And all \u2063this\u2062 will be undertaken amid uncertainty over the health of a key aide, House Majority Leader Steve Scalise (R-La.), and a key ally, Senate Minority Leader Mitch McConnell (R-Ky.).<br \/>\n  \u200b  \u2062<\/p>\n<h2>The Budget \u2064Fight<\/h2>\n<p>    \u200c The\u200d federal fiscal year ends Sept. \u206330, so unless Congress reaches an agreement on spending \u200dby that date, all but vital government \u2063functions will\u2062 cease on Oct. 1.<br \/>\n \u2062\n  <\/p><\/div>\n<p>Unheard of\u200b until\u2064 the 1980s,\u200c shutdowns have occurred three times since 2013 as the parties failed to reach a\u200b compromise on\u200c spending decisions.<\/p>\n<p>Many lawmakers hoped the budgeting process \u200dwould go more smoothly this year, avoiding\u200c a repeat\u2063 of last year\u2019s continuing resolution to carry spending \u2062through the fall, followed by the $1.<a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/10-house-republicans-support-texas-ags-bid-to-block-omnibus-spending-bill\/\" title=\"10 House Republicans Support Texas AG\u2019s Bid to Block Omnibus Spending Bill\">7 trillion omnibus spending bill passed<\/a> by Democrats in December.<\/p>\n<div class=\"shortcode post-related-videos\">\n<div class=\"lazyload-wrapper\">\n<div class=\"lazyload-placeholder\"><\/div>\n<\/p><\/div>\n<\/p><\/div>\n<p>An outline\u200d for\u2064 2024 federal spending was hammered out earlier this summer by \u200dMr.\u200c McCarthy and President \u200dBiden, culminating\u2064 in the bipartisan passage of the\u200d Fiscal Responsibility Act. The \u2064bill was signed \u2063into law\u2063 on June 3, ending a four-month standoff \u2064over \u200cfederal spending.<\/p>\n<p>Democrats agreed to slight\u200c reductions in nondefense \u2064discretionary\u200d spending and modest increases in\u200c defense spending in 2024, with discretionary spending growth \u2063capped at\u200c 1 percent for 2025. In exchange, Republicans agreed to suspend the debt \u200cceiling through Jan. 1, 2025.<\/p>\n<p>The\u200b deal didn&#8217;t sit well with some of the most \u2064conservative House Republicans, who \u200bbelieved McCarthy had too easily \u200csurrendered their demands \u2062for greater fiscal restraint.<\/p>\n<p>Republicans in the House have attempted to reinstate their original \u2062demand through the 2024 appropriations bills, limiting spending to the 2022 level.<\/p>\n<p>Meanwhile, the Senate has been working through appropriations bills \u200cin \u2062keeping\u200b with the Fiscal Responsibility \u2064Act, setting the \u200cstage for\u2062 another showdown over spending.<\/p>\n<p>Mr. McConnell referred to the situation as \u201ca pretty big mess\u201d in remarks to reporters in \u2064Covington, Ky., on Aug. 30.<\/p>\n<p>\u201cThe speaker and \u2064the\u2062 president reached an agreement which I supported \u2062in connection with\u2064 raising the \u200cdebt ceiling to set spending levels for next\u2063 year,\u201d he said.<\/p>\n<div class=\"my-5\">\n<p>    \u200b \u201cThe House then\u200d turned around and \u200c<a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/lawmakers-return-to-capitol-hill-with-ticking-clock-and-hefty-to-do-list\/\" title=\"Lawmakers rush back to Capitol Hill with limited time and extensive agenda.\">passed spending levels<\/a> that were below that level,\u201d\u2064 he \u200dsaid. \u201cWithout \u2064stating an opinion about \u2062that, that\u2019s \u200bnot going to be \u2062replicated in the Senate.\u201d<\/p>\n<h2>Possible Continuing Resolution<\/h2>\n<p>    \u2062  Mr. McCarthy\u2019s strategy for dealing with the immediate problem appears to be passing a\u200b <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/house-passes-stop-gap-bill-funding-government-through-february\/\" title=\"House Passes Stop-Gap Bill Funding Government Through February\">short-term continuing resolution<\/a> to fund the \u200dgovernment \u200cat current levels while spending \u2062negotiations continue.\n  <\/div>\n<div style=\"margin-left:0;margin-right:0;max-width:1200px\">\n<figure style=\"width:640px;margin-left:auto;margin-right:auto\" class=\"alignnone\"><figcaption>Rep. (Madalina Vasiliu\/The Epoch\u2063 Times)<\/figcaption><\/figure>\n<\/p><\/div>\n<p>&#8220;I do expect a short-term CR will be needed to finish \u2063all the\u2064 work \u2064that we set\u200c out \u200cto do,&#8221; Mr. McCarthy reportedly told \u200bHouse Republicans during a\u2064 closed conference call on Aug. 14.<\/p>\n<p>&#8220;But I \u2062don&#8217;t want the \u2063Senate to \u2064jam us against the holidays.&#8221;<\/p>\n<p>Senate Majority Leader Chuck Schumer (D-N.Y.) <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/report-nancy-pelosi-promises-reconciliation-vote-before-recess-next-week\/\" title=\"Report: Nancy Pelosi Promises Reconciliation Vote Before Recess Next Week\">reportedly told reporters<\/a> on a call: \u201cI\u200b thought it \u200cwas a good\u2064 thing\u200d that \u200che recognized that we need a CR in\u2062 September. I\u2019m supportive of that.<\/p>\n<p>&#8220;A CR\u2064 until early December provides time \u2062for consideration \u200cof these\u2062 bipartisan \u200bbills. We urge our \u200dHouse \u200dcolleagues to emulate the \u2064Senate. The only way we\u2019re\u200d going to avoid a government \u2062shutdown is by bipartisan support in both houses.\u201d<\/p>\n<p>However, some House Republicans have signaled their unwillingness to support a continuing resolution, \u2063preferring a government shutdown as\u2064 a way of keeping up the \u200cpressure for\u200d spending cuts.<\/p>\n<p>Rep. Chip Roy (R-Texas) signaled his willingness to stage that fight in a series of messages\u200c on\u2063 X on \u2063Sept. \u200d4.<\/p>\n<p>\u201cRepublicans should not fund (with debt &#8211; see chart) the things\u2062 they campaign against &#8211; and then just shrug\u2026 border\u2026 DOJ weaponization\u2026 DOD wokeness\u2026 \u2064IRS abuse\u2026 COVID tyranny,\u201d Mr. Roy \u2064wrote, accompanied by a chart showing the growth \u200bin deficit\u2062 spending\u2062 during\u2064 the pandemic.<\/p>\n<p>\u201cExtending\u200b a CR \u2062of \u2064the disastrous \u200dOmni is non-starter,\u201d he added, referring\u2063 to the $1.<a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/mccarthy-faces-challenging-september-amid-shutdown-threat-biden-impeachment-question\/\" title=\"McCarthy's September Challenge: Shutdown Threat and Biden Impeachment\">7 trillion \u200bomnibus spending bill\u2064 passed<\/a>\u2062 nine months ago.<\/p>\n<p>Mr.\u200c Roy was one of a handful of\u200d Republicans who opposed Mr. \u2064McCarthy\u2019s election\u2063 as speaker and have \u2063consistently\u2064 fought for more substantive reductions in federal spending,\u200b even \u2063against opposition from their own party.<\/p>\n<p>While the group, mostly comprising members\u2064 of the House Freedom Caucus, does \u2064not have enough clout to \u2063pass legislation,\u200c they can\u2063 block Republican initiatives in the\u2064 narrowly \u2062divided House.<\/p>\n<p>\u201cWe shouldn\u2019t fear a government \u2064shutdown,\u201d Rep. Bob Good (R-Va.) said on June 15, his office confirmed to The Epoch Times. \u201cIf\u2063 we shut it down in order to \u2064try to\u200b bring fiscal stability and \u200dfiscal\u2062 solvency, that \u2063will save the country from\u200b an economic and fiscal standpoint\u2064 for\u2062 our\u200b kids\u2063 and \u200cgrandkids.\u201d<\/p>\n<div class=\"my-5\">\n<p>    \u2064   \u201cI\u2019m not afraid \u2062of shutdowns. American life doesn\u2019t halt \u2063because government offices are closed,\u201d\u2064 Rep. \u200bByron Donalds (R-Fla.) said, according\u200d to Punchbowl News. \u201cWe have to be serious\u2062 about\u2064 spending.\u201d<br \/>\n  \u200c<\/p>\n<h2>Pressure From Democrats<\/h2>\n<p>    \u2063 Meanwhile,\u200c the Biden administration\u2063 asked Congress on Aug. \u206410 to approve an additional $40 billion in supplemental spending.\n  <\/p><\/div>\n<p>The request \u2062includes $13.1 billion in military \u200daid\u200c for Ukraine and $8.5 billion\u2063 in economic and humanitarian relief. Aid for \u200bUkraine \u2063has increasingly been questioned by some in\u2064 Congress as that country\u2019s war to repel the Russian invasion \u2063nears the end of a \u200bsecond summer with no\u2062 U.S. exit \u200dstrategy in \u200bplace.<\/p>\n<p>The\u2063 president also requested $12 billion to replenish the\u200d federal Disaster \u2063Relief Fund, $3.3 billion to counter China\u2019s influence in developing\u200c countries, $4 million for\u200b border security, services\u2063 for \u200dillegal immigrants,\u200b and to\u2064 combat the flow of fentanyl \u2063into the country.<\/p>\n<p>The\u2063 White House \u200ddialed up the pressure on Congress in a Sept. 5 \u2062memo from deputy\u200d press secretary Andrew\u200d Bates, which cast the budget talks \u200bin the gravest possible \u2064terms.<\/p>\n<p>&#8220;Now, House Republicans have a stark \u2062choice to make: will they honor their word, meet their responsibility to avoid \u2063a\u200c shutdown, and \u200dact on life and death priorities like fighting the fentanyl crisis?&#8221; Mr. Bates wrote.<\/p>\n<div class=\"my-5\">\n<p>    \u2064  \u200b Mr. Roy had previously said \u200bhe would not vote to approve the\u200d request, and Mr. McCarthy said it would not\u2063 be rubber stamped in the \u2064House. But the cocktail of border \u200csecurity, fentanyl, and disaster relief\u2063 may be difficult for \u2064some House members to turn down, providing\u200b one more \u2062hurdle for Mr. McCarthy in gaining agreement on the range of issues facing Congress.<\/p>\n<h2>Decisions on Impeachment Inquiry<\/h2>\n<p>    Some House \u2063Republicans have attempted to impeach President Biden several times,\u2064 including prior to\u200c his inauguration in\u200d January 2021. Seven lawmakers \u2064filed articles of \u200cimpeachment\u2062 in\u200c the 117th Congress, though no action\u200b was taken on \u2064them.\n  <\/p><\/div>\n<p>In the current Congress, the move to impeach \u200dPresident Biden\u200c has gained some momentum as both the House \u200dCommittee \u2063on Oversight and Accountability and the Department\u200b of Justice have investigated the\u200b business\u2063 dealings of his son,\u2063 Hunter Biden, for\u200b evidence of wrongdoing and possible links to \u200dthe president himself.<\/p>\n<div style=\"margin-left:0;margin-right:0;max-width:1200px\">\n<figure style=\"width:640px;margin-left:auto;margin-right:auto\" class=\"alignnone\"><figcaption>House Republican leaders Steve Scalise (R-La.) The\u2064 speaker made it clear on\u2063 Sept. 1 that such an inquiry would move forward\u2064 only after a\u2064 vote\u2064 on\u200c the House floor.<\/p>\n<p>\u201cTo open an impeachment inquiry is a serious matter, and\u200d House Republicans would not take it lightly \u200cor use it for political purposes,&#8221; Mr. McCarthy told Breitbart News.<\/p>\n<p>&#8220;The American people\u2062 deserve to be heard on this matter \u2062through their \u200celected \u200drepresentatives,\u201d he said. \u201cThat\u2019s why, if we move forward with\u2064 an\u200d impeachment\u200b inquiry, it would\u200b occur \u200dthrough a vote on the floor of the People\u2019s House and not through a declaration\u2064 by one person.\u201d<\/p>\n<p>Mr. McCarthy\u200d earlier \u200dsaid an \u2063 <\/p>\n<\/div>\n","protected":false},"excerpt":{"rendered":"<p>House Speaker Kevin McCarthy (R-Calif.) left Washington for summer recess, leaving two pressing issues on his desk.
