I initially supported the law, as I was sold on the fact it \u2063would keep drug addicts and those with <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/9-year-old-girl-pepper-sprayed-during-interaction-with-rochester-police\/\" title=\"9-Year-Old Girl Pepper Sprayed During Interaction With Rochester Police\">mental health issues<\/a> \u200cout of our \u200dprisons,\u201d David Canepa, San Mateo County supervisor, told The Epoch Times by email Aug. 31.\u2062 \u201cBut what we\u2019ve \u2063seen is an \u2062incredible uptick in shoplifting and\u200c crimes\u2062 against property that are \u2063generally charged \u200das misdemeanors.\u201d<\/p>\n<p>Prop 47 reclassified certain\u2064 felonies \u200cas misdemeanors, including several related to drug \u2063possession, shoplifting, petty theft, and \u200d<a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/soros-backed-philadelphia-da-considered-helping-non-citizens-accused-of-rape-murder-avoid-deportation-records-show\/\" title=\"Soros-Backed Philadelphia DA Considered Helping Non-Citizens Accused Of Rape, Murder Avoid Deportation, Records Show\">receiving stolen property<\/a>. (Andri \u200dTambunan\/AFP via Getty Images)<\/figcaption><\/figure>\n<\/p><\/div>\n<div class=\"my-5\">\n<p>Videos \u2063circulating on social media show luxury retailers in\u200d San Francisco and Los Angeles targeted by large\u2063 groups of <a href=\"https:\/\/www.theepochtimes.com\/us\/flash-mob-burglaries-strike-southern-california-stores-5467170\" target=\"_blank\" rel=\"noopener\">shoplifters<\/a> hauling items out and fleeing in waiting getaway cars, with businesses reporting hundreds of thousands of dollars in losses.<\/p>\n<\/p><\/div>\n<p>Thieves hit Nordstrom at the Westfield Mall in \u200cTopanga Canyon in August, and the retailer\u200c closed its location in iconic Union\u200c Square\u200d in San Francisco earlier this year reportedly due to\u200c rising crime.<\/p>\n<p>Once bustling with \u2064tourists visiting\u200b high-end shopping destinations, empty storefronts and hundreds of for-lease signs now\u2064 make up the\u2063 downtown area,\u2062 and office vacancy rates are \u200bat historic highs.<\/p>\n<div class=\"my-5\">\n<p>Car\u200c break-ins \u200coccur regularly\u2014with nearly 23,000 in 2022,\u200d according\u2062 to city\u200c statistics\u2014and property theft crime in San Francisco is more than twice what it was in 2014 when Prop 47 passed, \u200caccording to the city\u2019s crime <a href=\"https:\/\/sfgov.org\/scorecards\/public-safety\/violent-crime-rate-and-property-crime-rate\" target=\"_blank\" rel=\"noopener\">data<\/a>.<\/p>\n<\/p><\/div>\n<p>Open-air drug use and a prevalence of <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/california-supervisor-admits-proposition-47-linked-to-crime-wave\/\" title=\"CA Supervisor Acknowledges Prop 47 Tied to Surge in Crime\">fentanyl-related overdose deaths create public \u200dsafety issues<\/a>,\u200d according to residents, with some pointing to Prop 47 as exacerbating addiction problems in \u200cthe state\u2062 by allowing drug users and dealers to operate without fear of consequences.<\/p>\n<div>\n<figure style=\"width:600px\" class=\"aligncenter\"><figcaption>A \u2064looter robs a Target \u200cstore \u200din Oakland, Calif., on May 30, 2020. (Josh Edelson\/AFP \u200bvia Getty Images)<\/figcaption><\/figure>\n<\/p><\/div>\n<div class=\"my-5\">\n<p>Drug arrests plummeted with the change of law, falling from more than 137,000 in 2014 to fewer than 21,000 in 2022, according to California Department of Justice <a href=\"https:\/\/openjustice.doj.ca.gov\/exploration\/crime-statistics\/arrests\" target=\"_blank\" rel=\"noopener\">statistics<\/a>.<\/p>\n<\/p><\/div>\n<p>Supporters of Prop 47 point to the lower number of arrests as evidence that the law is succeeding, and comparisons to \u2064crime\u2062 peaks from the early 1990s\u2014when per capita arrests were much higher than today\u2014are used to also justify its effectiveness.<\/p>\n<p>Opponents argue that Californians and businesses are suffering from Prop 47 and what they say are other\u2062 policy failures that\u200c are creating public\u2063 safety problems.<\/p>\n<p>Noting that the Legislature is more focused on \u2063criminal justice reform and reducing\u2064 sentencing guidelines, the San \u2063Mateo\u200d County supervisor said he \u200cbelieves citizens will have to demand change \u200cand use their aut<\/p>\n<\/div>\n","protected":false},"excerpt":{"rendered":"<p>that it would help reduce prison populations.
