She is retiring in December 2024 after 40 years in public service, including\u200c stints as a member of the Los Angeles City Council and the California Assembly. She \u200blong has emphasized education\u2062 policy, beginning\u2062 as a teacher, and is\u200b a member of the Democratic Socialists of America.<\/p>\n<p>The interview, instead of being \u2064an encomium, actually shows why the state\u2019s \u200donce model education system \u200chas\u200c declined in recent \u200bdecades.<\/p>\n<p>\u201cOne big problem is \u2064general funding. California is \u2062still 33rd in what it spends on its kids\u2019 K-12,\u201d\u200c she said in the interview. \u201cOK, that\u2019s ridiculous. We\u2019re the fourth-richest \u2063economy in the world\u2014not in the\u2062 country\u2014in the world. And yet we\u2019re 33rd? Really? We \u200dhaven\u2019t been able to do very well, have we?\u201d<\/p>\n<p>Actually, what\u2019s ridiculous are\u200d her statements. Gov. Gavin Newsom \u200c <a href=\"https:\/\/ebudget.ca.gov\/2023-24\/pdf\/BudgetSummary\/FullBudgetSummary.pdf\" target=\"_blank\" rel=\"noopener\">boasted<\/a> in his January\u200d 2023 budget proposal, \u200d\u201cK-12 per-pupil funding totals $17,519 Proposition 98 General Fund\u2014its highest level ever\u2014and $23,723 per pupil when accounting for all funding sources.\u201d<\/p>\n<p>The latter number\u200b comes to $593,075 for a class of 25. (Justin Sullivan\/Getty Images)<\/figcaption><\/figure>\n<\/div>\n<h2>Prop. 13\u200c Under Fire \u2062Again<\/h2>\n<p>Ms. Goldberg takes direct \u2064aim\u200b at the <a href=\"https:\/\/en.wikipedia.org\/wiki\/1978_California_Proposition_13\" target=\"_blank\" rel=\"noopener\">Proposition 13<\/a> \u2063 tax reform from 1978\u2014but those limits on property taxes are the foundation of what little tax reasonableness is left\u200b in the\u200c state.<\/p>\n<p>She\u2062 said, \u201cI\u2019m thinking that unless there is \u2062some initiative, a campaign again, to separate from Prop. 13 tax savings for senior citizens and homeowners, to finally get rid of the exemption for the wealthiest property and corporate owners in the state &#8230; all that is profit off the\u200d backs of the children and youth of California.<\/p>\n<p>\u201c[Corporations] \u2062 may refuse to agree \u200bto be\u2062 taxed and \u200d [they spent] $800 million defeating an initiative that said, \u2018Oh, guess what. It\u2019s time\u2064 for you\u2063 to pay your share. You \u2063made your wealth\u200d in California. Give some of it back to the children and stop \u200dbeing such greedy, soulless suckers.\u2019\u201d<\/p>\n<p>Spoken like\u2064 a true socialist.<\/p>\n<p>The initiative she \u200creferences is <a href=\"https:\/\/en.wikipedia.org\/wiki\/2020_California_Proposition_15#:~:text=Proposition%2015%20guarantees%20that%20all,(as%20published%20by%20EdSource).\" target=\"_blank\" rel=\"noopener\">Proposition 15<\/a> from 2020, which \u200bwould have removed Prop. 13 protections from\u2062 commercial property. If it had passed,\u2064 it would have driven\u2064 even more businesses from the state than have left from already <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/democrat-donor-harry-wilson-joins-new-york-governors-race-as-republican\/\" title=\"Democrat Donor Harry Wilson Joins New York Governor\u2019s Race as Republican\">sky-high taxes<\/a>. It lost \u2062in a close race, 52 percent to 48 percent.<\/p>\n<p>Her statement that businesses spent \u201c$800 million\u201d defeating it also is ludicrous and should have been corrected by \u200cEdSource.\u2062 <a href=\"https:\/\/ballotpedia.org\/California_Proposition_15,_Tax_on_Commercial_and_Industrial_Properties_for_Education_and_Local_Government_Funding_Initiative_(2020)\" target=\"_blank\" rel=\"noopener\">According<\/a> to Ballotpedia, total Yes on 15 contributions\u2064 were $68.5 million, while No on 15\u200c garnered $74.2 million. Pretty close.<\/p>\n<p>Ms. Goldberg\u200b said, \u201cBut\u2063 we will take that on again. And when we win, you will begin to see\u2063 real\u2063 changes in <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/retiring-lausd-school-board-president-calls-for-more-tax-increases\/\" title=\"LAUSD School Board President urges higher taxes\">low-income urban districts<\/a> \u2062because there is only so much you can do with the\u200c class sizes we have.\u201d<\/p>\n<p>She\u2019s\u200b probably right. The state is becoming even more liberal, and \u200cvoters keep hearing how repealing\u200b Prop. 13 will make things better. (Robyn\u200d Beck\/AFP via Getty \u200dImages)<\/figcaption><\/figure>\n<\/div>\n<h2>What About Excellence?<\/h2>\n<p>The main thing missing from the interview is promoting educational excellence\u200d through such reforms as merit pay for the best\u2062 teachers and more school choice, meaning competition among schools. In fact,\u2064 Ms. Goldberg\u2019s current tenure on the board, which began in May 2019,\u200b coincides with the recent attacks on charter schools.<\/p>\n<p>LAist\u200d <a href=\"https:\/\/laist.com\/news\/education\/los-angeles-general-election-lausd-school-board-rocio-rivas-kelly-gonez-united-teachers-utla-charter-schools\" target=\"_blank\" rel=\"noopener\">reported<\/a> Nov. 23, 2022, \u201cBetween 2000 and 2015, \u2063charters in L.A. looked like \u2063an unstoppable \u200bforce. Student enrollment in charters boomed along with the movement\u2019s political fortunes: in 2017, charter-backed LAUSD candidates won \u2062a board majority.<\/p>\n<p>\u201cSince then, charter enrollment has plateaued\u2014and charter advocates\u2019 hold on district politics has loosened significantly. No clear\u200d champion for charter schools emerged in \u200ceither of LAUSD\u2019s\u200c 2022 races; none of the candidates said \u200dthey felt charters should\u2063 be allowed to grow. &#8230;<\/p>\n<p>\u201cOn election night 2017, Los Angeles\u2019 teachers union leaders watched as their allies on the school board\u2014<a href=\"https:\/\/www.kpcc.org\/news\/2017\/05\/17\/71912\/big-night-for-charter-school-backed-lausd-candidat\/\" target=\"_blank\" rel=\"noopener\">facing a tidal wave of outside spending from charter\u200d school interests<\/a>\u2014lost their seats, leaving union sympathizers in the minority on the <a href=\"https:\/\/laist.com\/news\/lausds-looking-to-replace-ref-rodriguez-so-what-does-a-school-board-member-even-do\" target=\"_blank\" rel=\"noopener\">powerful \u200dschool board<\/a>.<\/p>\n<p>\u201cFive years \u2063later, United Teachers Los Angeles is back in the driver\u2019s seat.<\/p>\n<p>\u201cUTLA members and sympathetic parent activists\u200d rallied\u2062 around\u202fRoc\u00edo Rivas, \u2063who <a href=\"https:\/\/twitter.com\/drrivas2022\/status\/1593773508139618304\/photo\/1\" target=\"_blank\" rel=\"noopener\">declared victory last week<\/a> \u200bin \u2064the election for the open District 2 seat, which represents parts of east and central L.A.\u201d<\/p>\n<div style=\"margin-left:0;margin-right:0;max-width:1200px\">\n<figure style=\"width:640px;margin-left:auto;margin-right:auto\" class=\"aligncenter\"><figcaption>Teachers, students, friends and family protest and picket in the rain outside John Marshall High School during a United Teachers\u2062 Los Angeles strike in Los Angeles, Calif., on Jan. 14, 2019. (Barbara Davidson\/Getty Images)<\/figcaption><\/figure>\n<\/div>\n<h2>Look for the Union Contributions<\/h2>\n<p><a href=\"https:\/\/ethics.lacity.org\/data\/campaigns\/contributions\/\" target=\"_blank\" rel=\"noopener\">According<\/a> to the Los Angeles City Ethics Commission, in\u200c 2019 Ms. Goldberg\u2019s campaign contributions \u200cincluded $1,200 from UTLA Pac of Educators, $500 from UTLA Pace Committee, $250 from UTLA\u2063 Executive Director Jeffery R. Good,\u200c and $200 from UTLA Speech Therapist Arlene G.
