The settlement comes \u2063after the ACLU&#8217;s New York \u2062chapter, the Legal Aid Society,\u2064 and the state Attorney General Letitia James\u200b sued Mayor Bill de Blasio, Police Commissioner Dermot Shea, Chief of Department Terence\u2063 Monahan, the City of New York, and several individual <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/california-sheriffs-tell-newsom-they-wont-enforce-covid-curfew\/\" title=\"California Sheriffs Tell Newsom They Won't Enforce COVID Curfew\">police officers<\/a> for their response to the Black Lives Matter\u200b riots in 2020.<\/p>\n<blockquote>\n<p>&#8220;This landmark settlement holds\u2064 the NYPD,\u2062 the nation&#8217;s largest and \u200dmost influential police force, to its \u2064oath \u2063to protect \u2063New Yorkers&#8217; right to protest,&#8221; said Molly \u200cBiklen, Deputy Legal \u200bDirector of the New York\u2064 Civil Liberties Union. &#8220;Today&#8217;s settlement\u2063 ensures the\u2063 NYPD can no \u2062longer indiscriminately deploy the notorious Strategic Response Group to \u2064protest and no longer escalate\u200c force on a whim.&#8221;<\/p>\n<\/blockquote>\n<p>In the wake of George \u2062Floyd&#8217;s death in May 2020, New York City \u2063experienced widespread\u200b chaos as Black Lives Matter protesters\u2063 and rioters took to the streets, causing damage to\u200d private property and businesses. In response,\u2062 NYPD officers allegedly used pepper spray, \u200dbatons, and\u2064 bicycles to confront demonstrators, leading to <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/psaki-dodges-question-about-laid-off-pipeline-workers-green-jobs\/\" title=\"Psaki Dodges Question About Laid-Off Pipeline Workers, Green Jobs\">widespread criticism<\/a>.<\/p>\n<p>Under the terms of the settlement, the NYPD must now adhere to a new four-tiered system that determines how authorities can respond\u200c to \u200bprotests. The agreement also requires the department to amend its internal discipline matrix, improve treatment of the \u2063press,\u2064 and refrain \u2063from using the aviation unit to intimidate\u200d or disrupt lawful protests. Additionally, the \u2064controversial crowd-control tactic\u2062 known as &#8220;kettling&#8221; is prohibited, except in cases where specific individuals are targeted for arrest.<\/p>\n<p>As part of\u2063 the reforms, the NYPD will establish a new oversight\u200d review \u2064committee, which\u200b is estimated\u2064 to cost city taxpayers over $1.45 million.<\/p>\n<blockquote>\n<p>&#8220;This agreement\u2063 represents the department&#8217;s \u2062commitment to continually improving to \u200bensure the public \u2064remains safe and <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/happy-new-year-2021-let-faith-and-hope-guide-our-efforts\/\" title=\"Happy New Year 2021! \u2014 Let Faith and Hope Guide Our Efforts\">individual rights<\/a> are protected,&#8221; stated NYPD Commissioner Caban.<\/p>\n<\/blockquote>\n<p>While the settlement has been\u200b hailed as \u200da\u2062 step towards accountability, there are concerns \u2062about its \u200bimpact on the\u2064 safety of police officers and the potential for future\u2064 violence. Police Benevolent Association President Patrick Hendry expressed these \u200cconcerns, emphasizing the need for \u200caccountability for those who\u200c assaulted officers during the protests.<\/p>\n<p>In a separate case, New \u200bYork City agreed to pay $13.7 \u2062million to over\u2063 1,000 protesters who participated in the\u2064 George\u2064 Floyd protests in 2020. The settlement \u200bresolves a <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/cuomo-to-partially-reopen-indoor-dining-in-nyc-for-valentines-day-if-positivity-rates-hold\/\" title=\"Cuomo To Partially Reopen Indoor Dining In NYC For Valentine\u2019s Day, \u2018If Positivity Rates Hold\u2019\">class-action lawsuit<\/a> that\u200d alleged violations of protesters&#8217; civil rights.<\/p>\n<p>Protesters eligible for compensation may receive up to \u200b$9,950, with the payout primarily intended for those whose First\u2062 Amendment\u200d rights were \u200dinfringed \u200cby \u2064the police.
