Experts told The Epoch Times that the push \u200dfor these programs to be accepted in nations around the world could lead to the practice of having sex with &#8220;consenting&#8221; children being viewed as acceptable.<\/p>\n<p>Proponents of the\u200d programs say\u200b they seek to ensure that children&#8217;s &#8220;rights&#8221; to sexual \u200dpleasure are protected.<\/p>\n<blockquote>\n<h3>The Organizations Behind the Agenda<\/h3>\n<p>The International Planned Parenthood Federation (IPPF), \u2062the World Health Organization \u200c(WHO), and the United Nations\u200d are advancing children&#8217;s exposure to sexuality \u200con two fronts, according to documents.<\/p>\n<p>On one front, the organizations are promoting comprehensive \u200dsexuality education that emphasizes teaching consent for sex. On another front, the groups are pushing\u200c to remold the portrayal\u2063 of children and young people as\u2064 &#8220;sexual \u200bbeings&#8221; with sexual rights that should be\u200c based \u2064on maturity instead of\u2063 age.<\/p>\n<\/blockquote>\n<p>The version of <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/pro-lgbt-left-said-kids-needed-sex-ed-for-health-and-safety-but-they-arent-any-healthier-or-safer\/\" title=\"Pro-LGBT Left Said Kids Needed Sex Ed For \u2018Health\u2019 And \u2018Safety,\u2019 But They Aren\u2019t Any Healthier Or Safer\">childhood sexual education<\/a> promoted by the groups \u2063includes what most parents would recognize\u200d as sex education.\u200d The coursework \u200bincludes explanations of reproductive \u200bbiology and \u200ddiscussions of how abstinence can prevent pregnancy \u200dand sexually transmitted diseases.<\/p>\n<p>But the curriculum also introduces the \u2062idea that \u200dminors\u2063 have &#8220;rights&#8221; \u200bto make decisions concerning their own bodies and to experience &#8220;desire, pleasure, and happiness,&#8221; without parental involvement, while exploring homosexuality and role-playing.<\/p>\n<p>Proponents such as the WHO say <a href=\"https:\/\/www.sciencedirect.com\/science\/article\/pii\/S1054139X20304560\" target=\"_blank\" rel=\"noopener\">evidence shows<\/a> that young people\u2062 are\u200b more likely to initiate sexual activity later\u2014and to\u2063 practice\u200c safer sex\u2014when\u2063 they are better informed about sexuality, sexual relations, and their rights through programs like \u200dchildhood sexual education.<\/p>\n<p>The \u2064American Academy of Pediatrics has praised childhood sexual education for giving \u200cchildren and youth access\u200c to developmentally appropriate education that increases\u2063 the\u2062 rates of\u200c contraception \u2063and condom use. The\u2062 American College \u2062of Obstetricians\u200d and Gynecologists Committee\u200c on Adolescent Health Care\u200b has cited studies demonstrating that childhood sexual education reduces the rates \u2063of sexual activity, unprotected\u2063 sex, STDs, and teen pregnancy.<\/p>\n<h2>Networking\u200c Sex Ed<\/h2>\n<p>Meg Kilgannon and other experts\u200b are convinced\u200c that childhood sexual\u2063 education is harmful. She believes that the\u200c globalist groups&#8217; agenda could ultimately \u200dharm children by\u2064 normalizing pedophilia.<\/p>\n<blockquote>\n<h3>The Dangers\u2063 of Normalizing\u200b Pedophilia<\/h3>\n<p>Ms.\u2063 Kilgannon, senior \u200bfellow for educational studies at the Family\u200b Research Council, \u200dbelieves the ultimate goal\u2064 for these groups is to\u2062 lower the age\u200c of \u2063consent to make it legal \u200dfor children to have sex.<\/p>\n<p>&#8220;There are adults who want to have sex with children, and they\u200c are working in international sex-rights groups \u200cto make\u2064 that happen,&#8221;\u2064 Ms. Kilgannon told The Epoch Times.<\/p>\n<\/blockquote>\n<p>Stefano\u200c Gennarini is an attorney\u200b and vice president \u2063for legal studies at \u200cthe\u200c Center for Family and\u2063 Human Rights,\u2063 a conservative\u2062 watchdog group in New York. He says a network of U.N. agencies and\u200d nonprofits provides children\u2062 with information about engaging \u200bin all manner of sexual activity,\u200c transgenderism,\u2063 and abortion. \u2063The <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/blinken-off-to-mideast-to-secure-gaza-truce-push-for-aid\/\" title=\"Blinken Off to Mideast to Secure Gaza Truce, Push for Aid\">coordinated international effort<\/a> is &#8220;very well-funded,&#8221; Mr. Gennarini told The \u200cEpoch Times.\u200b &#8220;This is not a conspiracy theory.&#8221;<\/p>\n<p>The Epoch Times reached out to\u200d the U.N. and to \u2064Planned Parenthood in the United States and internationally for comment, \u200bbut \u200cdid not receive a response.<\/p>\n<h2><strong>Sexual Revolution for Kids<\/strong><\/h2>\n<p>Sex education is starting younger than ever.<\/p>\n<p>The U.N. Educational, Scientific and \u2062Cultural Organization (UNESCO) commissioned\u200c a <a href=\"https:\/\/www.unfpa.org\/publications\/international-technical-guidance-sexuality-education#:~:text=The%20International%20technical%20guidance%20on,the%20global%20Sustainable%20Development%20Goals.\" target=\"_blank\" rel=\"noopener\">document<\/a> about\u2063 teaching sex education to children beginning in kindergarten called the &#8220;International \u200bTechnical Guidance on Sexual Education.&#8221;<\/p>\n<p>UNESCO worked with the <a href=\"https:\/\/www.who.int\/news-room\/questions-and-answers\/item\/comprehensive-sexuality-education#:~:text=The%20UN's%20guidance%20on%20sexuality,to%20their%20stage%20of%20development.\" target=\"_blank\" rel=\"noopener\">WHO<\/a> and U.N. agencies, such as U.N. Women and the U.N. Children&#8217;s Fund (UNICEF), to develop the \u200bguide, according to agency websites.<\/p>\n<p>The document&#8217;s introduction states that the program&#8217;s aim \u200dis to &#8220;equip children and young people&#8221; with knowledge and to empower them to &#8220;develop respectful social and sexual relationships.&#8221;<\/p>\n<p>The guidance falls under the U.N.&#8217;s global <a class=\"editor-rtfLink\" href=\"http:\/\/undocs.org\/en\/A\/RES\/70\/1\" target=\"_blank\" rel=\"noopener\">2030 Agenda for Sustainable Development<\/a>. U.N. members\u2014 including the United States under President \u200bBarack Obama&#8217;s leadership\u2014 adopted the \u200dagenda&#8217;s 17 goals \u2064in\u2064 2015 for ending\u200c poverty, protecting \u2063the\u2062 planet, and\u2063 improving lives worldwide.<\/p>\n<p>As part of that agenda, the \u200cU.N. wants its \u2062brand of sex education \u2064to \u200cbe\u2063 mandatory worldwide. It has \u200ccalled on governments to enforce the policies through international pledges already made.<\/p>\n<p>&#8220;Continued\u200b efforts are needed to ensure that\u2063 CSE [childhood sexual education] is mandated under\u200d law and\/or policy,&#8221; according to a\u200b U.N. agency progress <a class=\"editor-rtfLink\" href=\"https:\/\/www.unfpa.org\/sites\/default\/files\/pub-pdf\/The%20journey%20towards%20comprehensive%20sexuality%20education%2C%20Global%20status%20report.pdf\" target=\"_blank\" rel=\"noopener\">report<\/a> \u200ccalled &#8220;The Journey Towards Comprehensive Sexuality\u200d Education.&#8221;<\/p>\n<p>To help further that mission, the IPPF\u200c published a kit\u2063 that outlines sex-ed standards for children younger\u200c than 10.<\/p>\n<h2><strong>Children&#8217;s Right to \u200c&#8217;Pleasure&#8217;<\/strong><\/h2>\n<p>Meanwhile, the\u2062 IPPF, along with\u200d other\u200c global\u200d non-governmental organizations,\u2063 collaborated with the WHO and the UN to frame \u2062&#8221;child sexual rights&#8221; as &#8220;human rights.&#8221;<\/p>\n<p>The IPPF <a href=\"https:\/\/www.ippf.org\/resource\/exclaim-young-peoples-guide-sexual-rights-ippf-declaration\" target=\"_blank\" rel=\"noopener\">developed<\/a> \u2064&#8221;Exclaim! Young People&#8217;s Guide to &#8216;Sexual Rights: \u200can\u2063 IPPF Declaration,&#8221; partly based on \u200dthe UN Convention on the Rights of the Child.<\/p>\n<p>The concept\u200c of young\u2064 people&#8217;s &#8220;evolving capacity&#8221; stems from that convention. It calls on \u200bleaders and societies to value young people&#8217;s\u200d developing maturity to \u2063make decisions on their own.<\/p>\n<p>The sexual \u200brights declaration says\u2064 children \u2063and youths are entitled to have pleasurable sex. Those under 18 \u200cyears \u2063&#8221;should enjoy&#8221;\u2063 the full \u2062range of human rights, \u2062including \u2064&#8221;sexual rights,&#8221; according to the document.<\/p>\n<p>&#8220;Young people\u2063 are sexual beings,&#8221; the\u2062 document states \u2064on its opening page. &#8220;They have sexual needs, desires, fantasies, \u2063and dreams.&#8221;<\/p>\n<p>&#8220;It is important for all young people around the world to be able to explore, experience,\u2062 and express their sexualities\u2063 in\u200b healthy,\u2062 positive, pleasurable, and safe ways,&#8221;\u200b the guide continues. It asserts \u2064children can make decisions about sex based on their \u200bmaturity, free from parental &#8220;interference.&#8221;<\/p>\n<p>The document states that laws shouldn&#8217;t discriminate against children&#8217;s\u200c &#8220;sexual rights&#8221; based on age.<\/p>\n<p>&#8220;Since \u2063each young person develops at their own\u2064 pace, there is no universal age at which certain \u2064sexual rights \u200dand protections gain \u2062or lose importance,&#8221; the document states.<\/p>\n<p>Those sentiments are echoed \u200din &#8220;The 8 March Principles for a Human Rights-Based Approach to Criminal Law Proscribing Conduct Associated with Sex, Reporduction, Drug Use, HIV, Homelessness and Poverty&#8221; (<a href=\"https:\/\/icj2.wpenginepowered.com\/wp-content\/uploads\/2023\/03\/8-March-Principles-Report_final_print-version.pdf\" target=\"_blank\" rel=\"noopener\">pdf<\/a>).<\/p>\n<p>The\u200b document was produced by \u2063the nonprofit group International Commission \u200cof Jurists (ICJ) and endorsed by attorneys around\u2064 the world. It says that &#8220;<a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/gop-senators-urge-un-ambassador-to-reject-report-that-supports-minors-right-to-choose-adult-sex-partners\/\" title=\"GOP senators urge UN ambassador to reject report that supports minors\u2019 \u2018right to choose\u2019 adult sex partners\">conduct involving persons<\/a> below the <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/un-says-minors-can-consent-to-sex\/\" title=\"UN Says Minors Can Consent to Sex\">domestically prescribed minimum age<\/a> of consent to\u200d sex may be consensual\u2062 in fact, if not in \u200blaw.&#8221;<\/p>\n<p>The \u2063ICJ statement condemns \u201cchild\u2063 sexual abuse&#8221; yet argues that sex with those\u2062 under 18 may \u200cnot constitute\u2063 abuse if that person\u2019s &#8220;capacities&#8221; have sufficiently &#8220;evolved.&#8221; In those cases, the ICJ argues that\u200c criminal law should be applied more leniently because \u200binternational \u200dhuman\u2064 rights\u200d law demands it.<\/p>\n<h2><strong>&#8216;Dangerous&#8217;\u200c Concept<\/strong><\/h2>\n<p>Ms. Kilgannon served in\u2062 the U.S. Department of Education during the administration\u200d of President Donald Trump. She calls the idea of separating\u200d the rights of children from their parents a <span style=\"color: #ff0000;\"><span style=\"color: #000000;\">&#8220;dangerous&#8221; \u2063concept<\/span><\/span><span style=\"color: #000000;\">  bei<\/span>ng played out \u2064on the international\u2064 and national stage.<\/p>\n<p>&#8220;It&#8217;s built \u200dupon the premise that parents don&#8217;t have the best \u2062interest of their \u2063children in mind,&#8221; she said.\u200b &#8220;And there&#8217;s just nothing further from the truth.&#8221;<\/p>\n<p>She believes international groups are\u200b working together \u2063to lower the accepted age \u2063of consent for children to have sex.<\/p>\n<blockquote>\n<h3>The\u200b Fight to Protect Children<\/h3>\n<p>National\u200d organizations such as Planned Parenthood, the Trevor Project, \u2063and the Gay Lesbian \u200d&#038; Straight Education Network develop their \u2063own &#8220;fake national standards of sex education, and they all look\u2062 like they could have come out of a government agency,&#8221; she said.<\/p>\n<p>But really, \u200bthey&#8217;re just \u200bspecial-interest groups promoting their brand of sex\u2062 education. And \u200ctheir\u2062 efforts align with a global push to \u200dteach\u2064 children about sex, she said.<\/p>\n<\/blockquote>\n<p>&#8220;They&#8217;re people who are committed \u200dto pushing this questionable science of Alfred Kinsey and sex researchers,&#8221; she \u200csaid.<\/p>\n<p>Mr. Kinsey was an American sexologist and zoologist who founded the Institute \u200bfor Sex Research \u2064at Indiana University \u2064in 1947. It&#8217;s now known as \u2062the Kinsey Institute for Research in Sex, Gender, and \u2062Reproduction.<\/p>\n<p>There, \u2062he taught\u200b that children are sexual beings from birth, \u2062capable of sexual response. The official narrative of \u2064his \u2062research included input \u2063from pedophiles. They assured Mr. Kinsey\u2063 that children \u2063could\u2063 have pleasurable sexual experiences, he said.<\/p>\n<p>Rebecca \u200cFriedrichs, founder of For Kids &#038; Country, believes the idea of\u200d child sexuality now being\u2063 taught \u200band endorsed as\u2062 human rights can be traced back to \u2062Mr. Kinsey.<\/p>\n<p>She\u2063 was a teacher \u200bin California before quitting and\u2064 taking\u2063 up the fight against what she describes as the\u200d &#8220;education mafia&#8221; of teachers&#8217;\u200d unions in the United States.<\/p>\n<h2><strong>Sex Ed, American-Style<\/strong><\/h2>\n<p>Teacher unions like \u200dthe National Education Association have promoted sex education as\u200d a solution to underage pregnancies and STDs.<\/p>\n<p>They&#8217;ve \u2062argued that parents weren&#8217;t teaching their children about \u200bsex \u2064at home,\u200c so\u2064 schools needed to step in, Ms. Friedrichs said.<\/p>\n<p>But in reality, childhood sexual education breaks down morals and sexual boundaries and drives a wedge between parents and their children, she said.<\/p>\n<p>When teachers begin talking to students about their \u200down sexual orientation\u2064 and exposing them to \u200cdiscussions about\u200c sexuality, that should alarm parents, she said.<\/p>\n<p>&#8220;That&#8217;s called grooming,&#8221; Ms. Friedrichs said.<\/p>\n<p>Like Marxist-based radical\u200d gender and race theories and social-emotional learning, the\u2063 goal of childhood sexual education is to divide and conquer, she \u2064said.<\/p>\n<blockquote>\n<h3>The Fight for Parental Rights<\/h3>\n<p>&#8220;Unions want every child to be \u200dindoctrinated in a government-run\u200d school,&#8221; she said. It&#8217;s been \u2064going on since the 1960s, she added.<\/p>\n<p>In \u2063Texas, parents revolted in 2022 against a <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/global-network-promotes-sexual-rights-for-children\/\" title=\"Global network advocates for children's sexual rights.\">childhood sexual\u200d education curriculum\u200b offered<\/a> \u2063through\u2062 a U.S. Department of Health and Human Services <a href=\"https:\/\/opa.hhs.gov\/grant-programs\/teen-pregnancy-prevention-program-tpp\/tpp-grantees\/current-tpp-grantees\" target=\"_blank\" rel=\"noopener\">grant program.<\/a> The idea, \u2063according \u2062to \u2062the program, was to reduce teen pregnancy \u2062and STDs. Critics \u2062called it an attempt to sexualize children.<\/p>\n<p>Parents with the Nueces County chapter of Citizens\u2062 Defending Freedom \u200dblocked the\u2063 program,\u2064 titled &#8220;Making Proud Choices!&#8221; in some Corpus Christi schools.<\/p>\n<p>But\u2063 it was\u2064 a bittersweet victory for parents.<\/p>\n<p>They still were \u2064concerned \u200bthe program would be quietly introduced in schools elsewhere. A federal grant program has doled out millions to nonprofit\u200c organizations willing to work to sell school districts around the country on the\u200c idea \u200bof \u2062adding childhood sexual education to classroom \u200binstruction.<\/p>\n<p>Nonprofits such as <a class=\"editor-rtfLink\" href=\"https:\/\/www.plannedparenthood.org\/uploads\/filer_public\/f0\/1a\/f01aad26-54d2-4c6e-b228-f79caccebf08\/educationstandardsonepager_branded.pdf\" target=\"_blank\" rel=\"noopener\">Planned Parenthood in the\u200b U.S.<\/a> play a significant \u200drole in sex education, as\u2062 well, Ms. Friedrichs said.<\/p>\n<\/blockquote>\n<p>That organization \u2064offers K-5 education standards that say\u2063 children have a right not to be touched. And it teaches that\u2064 children should\u2063 be prepared to say no when uncomfortable.<\/p>\n<p>But by the 6th\u2063 grade, \u200dthe \u200dterm &#8220;consent&#8221; is used, \u200binstead\u2064 of \u200dteaching \u2063children\u2062 to\u2062 say no, according to organization \u2062documents.<\/p>\n<p>Promoting consent could\u2063 lead to the normalization of pedophilia by promoting the idea that it&#8217;s acceptable to have sex with children who consent, Ms. Friedrichs said.<\/p>\n<p>&#8220;The whole point\u2063 of CSE [childhood sexual education] is\u200d this whole consent thing, and children have \u2062the right to sex,&#8221; Ms. Friedrichs \u200dsaid.<\/p>\n<p>Parents&#8217;\u2063 rights are all about\u200d protecting their children from harm, she said. So the idea of allowing children to make major life \u200ddecisions about sex on their\u2063 own would thwart that parental protection.<\/p>\n<p>The intent\u200d behind teaching consent is laid out by the \u200d <a class=\"editor-rtfLink\" href=\"https:\/\/www.guttmacher.org\/article\/2020\/01\/state-lawmakers-say-yes-consent-education\" target=\"_blank\" rel=\"noopener\">Guttmacher Institute<\/a>, a\u2064 liberal think tank and research arm\u200b of Planned Parenthood.<\/p>\n<p>The institute \u200dasserts\u2062 on its website that &#8220;consent\u2064 is key to\u2063 pushing back \u2064against abstinence-only messages.&#8221;<\/p>\n<p>&#8220;When\u2062 schools teach students about how to say no to sex, \u2063they are \u2062also acknowledging young people&#8217;s ability to say yes,&#8221; the website states.<\/p>\n<h2><strong>International Dirty Word<\/strong><\/h2>\n<p>April Gallart is a former\u200b California teacher who \u200cvolunteers as a representative of United Families International \u200cat the United Nations.<\/p>\n<p>She started going to the U.N. in\u2062 2013 to \u2064lobby for family values by discussing issues with delegates, she said.<\/p>\n<p>At the U.N.,\u2063 she discovered resistance \u200cto\u200b parental rights and family values.<\/p>\n<p>She recalled one instance when the U.N. &#8220;fought tooth and nail&#8221; to get the words &#8220;mother and father&#8221; out of\u200b a \u200cdocument.<\/p>\n<p>Parents \u2064who protect their children\u200d from sexuality are seen \u200cas roadblocks to allowing children the\u2063 autonomy to make their own decisions, she said.<\/p>\n<p>Everything is about the individual. \u2064And that separates individuals from the support \u200cof their\u200c families, she said.<\/p>\n<p>&#8220;The F-word in the U.N. is &#8216;family,'&#8221; \u200cMs. Gallart said.<\/p>\n<p>Policymakers want\u200d mothers in the\u2062 workforce away from their children, she\u200b said.
