The commission&#8217;s proposal to \u2062<a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/storage-increase-approved-at-southern-california-natural-gas-facility-known-for-largest-leak-in-us\/\" title=\"Storage capacity at the Southern California natural gas facility, infamous for the largest leak in US history, has been approved for expansion.\">increase local\u200b natural gas storage levels ahead<\/a> of winter is a prudent \u200cstep to \u200badvance our shared goal of maintaining energy reliability at just and reasonable rates.<\/strong>&#8220;<\/p>\n<p>Earlier this month, the commission announced a $71 million settlement with Southern California Gas Co. \u2063over the 2015 Aliso Canyon leak that forced thousands of\u200d residents from their homes.<\/p>\n<p>The Aliso Canyon\u200b leak began on\u200b Oct. 23, 2015, and wasn&#8217;t capped \u2063until mid-February 2016. Nearly 100,000 tons of methane and other substances were released into the atmosphere\u200c over 118 days.<\/p>\n<p>According to \u2063the commission, the settlement\u2064 agreement\u200d requires SoCalGas to pay $71\u200c million to the Aliso Canyon Recovery Account, \u2063which \u200dwas created \u2063by\u2064 the \u200dstate Legislature to\u200c <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/no-agreement-between-striking-hollywood-writers-studios-on-resuming-talks-wga-says\/\" title=\"Hollywood writers and studios fail to reach agreement on talks resumption, says WGA.\">address issues arising<\/a> from the \u200bleak, \u200bincluding \u200cair quality concerns and public health.<\/p>\n<p>The utility is also barred from\u2062 attempting to recover costs of\u200c the settlement \u200dfrom ratepayers, nor can it bill ratepayers for other financial implications\u200b from\u2063 the leak, including a $1.8 billion civil settlement reached in 2021\u2062 to resolve damage claims of\u2063 more than 35,000 \u2064people.<\/p>\n<p>According to the commission, \u200cany request by SoCalGas for rate increases over\u200b the next five years must include \u200can attestation from the company \u2062that the hikes will not be used to offset\u200b the costs of any of the specified Aliso Canyon-related expenses listed\u200c in the\u200b settlement.\u200d Those expenses include roughly $126\u200b million in government agency settlements, $462 million \u2064in costs of housing displaced residents during the leak, \u2063$108 million for a study of the leak&#8217;s causes, and $376\u2062 million for attorneys, litigation, and \u2064other regulatory \u200dcosts.<\/p>\n<p>In September 2016, SoCalGas \u200bpleaded no\u200c contest to a misdemeanor count of failing to immediately report the gas leak.
