launch Vehicle Technology, who said China\u2019s goal is to &#8220;catch up with and surpass&#8221; other space powers. In 2020, the\u200b Department of Defense identified the China Academy of Launch Vehicle Technology as a &#8220;Communist Chinese military company.&#8221; On Aug. 24, 2022, the journal published <a href=\"https:\/\/spj.science.org\/doi\/full\/10.34133\/2022\/9769713?permanently=true\" target=\"_blank\" rel=\"noopener\">an article<\/a> from a researcher \u2064at the China Academy of Space Technology\u2019s 502 \u200dResearch Institute, which a day earlier had been added to the United States government\u2019s \u200cblacklist of Chinese firms linked to the military.<\/p>\n<p>The journal published <a href=\"https:\/\/spj.science.org\/doi\/full\/10.34133\/space.0038?af=R\" target=\"_blank\" rel=\"noopener\">research<\/a> last month from scientists at the Chinese military\u2019s Space Engineering University, a Chinese military think tank that proposed earlier this year to use lasers to &#8220;damage&#8221; Elon Musk\u2019s Starlink satellites or wage\u2062 cyberattacks to &#8220;paralyze&#8221; the system\u2019s communications network. The researchers speculated\u200b the United States government could use Starlink to attack Chinese satellites or provide communications to American \u200csoldiers on the battlefield.<\/p>\n<p>The journal regularly promotes the Tiangong space station, which China developed as an alternative to\u2062 the International Space Station. An <a href=\"https:\/\/spj.science.org\/doi\/10.34133\/space.0035\" target=\"_blank\" rel=\"noopener\">article<\/a> published earlier this year details the development of a massive\u2062 robotic arm on the space station and states that China will\u200d use the \u2063facility to &#8220;make pioneering contributions to the \u200bpeaceful\u2064 use of space for mankind.&#8221; U.S. military officials have expressed concern that China plans to someday use the robotic arm to capture\u2063 foreign satellites or\u200d for other nefarious purposes.<\/p>\n<p>The government titles of many of <em>Space<\/em>\u2019s editorial board\u200d members indicate militaristic purposes are at the forefront of China\u2019s space program. The journal\u2019s advisory board members serve at the Chinese Academy \u2062of Military Science, a think tank that develops military doctrine for the People\u2019s Liberation Army, and the\u200d State\u200c Administration \u200dof Science, Technology and Industry for National Defense, which <a href=\"http:\/\/english.www.gov.cn\/state_council\/2014\/10\/06\/content_281474992893468.htm\" target=\"_blank\" rel=\"noopener\">was established<\/a> to &#8220;strengthen military forces&#8221; and manage China\u2019s nuclear, space, and aerospace programs.<\/p>\n<p>Another board member is the general manager of the \u200bChina Satellite Network Group, a state-owned satellite maker that the \u2063Chinese military has tasked with deploying 13,000 satellites to\u200d suppress\u2014and\u2062 perhaps one day destroy\u2014the Starlink satellite program.<\/p>\n<p>The American Association for the Advancement of Science did \u200bnot respond to requests\u200c for comment.<\/p>\n<\/div>\n","protected":false},"excerpt":{"rendered":"<p>The head of China&#8217;s lunar exploration program, Ye Peijian, made waves in 2017 by comparing China&#8217;s space race to its territorial disputes in the South China Sea.
