The advisory planning commission in the county has recommended a denial of the company&#8217;s conditional use permit applications for road access to \u2063the wells. Without\u200d North Dakota&#8217;s \u2062participation, \u200bopponents \u200dargue that the project becomes a &#8220;pipeline to nowhere.&#8221;<\/p>\n<p>In Iowa, landowners have been attending \u200bIowa Utility Board hearings to\u2064 voice their opposition to \u2064Summit&#8217;s project. These hearings will determine whether Summit receives a \u200bproject permit\u2062 in Iowa and \u200bthe right to use \u200ceminent domain to acquire \u200dland easements from unwilling private\u2064 landowners.<\/p>\n<p>Opponents argue that granting eminent domain to a private company for a project that primarily benefits that company, rather than \u200cthe public, \u2062is \u2063unjust. However, Summit contends that\u200d underground CO2\u200c sequestration reduces greenhouse gas emissions and benefits the environment as \u200ba whole.<\/p>\n<p>&#8220;The Iowa Utilities Board needs \u2063to stop wasting\u200d everyone&#8217;s time \u200dand\u200d halt Summit&#8217;s \u200bhearing in Iowa now,&#8221; said Jessica Mazour of the\u2063 Sierra Club\u200c in Iowa. &#8220;Summit Carbon is clearly \u200dnot a viable project here in Iowa or \u2063anywhere along\u200d the route. It&#8217;s time for Summit to \u2063pack its bags. We don&#8217;t want their pipeline to nowhere.&#8221;<\/p>\n<h2>Company\u200b Remains\u200d Confident<\/h2>\n<p>Despite the\u2063 setbacks, Summit is determined to proceed \u200bwith its\u200d plans. \u200cA spokesperson for the company assured \u2063The Epoch Times that they will \u200bnot walk away from the project. In \u2062response to North Dakota&#8217;s permit denial, Summit has\u200d filed a Petition \u2064for Reconsideration.<\/p>\n<p>The petition includes changes to the North Dakota \u2064section of the project, such\u2063 as \u2064rerouting the pipeline around Bismarck to address safety concerns. Summit\u2062 has\u2063 also applied for a conditional-use permit to\u2064 drill an injection well in Oliver County, but the permit has\u2063 been recommended \u2062for denial until safety concerns are\u200b addressed.<\/p>\n<p>Summit previously\u2063 obtained approval for \u200dthree similar well\u2063 sites in Oliver County in 2022, and they are confident that the County Commission will\u200c consider the\u200d planning and zoning recommendation and ultimately approve the conditional use permits.<\/p>\n<p>Even if the \u200dwells in Oliver County\u200d are not \u2064permitted in time,\u2063 Summit has \u200ca backup plan.
