She is retiring in December 2024 after 40\u2063 years\u2064 in \u200bpublic\u200d service, including \u200dstints as \u200ba\u200d member of\u200d the Los Angeles City Council and the\u2062 California Assembly. She long has emphasized\u200c education policy, beginning as a teacher, and \u2063is a member\u2063 of \u2064the Democratic Socialists \u2062of America.<\/p>\n<p>The interview, \u2063instead of being an encomium, actually shows why the state\u2019s once model education system has declined in recent decades.<\/p>\n<p>\u201cOne\u200d big problem \u200bis \u2064general funding.\u200c California is still 33rd\u2063 in what\u200d it spends on its kids\u2019 K-12,\u201d she said in the interview. \u201cOK, that\u2019s ridiculous. We\u2019re the fourth-richest \u200beconomy in the world\u2014not in\u200c the country\u2014in the world. And yet we\u2019re 33rd? Well, what are\u2064 the odds of that?\u200c We \u200chaven\u2019t been able to do very well, have we?\u201d<\/p>\n<p>Actually, what\u2019s ridiculous are her statements. \u200bGov. Gavin Newsom <a href=\"https:\/\/ebudget.ca.gov\/2023-24\/pdf\/BudgetSummary\/FullBudgetSummary.pdf\" target=\"_blank\" rel=\"noopener\">boasted<\/a> in his\u2064 January 2023 budget proposal, \u201cK-12 per-pupil\u200d funding totals $17,519\u2063 Proposition 98 General Fund\u2014its\u200b highest level ever\u2014and $23,723 per pupil when\u2063 accounting \u2062for all funding sources.\u201d<\/p>\n<p>The latter \u200dnumber \u2063comes to \u200c$593,075 for a class of 25. (Justin Sullivan\/Getty Images)<\/figcaption><\/figure>\n<\/div>\n<h2>Prop. 13 Under Fire Again<\/h2>\n<p>Ms. Goldberg takes\u2063 direct aim at the <a href=\"https:\/\/en.wikipedia.org\/wiki\/1978_California_Proposition_13\" target=\"_blank\" rel=\"noopener\">Proposition 13<\/a> tax reform from 1978\u2014but those limits on property taxes are the foundation of what little tax reasonableness is left in the state.<\/p>\n<p>She said, \u201cI\u2019m thinking that unless there is some initiative, a campaign again, to separate from \u200bProp. 13 tax savings \u2062for senior \u200ccitizens and homeowners, to finally get rid \u2062of the exemption for the wealthiest property and\u2064 corporate owners \u200bin the state &#8230;\u2063 all that is profit off the backs\u2064 of \u2064the children and \u2064youth of California.<\/p>\n<p>\u201c[Corporations] \u200c may refuse to agree \u200bto be taxed and [they spent] $800 million defeating an initiative that\u200d said, \u2018Oh, guess what. It\u2019s time for you to pay your share.\u2063 You made \u200byour wealth\u2063 in California. Give\u200b some of\u200d it back to\u200d the children and stop being such greedy, soulless \u2064suckers.\u2019\u201d<\/p>\n<p>Spoken like a true socialist.<\/p>\n<p>The initiative she references is <a href=\"https:\/\/en.wikipedia.org\/wiki\/2020_California_Proposition_15#:~:text=Proposition%2015%20guarantees%20that%20all,(as%20published%20by%20EdSource).\" target=\"_blank\" rel=\"noopener\">Proposition 15<\/a> from 2020, which \u200bwould have\u2063 removed\u2063 Prop. 13 protections from commercial \u200cproperty. If it had passed, it would have driven even more businesses\u2063 from the state than have left from \u2064already <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/democrat-donor-harry-wilson-joins-new-york-governors-race-as-republican\/\" title=\"Democrat Donor Harry Wilson Joins New York Governor\u2019s Race as Republican\">sky-high taxes<\/a>. It lost in a close \u2064race, 52 percent to\u2063 48 percent.<\/p>\n<p>Her statement that businesses\u2064 spent \u201c$800 million\u201d defeating it also is ludicrous and should\u2063 have been corrected by EdSource. <a href=\"https:\/\/ballotpedia.org\/California_Proposition_15,_Tax_on_Commercial_and_Industrial_Properties_for_Education_and_Local_Government_Funding_Initiative_(2020)\" target=\"_blank\" rel=\"noopener\">According<\/a> to Ballotpedia, total Yes on \u200b15 contributions were $68.5\u2062 million, while No on \u206315 garnered $74.2 \u2064million. Pretty close.<\/p>\n<p>Ms. Goldberg said, \u201cBut we will take that\u200b on again. And when we win, you will begin to see real\u2063 changes in <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/retiring-lausd-school-board-president-calls-for-more-tax-increases\/\" title=\"LAUSD School Board President urges higher taxes\">low-income urban districts<\/a> because there is only so\u200d much you\u2063 can do with the class sizes we have.\u201d<\/p>\n<p>She\u2019s \u2063probably right. \u2062The state is becoming even more liberal, and voters\u2063 keep\u200b hearing how repealing Prop. 13 will \u2063make things better. (Robyn Beck\/AFP via Getty Images)<\/figcaption><\/figure>\n<\/div>\n<h2>What About Excellence?<\/h2>\n<p>The main\u200c thing missing from\u200c the interview is promoting educational\u200b excellence through \u200dsuch reforms as merit\u200c pay\u2063 for \u200dthe best teachers and more school choice, meaning competition among schools.\u2063 In fact, Ms.\u200d Goldberg\u2019s current tenure on the \u200bboard, which \u200bbegan in May\u200d 2019, coincides with the recent\u2062 attacks on charter schools.<\/p>\n<p>LAist <a href=\"https:\/\/laist.com\/news\/education\/los-angeles-general-election-lausd-school-board-rocio-rivas-kelly-gonez-united-teachers-utla-charter-schools\" target=\"_blank\" rel=\"noopener\">reported<\/a> \u2062Nov. 23, 2022, \u201cBetween 2000 and\u200b 2015, charters\u200c in L.A. looked like an unstoppable force. Student \u200denrollment in \u2064charters\u200c boomed along with the movement\u2019s political fortunes: in 2017, charter-backed LAUSD \u200dcandidates won a board majority.<\/p>\n<p>\u201cSince then, \u2063charter enrollment \u2064has plateaued\u2014and charter advocates\u2019 hold on district\u200d politics has loosened\u200b significantly. No clear \u200dchampion for\u200b charter schools emerged \u200cin either of LAUSD\u2019s 2022 races; none of\u200c the candidates said\u200d they felt charters should be allowed to grow. &#8230;<\/p>\n<p>\u201cOn election night 2017, Los Angeles\u2019 teachers union leaders watched as their\u200c allies on the school board\u2014<a href=\"https:\/\/www.kpcc.org\/news\/2017\/05\/17\/71912\/big-night-for-charter-school-backed-lausd-candidat\/\" target=\"_blank\" rel=\"noopener\">facing a tidal\u2064 wave of outside spending from charter school \u200binterests<\/a>\u2014lost their seats, leaving \u2063union\u2062 sympathizers in the\u2064 minority on the <a href=\"https:\/\/laist.com\/news\/lausds-looking-to-replace-ref-rodriguez-so-what-does-a-school-board-member-even-do\" target=\"_blank\" rel=\"noopener\">powerful school\u200b board<\/a>.<\/p>\n<p>\u201cFive years later, United Teachers Los Angeles \u200bis back in the driver\u2019s seat.<\/p>\n<p>\u201cUTLA members \u2062and sympathetic \u2064parent activists rallied around\u202fRoc\u00edo\u200c Rivas, who <a href=\"https:\/\/twitter.com\/drrivas2022\/status\/1593773508139618304\/photo\/1\" target=\"_blank\" rel=\"noopener\">declared\u2062 victory last week<\/a> in the\u200b election \u200bfor the open District 2 seat, which\u2064 represents parts of east\u200c and central\u2062 L.A.\u201d<\/p>\n<div style=\"margin-left:0;margin-right:0;max-width:1200px\">\n<figure style=\"width:640px;margin-left:auto;margin-right:auto\" class=\"alignnone\"><figcaption>Teachers, students, friends and family \u2064protest \u200band picket in the rain\u2064 outside John Marshall High School during\u2062 a \u2062United\u200c Teachers Los Angeles strike in Los \u2063Angeles, Calif., \u2063on Jan. \u200b14, 2019. Good, and $200 from UTLA Speech Therapist Arlene\u200d G.
