Gavin Newsom\u2019s proposal to call\u2062 for\u200b a\u200d constitutional convention to add gun control measures to the U.S. Constitution.<\/p>\n<p>State senators on the\u200d committee voted 3\u20131 in favor of <a href=\"https:\/\/leginfo.legislature.ca.gov\/faces\/billAnalysisClient.xhtml?bill_id=202320240SJR7\" target=\"_blank\" rel=\"noopener\">Senate Joint Resolution 7<\/a>, authored \u200dby Sen. Responding To 10+ Homeless Tent Fires A Day\">universal background checks<\/a>, raise the firearm \u200bpurchase age from 18\u200d to 21, and institute a firearm purchase waiting period.<\/p>\n<p>He also wants to\u2064 prohibit civilians from buying assault weapons, which \u200bhe <a href=\"https:\/\/www.gov.ca.gov\/2023\/06\/08\/28th-amendment\/\" target=\"_blank\" rel=\"noopener\">says<\/a> \u201cserve no other\u200c purpose than to kill as\u200b many people as possible in a \u200bshort\u2064 amount of \u2064time\u2014weapons of war our nation\u2019s founders \u2064never\u2062 foresaw.\u201d<\/p>\n<p>\u201cThe \u206228th Amendment will enshrine in the Constitution\u2062 common sense gun safety \u200dmeasures that Democrats, Republicans, Independents, and gun owners overwhelmingly support\u2014while leaving the 2nd Amendment unchanged and\u200b respecting \u2062America\u2019s <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/gavin-newsom-poised-to-run-for-president-timing-unclear\/\" title=\"Newsom may run for president, but timing is uncertain.\">gun-owning tradition<\/a>,\u201d\u200c Newsom said in\u2062 a June 8 press <a href=\"https:\/\/www.gov.ca.gov\/2023\/06\/08\/28th-amendment\/\" target=\"_blank\" rel=\"noopener\">statement<\/a>.<\/p>\n<p>Sen. It is horrible \u2063in Mexico for many community members who are overwhelmingly suffering\u200b from\u2062 carnage \u200bfrom cartels,\u201d Ms. Ochoa Bogh\u2063 said. \u201cCartels are overwhelmingly taking over many communities in \u200cMexico and \u2062the average person cannot protect themselves. It doesn\u2019t matter how\u200b many \u200blaws we have on the record. When we\u200c have evil people\u2014when we have bad people\u2014doing bad things, \u2063they\u200c could care less about the laws that we\u2062 pass. It is only law-abiding people like \u200byou and me who follow the law who will become\u2064 vulnerable.\u201d<\/p>\n<p>The resolution\u2019s author, Ms.\u200b Wahab, \u2063said her father was\u2062 murdered \u200cby\u2062 gun violence and while she supported the Second Amendment, there had to be guardrails.<\/p>\n<p>\u201cToday, we \u200chave more guns \u200bin \u2062the United States than we have in \u200bthe population \u2063of\u2062 human beings,\u201d Ms. Wahab said. \u200c\u201cAnd\u200d at a certain point, \u200bwe need to say we need to curb certain things. It is also people like\u200b myself who, because\u2064 of a death of a loved one due to gun violence, their lives are changed forever.\u201d<\/p>\n<p>She added she was very proud \u2063of the governor\u2019s bold stance \u2063on \u200cgun control but she wanted to \u201cgo\u200c further\u2063 than thoughts and prayers in the U.S.\u201d<\/p>\n<p>Sen. Scott Wiener \u200d(D-San Francisco)\u200d abstained from voting saying that although he is a \u200bconsistent supporter of <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/busted-mehmet-ozs-claims-he-did-not-write-gun-control-columns-disintegrate\/\" title=\"Busted: Mehmet Oz\u2019s Claims He Did Not Write Gun Control Columns Disintegrate\">gun-safety measures<\/a> \u200dand\u2063 Newsom\u2019s leadership, he\u200b could not support the measure because of the uncertainty of a constitutional\u200d convention.<\/p>\n<p>\u201cI\u2064 am concerned what a \u2064constitutional convention could do,\u2062 because\u200d we know \u2062the same extremists that have completely\u2063 rewritten the Second Amendment would also like to <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/newsoms-proposal-to-call-for-adding-gun-control-to-us-constitution-moves-forward\/\" title=\"Newsom's push to include gun control in US Constitution advances.\">rewrite\u200b reproductive health access<\/a>, LGBTQ\u200d rights,\u201d \u200cMr. \u200cWiener said. \u201cThey want to\u2063 get rid of \u2062the separation \u2063of \u2062church and state. They want to\u200b undermine voting rights. For these reasons, I\u2062 won\u2019t \u200cbe able to \u200dsupport this today.\u201d<\/p>\n<p>But\u200c some say, it is unlikely to get traction outside of \u2064the Golden State, prompting some to \u200clabel the effort a publicity stunt.<\/p>\n<p>Many have speculated Mr. Newsom, a progressive \u200bDemocratic, may \u2063launch a bid for president in 2024,\u2064 though\u2063 he has <a href=\"https:\/\/www.politico.com\/news\/2022\/11\/26\/gavin-newsom-wont-challenge-joe-biden-00070829\" target=\"_blank\" rel=\"noopener\">denied<\/a> such,\u200c telling the news organization Politico he\u2064 would not challenge President Joe Biden.<\/p>\n<p>The National Rifle Association (NRA), the nation\u2019s largest advocacy group for gun owners, called \u200dMr. Newsom\u2019s proposal \u2063\u201cincoherent\u201d and a \u201ctact \u2063to garner national\u2063 attention for himself,\u201d in\u2063 a June 12\u2062 <a href=\"https:\/\/www.nraila.org\/articles\/20230612\/anti-gun-governor-grabs-headlines-with-phony-insincere-proposal-to-amend-away-your-rights\" target=\"_blank\" rel=\"noopener\">response<\/a> to \u200dits \u2063announcement.<\/p>\n<p>According to the \u2062association, what Mr. Newsom is really proposing\u200d is a \u201cfundamental constitutional revolution\u201d that would turn protection against government overreach\u200c into a tool for it to crack \u2064down on the people.<\/p>\n<div>\n<figure style=\"width:600px\" class=\"alignnone\"><figcaption>Gun rights advocates take part in a rally in Richmond, Virginia, on Jan. 20, 2020. (Samira \u200dBouaou\/The Epoch Times)<\/figcaption><\/figure>\n<\/p><\/div>\n<p>Convening a constitutional convention to consider Newsom\u2019s gun control \u2062amendment would require either approval by two-thirds\u200b in both houses of Congress, or \u200dtwo-thirds of \u2062state \u2063Legislatures \u2013\u2063 34 of them, according to Article V\u2064 of the \u2064U.S. Constitution.<\/p>\n<p>Any amendment proposed \u200bwould then have to be <a href=\"https:\/\/www.whitehouse.gov\/about-the-white-house\/our-government\/the-constitution\/#:~:text=An%20amendment%20may%20be%20proposed,in%20each%20State%20for%20ratification.\" target=\"_blank\" rel=\"noopener\">ratified<\/a> by three-fourths \u2064of \u200bthe state Legislatures, or three-fourths of conventions called \u2062in each \u2063state.<\/p>\n<p>Such\u200d is\u200d currently \u200bunlikely as <a href=\"https:\/\/www.ncsl.org\/about-state-legislatures\/state-partisan-composition\" target=\"_blank\" rel=\"noopener\">Republicans<\/a> control 22 \u2062states\u200b and\u200b Democrats, 17.
