The Fact Sheet estimates that 36 percent of nursing homes will \u2063have to hire new\u200d Registered\u2064 Nurses to meet the recommended standards.<\/p>\n<p>In addition, nursing homes must also ensure that residents have access to 2.45 hours or 2 hours and 27 minutes\u200b of daily care from a\u200b nurse aide. This\u200c requirement would force 68 percent of nursing homes to \u200bhire\u2063 new nurse\u200d aides who are tasked with helping residents with basic activities like bathing, eating, and going to the bathroom.<\/p>\n<p>The Biden administration\u2019s\u200b staffing level proposal has come under criticism.<\/p>\n<p>\u201cTo say that we are disappointed that President Biden chose\u2064 to \u2062move forward with the \u2062proposed \u2062staffing ratios despite clear evidence \u200dagainst them is an understatement,\u201d <a href=\"https:\/\/leadingage.org\/leadingage-reax-on-biden-administrations-proposed-staffing-mandates\/\" target=\"_blank\" rel=\"noopener\">said<\/a> Katie Smith Sloan, president and CEO \u2062of LeadingAge, the association\u2062 of nonprofit providers of \u2062aging services, <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/the-fall-of-andrew-cuomo-how-an-empire-built-on-fear-came-crashing-down\/\" title=\"The Fall Of Andrew Cuomo: How An Empire Built On Fear Came Crashing Down\">including nursing homes<\/a>.<\/p>\n<p>\u201cIt\u2019s meaningless to mandate\u200d staffing levels that cannot be met. There are simply no people to hire\u2014especially nurses. The proposed rule requires that nursing \u200dhomes hire \u2064additional staff. But where \u2063are they coming from?\u201d<\/p>\n<p>Ms. Sloan insisted that America\u2019s long-term care sector is \u201cin a \u200dworkforce crisis.\u201d She\u2064 warned that if the proposed rules are to be finalized,\u200b nursing\u2063 homes \u2063will be forced to reduce admissions or even shut down.<\/p>\n<p>LeadingAge \u200brepresents \u2062more than \u200d5,000 nonprofit aging services \u2062providers \u200band other mission-minded \u200corganizations.<\/p>\n<h2>Staffing\u2063 Woes<\/h2>\n<p>A \u200dJune 2022 survey (<a href=\"https:\/\/www.ahcancal.org\/News-and-Communications\/Fact-Sheets\/FactSheets\/SNF-Survey-June2022.pdf\" target=\"_blank\" rel=\"noopener\">pdf<\/a>) of \u2064759 nursing home providers by the American Health Care Association\u200c (AHCA)\u2064 found that 87 \u200dpercent of them faced \u201cmoderate or high staffing shortages.\u201d<\/p>\n<div>\n<figure style=\"width:600px\" class=\"alignnone\"><figcaption>Health workers take out\u200d stretchers from an ambulance at the Hardi Aged Care Nursing \u200bHome\u2063 Facility in Summers Hill suburb of Sydney, \u200bAustralia on Aug. 2, 2021, (Saeed Khan\/AFP via Getty Images)<\/figcaption><\/figure>\n<\/p><\/div>\n<p>In addition, 98 percent of \u2064these facilities were found to have experienced difficulty in hiring staff. Seventy-three\u200b percent \u200cwere concerned about having to shut down due to staffing difficulties.<\/p>\n<p>Almost all nursing homes were \u200bfound to\u200d have requested staff to work more, with 61 percent limiting \u2063new admissions. Lack\u200d of interest or qualified candidates was found to be the top obstacle \u200din hiring new staff.<\/p>\n<p>Six out of ten\u200d nursing home \u2064providers were operating at a loss.<\/p>\n<p>According to an estimate (<a href=\"https:\/\/public-inspection.federalregister.gov\/2023-18781.pdf\" target=\"_blank\" rel=\"noopener\">pdf<\/a>) by\u200b the\u2062 HHS, the total cost of the \u200d <a href=\"https:\/\/www.axios.com\/2023\/09\/01\/biden-nursing-home-staffing-standard\" target=\"_blank\" rel=\"noopener\">proposed<\/a> staffing requirements would come to $40.6 billion over ten years. Healthcare \u2062facilities are \u201cexpected to bear the burden of these costs.\u201d<\/p>\n<p>Mary Kay Henry, president\u2062 of \u200bthe Service Employees \u2064International \u200cUnion (SEIU), <a href=\"https:\/\/www.seiu.org\/2023\/09\/seius-henry-cms-proposed-rule-is-a-historic-first-step-of-whats-needed-to-address-nursing-home-staffing-crisis\" target=\"_blank\" rel=\"noopener\">welcomed<\/a> the new staffing standard proposal.<\/p>\n<p>\u201cWith this proposal, the Biden Administration sends a powerful message: All nursing homes \u200dmust be \u200cheld accountable \u200dto minimum staffing standards that will keep \u2062residents\u200b and workers safe, and ensure that public funding is spent in ways that allow\u2063 caregivers to deliver\u200b the best\u200c care possible.\u201d<\/p>\n<h2>Staffing Ratios,\u2063 Promoting \u2018High-Quality Care\u2019<\/h2>\n<p>Most states\u200c already have laws regarding \u2062staff-to-patient ratios for <a href=\"https:\/\/www.axios.com\/2023\/09\/01\/biden-nursing-home-staffing-standard\" target=\"_blank\" rel=\"noopener\">nursing<\/a> homes. The CMS proposal would be the first nationwide rule on the issue.<\/p>\n<p>The <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/nursing-homes-may-undergo-changes-under-new-biden-rule\/\" title=\"Biden's rule may bring changes to nursing homes.\">proposed standards exceed \u201cexisting standards<\/a> \u200bin nearly all states,\u201d according \u2063to\u2062 the <a href=\"https:\/\/www.hhs.gov\/about\/news\/2023\/09\/01\/hhs-proposes-minimum-staffing-standards-enhance-safety-quality-in-nursing-homes.html\" target=\"_blank\" rel=\"noopener\">HHS<\/a>. (Photo \u2063credit should read PATRICK HERTZOG\/AFP\u200d via Getty Images)<\/figcaption><\/figure>\n<\/p><\/div>\n<p>The CMS\u2064 is \u2064 <a href=\"https:\/\/www.whitehouse.gov\/briefing-room\/statements-releases\/2023\/09\/01\/fact-sheet-biden-harris-administration-takes-steps-to-crack-down-on-nursing-homes-that-endanger-resident-safety\/\" target=\"_blank\" rel=\"noopener\">proposing<\/a> that the <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/minneapolis-torpedoes-ballot-measure-designed-to-decimate-police-department\/\" title=\"Minneapolis Torpedoes Ballot Measure Designed To Decimate Police Department\">minimum staffing requirement<\/a> go\u200c into effect in phases so that the nursing homes have\u200b enough time to\u200c hire the necessary employees and\u2062 comply with the new rules.<\/p>\n<p>\u201cEstablishing minimum \u200dstaffing standards for nursing homes will improve resident safety and <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/three-quarters-of-nursing-homes-will-have-to-hire-more-employees-per-new-cms-rule\/\" title=\"New CMS rule requires most nursing homes to increase staff.\">promote high-quality care<\/a> so residents and their families can have peace of mind,\u201d <a href=\"https:\/\/www.hhs.gov\/about\/news\/2023\/09\/01\/hhs-proposes-minimum-staffing-standards-enhance-safety-quality-in-nursing-homes.html\" target=\"_blank\" rel=\"noopener\">said<\/a> HHS Secretary Xavier Becerra.<\/p>\n<p>\u201cWhen\u200c facilities are understaffed, residents suffer. They might be unable to use the\u2063 bathroom, shower, maintain hygiene, change clothes, get out\u2064 of bed, or have someone respond to their call for assistance. \u200dComprehensive staffing reforms can <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/life-expectancy-in-u-s-drops-most-since-wwii\/\" title=\"Life Expectancy In U.S. Drops Most Since WWII\">improve working conditions<\/a>, leading to \u200chigher \u2062wages and better retention for this dedicated workforce.\u201d<\/p>\n<p>The Fact Sheet cited a study to <a href=\"https:\/\/www.whitehouse.gov\/briefing-room\/statements-releases\/2023\/09\/01\/fact-sheet-biden-harris-administration-takes-steps-to-crack-down-on-nursing-homes-that-endanger-resident-safety\/\" target=\"_blank\" rel=\"noopener\">claim<\/a> that even a 20-minute increase in \u200cstaffing per resident \u200cday from a Resident Nurse was linked to 22 percent fewer cases \u200cof COVID-19 and 26 percent fewer COVID-19 related deaths in nursing \u200chomes.<\/p>\n<p>The proposal also states that the cited <a href=\"https:\/\/www.whitehouse.gov\/briefing-room\/statements-releases\/2023\/09\/01\/fact-sheet-biden-harris-administration-takes-steps-to-crack-down-on-nursing-homes-that-endanger-resident-safety\/\" target=\"_blank\" rel=\"noopener\">staffing<\/a> levels are only \u2064a floor\u2064 and \u200c\u201cnot a ceiling.\u201d<\/p>\n<p>\u201cNursing homes caring for residents with more acute needs may well\u2064 have\u200d to hire \u2064more workers than the minimum\u200c standards in order to provide the necessary care,\u201d the Fact Sheet added.<\/p>\n<\/div>\n","protected":false},"excerpt":{"rendered":"<p>The Biden administration suggests new staffing standards for nursing homes, aiming to address the industry&#8217;s workforce crisis.
