8\/18\/2023<\/li>\n<\/ul>\n<p>With the\u2064 passage of Proposition 47 in 2014\u2014approved by voters with the intention of lowering \u2062prison populations by reducing certain crimes and drug offenses from felonies to \u2064misdemeanors\u2014arrests have \u2062decreased while some crimes have continued to escalate, he said.<\/p>\n<blockquote>\n<p>\u201cOver \u200cthe last eight or nine years, in\u200d the state of California, we have largely decriminalized low level property crimes,\u201d Mr. Pierson said. \u201cWhile the narrative might be that things are\u200b not so bad &#8230; if you\u2019re a victim of a crime, it seems bad to you.\u201d<\/p>\n<\/blockquote>\n<p>Some blame the California Legislature for failing to act on the\u200d issue, consequently allowing criminal justice reform measures to contribute to criminal activity.<\/p>\n<p>\u201cThe Legislature has again and\u200c again\u2062 proven that they are \u200dunable or unwilling to take crime seriously,\u201d Mr. Pierson said. \u201cThere\u2019s no incentive to report crimes, and it\u2019s\u200d very misleading to\u200b say we\u2019re looking at reported crimes and they\u2019re down\u200d or flat.\u201d<\/p>\n<p>Discrepancies in\u200b reported vehicle thefts, with the California Department of\u200d Justice figures totaling 10 percent less than those reported by the National Insurance Crime Bureau, suggest that other figures are inaccurate, according to the <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/radical-cultural-change-coming-to-america\/\" title=\"Radical Cultural Change Coming to America?\">district attorney<\/a>.<\/p>\n<p>\u201cEven though we know that vehicle theft reports are more accurate to <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/5-charged-after-human-trafficking-bust-in-chicago-area\/\" title=\"5 Arrested in Chicago Area Human Trafficking Operation\">law enforcement \u2062agencies<\/a> because of insurance requirements, they\u2019re still \u200doff \u200bby 10 percent,\u201d Mr. Pierson said.<\/p>\n<p>While incidents of <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/california-crime-stats-may-be-inaccurate-because-of-unreported-incidents\/\" title=\"Unreported incidents may affect accuracy of California crime stats.\"><a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/pennsylvania-woman-allegedly-faked-her-own-death-to-avoid-being-charged-with-making-a-false-accusation-of-sexual-assault\/\" title=\"Pennsylvania Woman Allegedly Faked Her Own Death To Avoid Being Charged With Making A False Accusation Of Sexual Assault\">retail theft<\/a> plaguing major metropolitan areas<\/a> this year have\u2062 received\u200c public attention with \u200dvideos depicting flash mob style smash and grabs at luxury stores, most retail theft goes unreported, with many employers \u200badvising workers to avoid confrontations with potentially violent, mentally ill \u2063criminals or those under the influence of drugs.<\/p>\n<p>\u201cThe practical\u200c reality of it is a large number of retailers have either completely discontinued reporting to law enforcement or\u2064 have greatly reduced how frequently they report thefts,\u201d Mr. Pierson\u2062 said. \u201cMost of the property crime that\u200c occurs is somewhat hidden.\u201d<\/p>\n<p>Victims are also often disincentivized from reporting crimes due to a lack of police response, he said.<\/p>\n<p>\u201cMost law enforcement\u2063 agencies aren\u2019t even going to respond if called,\u201d Mr. Pierson\u200d said. \u201cIf they\u200d do\u200c respond,\u2064 at most they will issue a citation.\u201d<\/p>\n<p>Residents of some \u200ccities told The Epoch Times they\u2019ve been placed on hold when \u200bcalling 911\u2014for as long as two hours\u2014and referred to a lengthy process for complainants that ultimately saw criminals promptly released. Both, they said, are deterring some from calling the police.<\/p>\n<p>\u201cIt can \u2062take up your whole day waiting \u2064for someone to respond, answering questions, and \u200bthen nothing happens,\u201d Oakland resident Marcus Scott said. \u201cWe recognize the people stealing and breaking into\u2062 cars.\u200c If they get caught, they\u2019re right back out.\u201d<\/p>\n<p>More than 8,000 vehicles were stolen in Oakland in \u200dthe first\u200b half of 2023,\u2062 a \u206450 percent increase from the same period\u200b in 2022, \u2063according to a July 2023 report titled \u201cCrime Trends in U.S. Cities,\u201d by the Council on Criminal \u2063Justice, a Washington D.C. \u200dbased think tank. Another 8,000\u200c were broken \u2063into, a 44 percent spike \u2064from the year before. In total, more than 26,000 crimes were reported\u200b from January through June.<\/p>\n<p>Community\u2064 members say the actual amount\u2064 is much\u200c higher and suggest a lack of deterrence is \u200cleading to more crime.<\/p>\n<p>\u201cIt never used to be like this,\u201d Mr. Scott said. \u201cThere\u2019s always going to be crime in any big\u2064 city, but\u200d this is too much right \u200cnow. Criminals are running free, and people don\u2019t \u200cfeel safe.\u201d<\/p>\n<p>Additionally, some say they\u200d are avoiding conflict by not reporting incidents.<\/p>\n<p>\u201cI don\u2019t want to risk retaliation or something happening to my kids or\u2063 family,\u201d Juana Ruiz, who lives \u2064in Alameda with her family and works \u200cin\u2063 San Francisco, told The Epoch Times. \u201cWe just try\u200d to keep to ourselves and\u200c not\u2064 get involved \u2062with what\u2019s happening out there.\u201d<\/p>\n<p>Over the last two \u200dyears, commuting to work and shopping with her family has become less safe and more difficult, she said.<\/p>\n<p>\u201cIt\u2019s unbelievable \u200bthe way people are breaking into\u200d cars, camping in the street, and stealing from\u200b stores,\u201d Ms. Ruiz said. \u201cAnd all\u200b the drugs&#8230;<\/p>\n","protected":false},"excerpt":{"rendered":"<p>of domestic violence, sexual assault, and child abuse that is not being reported,\u201d said one law enforcement official.
